Targeted Program for the Development of Education in 2011-2015). Main attention is paid to the analysis of the development of student competencies according to Federal State Education Standard of "Psycho-pedagogical Education" training direction for bachelor students focused on the performance in accordance with the pre-school teacher professional standard. For this purpose, we compared the data obtained during final certification of modules that have already been tested, and computer testing conducted by the resource center for support projects on modernization of teacher education in Moscow State University of Psychology & Education. We identified problem issues and particular errors that may be debatable among professionals. Authors outlines promising ways to improve the modules of the basic professional educational program on the basis of proposals made by subcontracting universities.

The new Federal state educational standards define requirements for metasubject results of primary schooling. For their assessment, diagnostic package and test methods were developed in Psychological Institute of Russian Academy of Education and Moscow State University of Psychology and Education. A computer version of this package is provided. It includes techniques "Permutations" (author A.Z. Zak), "Calendar" (authors G.A. Zuckerman and O.L. Obukhova), "Quests of Mathematics" (authors S.F. Gorbov, O.V. Savelyeva, N.L. Tabachnikova), "Preparation of the text" (author Z.N. Novlyanskaya). The computer package helps to evaluate main metasubject results related to the development of thinking and mastery of the tools of learning activity. Two additional methods ("Children’s tasks" by G.A. Zuckerman and "Tips" by E.V. Chudinova) are focused on the diagnosis of formation of the ability to learn. Using computer tools allow schools to quickly diagnose the results of primary school education, to identify its strengths and weaknesses, prepare correction programs.

The relevance of the article is due to the demands of the federal state educational standard and the “Teacher” professional standard, both of which set clear requirements for a would-be teacher. The school expects a Bachelor graduate to follow legal, moral and ethical norms, as well as the standards of professional ethics, while performing his/her pedagogical activities. Such expectations substantiate the importance of forming the professional responsibility in a would-be teacher. For this purpose, the university should train a would-be teacher through the appropriate use of the educational environment resources available at the institution. The goal of the article is to review the university educational environment as a means of managing the professional responsibility formation in a would-be teacher. We have chosen the environment immersion approach as the methodological foundation of our research. This approach presupposes indirect management of the professional responsibility formation through the synergy of educational, pedagogical, project and social activities at the university. The article is the summary of the Vyatka State University experience in accumulating the structural elements of the educational environment as a means of managing the professional responsibility formation in a would-be teacher.

The specifics of the application of the professional standard "Pedagogue-psychologist (educational psychologist)", which sets the requirements for the qualification of specialists, in the system of additional professional education are discussed. The recommendations on the development of a personified model of additional vocational education in the form of advanced training based on technology for diagnosing the level of competencies of specialists are considered. It is emphasized that it is expedient to determine the necessity, form and direction of additional vocational education for pedagogical psychologists, taking into account the results of the analysis of the qualification requirements contained in the professional standard, the qualification characteristics of the staffing of organizations, as well as the requirements of federal state educational standards for general education. This conclusion is based on the discussion of the results of approbation of the technology of the qualification test, developed by the Moscow State University of Psychology and Education.

The modernization project of teacher education initiated by the Ministry of Education and Science of Russian Federation in 2014 and included a number of projects for teacher education modernization at the interregional level, with the participation of 45 universities in Russia. Resource сenter was created for expert analytical support for the modernization project of teacher education. The Resource center basis was made by the project operator Moscow State University of Psychology & Education and joint contractor National Research University Higher School of Economics; project portal педагогическоеобразование.рф. The project participants developed and tested four models of teacher training in the projects applied Bachelor, professional (educational) Master, academic Bachelor and Master research courses; they developed more than 110 new modules of the basic professional educational programs in two years. The new modules have been tested in 13 participating universities and 32 universities, which were project joint contractors. More than 6000 students participated in the testing of the new modules. More than 5000 projects participants and executives developing new modules of basic professional educational Bachelor and Master programs had advanced training according to specified project requirements. 3603 students participated in the testing of an independent evaluation of professional competencies.

The article analyzes the results of the first phase of the project "Modernization of Teacher Education", that is developing the academic bachelor and research master program models, modules of educational programs specifically. We attributed project tasks with the results and effects of the project on the basis of development and testing of educational modules and analyzed the module opportunities to implement the principle of variability in the training of teachers, enhance the practical training, and prepare highly qualified specialists for the education system. The results will be of particular interest to teachers and administrative staff of universities, faced with the task of modernizing the educational programs for teachers training, as well as the development of program modules according to the Federal State Education Standard and the teacher professional standard. The approaches and concepts described by the authors are general, so the article may be useful to educational programs developers of other areas at different levels of education.

Work fellow of Federal recourse center with the support of Moscow state university of psychology and education press-office had an interview with Lorraine Dormand, the director of the Robert Ogden School for children with ASD, managed by UK’s National autistic society. Mrs. Dormand took part in the IV International scientific and practical conference «Inclusive education: continuity of inclusive culture and practice», which was held in the end of June in Moscow. Following issues were discussed: the role of inclusion in the education system of Russia and Great Britain, general impression from the Federal resource center visit and personal experience of working with children with ASD. The interview was held at June 23 2017 during the visit to the Federal Resource Center for Organization of Comrehencive Support for Children with ASD.

Some statistic data on the center’s activity are displayed. Emphasis is done on multidirectional work and developing ways of interdepartmental and networking interaction for the sake of founding a system of complex support for autistic children in Russian Federation.
