Подготовка специалистов для уголовно-исполнительной системы представляет собой сложный и многогранный процесс. Особая роль при этом отводится повышению квалификации и профессиональной переподготовке сотрудников учреждений и территориальных органов ФСИН России. Формирование необходимых компетенций у сотрудников и руководителей любого уровня реализуется в течение нескольких периодов, связанных с обучением в вузе, самообразованием, приобретением опыта практической деятельности, осуществлением наставничества со стороны более опытных сотрудников, посещением занятий в рамках служебной подготовки и получением дополнительного профессионального образования. Обучение специалистов в системе дополнительного профессионального образования, с учетом наличия требований к профессиональным и личностным качествам сотрудников уголовно-исполнительной системы, предполагает разработку поэтапного модульного содержания программ повышения квалификации, что, несомненно, позволяет повысить эффективность формирования профессиональных компетенций у будущих специалистов, в том числе и руководителей. Вместе с тем вышеназванные программы обучения должны предусматривать поэтапную подготовку как руководителей учреждений, так и отраслевых руководителей, то есть руководителей структурных подразделений учреждений и органов уголовно-исполнительной системы. Это позволит в дальнейшем осуществлять выработку взвешенных и эффективных решений на основе всестороннего знания профессии и соответственно скрупулезного анализа профессиональной деятельности, а также грамотного взаимодействия с руководителями других структурных подразделений учреждений и органов уголовно-исполнительной системы. Raining of specialists for the penal enforcement system is a complex and multifaceted process. A special role is given to professional development and professional retraining of employees of institutions and territorial bodies of the Federal Penitentiary Service of Russia. The formation of the necessary competencies of employees and managers of any level is realized during several periods associated with studying at a university, self-education, gaining practical experience, mentoring by more experienced employees, attending classes as part of official training and obtaining additional professional education. Training of specialists in the system of additional professional education, taking into account the requirements for the professional and personal qualities of employees of the penal enforcement system, involves the development of a phased modular content of professional development programs, which undoubtedly allows to increase the effectiveness of the formation of professional competencies of future specialists, including managers. At the same time, the above-mentioned training programs should provide for both step-by-step training of future heads of institutions and branch managers, that is, heads of structural divisions of institutions and bodies of the penal enforcement system. This will allow us to further develop balanced and effective decisions based on a thorough knowledge of the profession and, accordingly, a thorough analysis of professional activity, as well as competent interaction with the heads of other structural divisions of institutions and bodies of the penal enforcement system.

It has been proved that the level of education of the population, its mobile susceptibility to critical comprehension and self-motivation are the favorable criteria for social and economic achievements. AbstractIn according with the situation created by the pandemics of the world [4,6,7,8,9,10], the Covid-19 viruses were affected the all fields of activity from the all domains, like as: industrial domains, tourism, commercial, even of the educational system at all levels [1,2]. In this context our university, George Emil Palade University of Medicine, Pharmacy, Science and Technology of Targu Mures, it had to move from the classical educational system to approach of the new online modular system. This forced adaptation presents a lots of problems, especially of the all specializations within the Faculty of Engineering and Information Technology, where there are practical activities that involve laboratories with practical execution they cannot be performed by the online system. After an experience gained of almost 4 months of online activity, more several negative aspects are configured to be analyzed in order to find constructive solutions for optimizing the online educational system [1]. The present paper proposes to identification of a questionnaire addressed for the students as well as to the teachers from the Faculty of Engineering and Information Technology of UMFST “G.E.Palade” of Tg.Mures. Following the analysis of the all results of the questionnaire, the deficiencies of the problems raised by the technical disciplines that require phisicals practical applications in laboratory classes will be identified, respectively new directions for the development of modular online education will be identified representing the only alternative of the onsite classic education in this situation.

In the conditions of a substantial increase in the number of foreign students in the universities of the Russian Federation in recent years especially relevant research of studying ways to increase the effectiveness of the formation of the communicative competence of this contingent of students in the educational and scientific sphere of communication at the stage of pre-university training. Professionally oriented teaching in groups of the humanitarian profile has its own specific features, due to the conditions of study, in which students who have chosen humanitarian areas of a fairly wide range can study in one group. The purpose of this paper is to describe the student body studying at the stage of pre-university training at Russian as a Foreign Language Center of Peter the Great St. Petersburg Polytechnic University (SPbPU HSIEP RFLC), to find out their educational route and degree of conformity of the scientific prose style course, which is prepared based on traditional approaches, to communicative needs relevant to future majors of the students, and to propose and to present an argument for a more effective technology of modular education. As methods of scientific research, the work used the method of analysis of scientific sources devoted to the competence approach to teaching, professionally oriented teaching of Russian as a foreign language and modular technology. Also, the questionnaire method allowed us to obtain data as a result of a survey of 154 students of the pre-university training program of SPbPU HSIEP RFLC. On the basis of theoretical analysis, it has been established that, within the competence-based approach, professionally oriented training in groups of the humanitarian profile at the stage of pre-university training should take place taking into account the communication needs that are relevant for future specialties of students. Empirical method of study allowed identifying a list of future majors of pre-graduate training program trainees, the top of which are the following: linguistics (46%), foreign area studies (24%), majors related to art and culture (8%), psychological and educational majors (8%), law (6%), advertising and public relations (5%). Also a low level of foreign students’ satisfaction (39%) with the content of scientific prose style course based on traditional technology of mass group learning, which preconditions the need to use an innovative modular technology in teaching and learning process. The scientific novelty of the research lies in the description of the process of pre-university training of foreign students in humanitarian groups through the prism of the foundations of modular education. According to the authors, modular training will allow to quickly vary the content aspect of training, focusing on the communicative needs of a certain humanitarian direction.
