Resumen:En los últimos años del siglo X I X y primera década del XX, el noroeste de México, a partir de la explotación de sus minas, experimentó un intenso desarrollo económico. Gracias a este auge minero, surgieron nuevos centros de población a consecuencia de una corriente de migración atraída por la oferta de empleo y mejor vida. Sin duda que la presencia del ferrocarril facilitó la movilización de estos contingentes que se movían del centro al norte del país. Estos movimientos de población no se explican sin considerar la demanda de manos que generó la presencia de grandes empresas mineras, casi todas extranjeras, en los estados de Baja California, Sinaloa y Sonora. En este trabajo mostramos que la minería propició en la región noroeste un dinámico mercado de trabajo en el periodo comprendido entre 1890 y 1910. Tal proceso fue producto de una política empresarial de contratación de mano de obra. En esta tarea se invirtieron importantes recursos de capital y se crearon mecanismos de enganche de trabajadores en los estados del centro y sur del país; incluso, cuando el recurso mano de obra nacional escaseó, acudieron al mercado internacional. En síntesis, el trabajo se ocupa de explicar las estrategias y mecanismos que aplicaron las empresas de la región para construir un régimen laboral capitalista en el ámbito de la actividad minera .Palabras clave: auge minero, minería, mercado de trabajo, recursos de capital, fuerza de trabajo, migración.Abstract:In the last years of the 19th century and in the first decade of the 20th century, northernwestern Mexico experienced a strong economic development as a result of the exploitation of its mines. Owing to this mining boom, new population centers emerged as a consequence of a migration wave attracted by job offer and a better life. The emergence of railroads facilitated undoubtedly the mobilization of these groups which moved from the center to the north of the country. These population moves are not explicable without considering the demand of manpower which was generated by the emergence of large mining companies, almost all of them foreign companies, in the States of Baja California, Sinaloa and Sonora. In this study we show that mining favored a vigorous labor market in northwestern area in the 1890-1910 period. Such process was the result of a company policy of hiring manpower. Considerable capital resources were invested and worker engagement mechanisms were created in the central and southern states. When the national manpower resource was scarce, the companies even resorted to the international market. In short, the work deals with explaining the strategies and mechanisms which were implemented by the regional companies to set up a capitalist work regimen within mining activity.Palabras clave: mining boom, mining industry, labor market, capital resources, workforce, migration.

The tendencies in the current market development of educational services based on integration processes of state and market mechanisms are considered. Particular attention is given to a market approach for the formation and college strategy functioning to increase college competitiveness. It is shown that the peculiarities of college marketing activity should be connected with that in a higher education market interact not two parties (service producer and consumer), but four types of subjects: consumers – parents; em-ployers which are interested in the frame refresh of works and personnel professionalism development; a state – a megacustomer of college educational services interested in the manpower resource formation. The realization of marketing researches, the analysis and the effectiveness estimation will allow more complete developing an extent of supposed educational services and influencing considerably upon a price level taking into account consumer demands.

Among many challenges a math department at a post-secondary institution will most likely be faced with the optimization problem of how best to offer out-of-lecture learning support to several thousand firstand second-year university students enrolled in large math service courses within given spatial, scheduling, financial, technological, and manpower resource constraints, and at the same time ease the administrative work of the instructor. This article describes how math workshops, essentially math help centres, are set up in the Department of Mathematics at Simon Fraser University so that they provide the administrative and learning support structure for the students, the instructor, the course, and the department. The roles and responsibilities of the workshop coordinator, instructors, teaching assistants, and students are outlined along with a discussion of the challenges and benefits of this support framework.

For current college students' employment pressure and the status of the school needs to be market-oriented, research and implement human resource information system based on the Internet. The system functions in addition to traditional recruitment websites, but also by k-means algorithm manpower resource information database established mining, enable schools to keep abreast of the needs of the information society to the creation of professional talent, curriculum; using C4.5 algorithm, the historical data of previous graduates to classify and predict the direction of the employment of graduates.

As the development of the advanced remote sensing devices, various high-quality remote sensing data provide us with reliable evidence for tourism resource investigating. In contrast to the traditional method for tourism resource investigation, the remote sensing data based method is intelligent and with low cost in manpower resource. Moreover, the reliance of the given results is enhanced. This paper proposed a remote sensing image processing method for the tourism resource investigation. First, the remote sensing image is segmented. Then the segmented image region is recognized, the tourism resource and the irrelative objects is classified. Finally, the tourism resource in the remote sensing image is given and processed by the mathematical method.

This study looked into the Implementation of Research and Development Program of KASC from 2007 to 2011. The R and D profile of KASC was analyzed based on documents along Manpower Resources, Financial Capability, Facilities Development, Administrative Support and Research Outputs. KASC has a strong manpower resource for research with 75 faculty and non-teaching staff who are conducting researches. There were budgetary allocations for R and D activities which were released following accounting and auditing rules. On research outputs, the KASC R and D garnered 46 awards from its 458 researches conducted within the period and published in regular publications by the institution. Four technologies were issued registration by the Bureau of Patents. On the level of attainment of the goals and objectives of the R and D programs of KASC, majority of the research goals and objectives were perceived to be moderately attained. For the degree of seriousness of the problems encountered by the researchers, the Problems on financial capability were perceived to be much serious while other areas were perceived to be moderately serious.   Keywords - research, development, profile responsiveness
