The article aims to highlight the latest approaches to the introduction of countries gender budgeting. The authors propose the application of the method of ranking countries based on 4 key indicators related to the gender gap (Economic participation and opportunity, Educational attainment, Health and survival, Political empowerment) of the Global gender gap index and then analyse the result considering the level of socio-economic development of each country. Ten sample countries were randomly chosen. The results of the study confirmed the mutual influence between the gender gap and socio-economic development. The proposed method of ranking countries compared to socio-economic, political and environmental development allows countries with a high value of the gender gap index to offer specific tools to reduce it. The research conducted can help improve existing practices, facilitate initiatives to develop gender parity and further work on geographical and sectoral orientation.

The climate agenda involves significant economic dimension and component. This is precipitated, on the one hand, by the climate change impact on the economy and its implications for economic development that necessitate costs for planning and implementing adaptation measures, and, on the other hand, by the imperatives of structural and technological modernization of the economy to strengthen its competitiveness and sustainability of socio-economic development including reduction of industrial greenhouse gases (GHG) emissions and increasing the ecosystems’ carbon sink capacity. The above implies harmonization of ecological, climatic, socio-economic, and technological characteristics to produce an effective national low GHG emissions socio-economic development strategy required by the Paris Climate Agreement. This in turn calls for comprehensive assessment of the impact produced by new low-carbon technologies on economic dynamics using the framework of macrostructural calculations and scenarios of economic development of Russia with different volumes of funding invested in decarbonization. It is argued that the most efficient is a group of so-called moderate scenarios that provide for both GHG reduction and economic growth rates above the global average. More ambitious scenarios involve risks of slowing GDP growth given weighty additional investment which constrains the dynamics of household consumption. The key role of the Russian ecosystems capacity to absorb and sequester carbon in implementation of the low GHG emissions socio-economic development strategy is substantiated and the imperative for the complex of measures to improve the efficiency of land use and forestry resources (LULUCF), primarily the quality of R&D and the national monitoring system development, is emphasized.

Abstract This article identifies and analyzes the theoretical, constitutional, and practical bases for governmental land acquisition in Vietnam from a comparative perspective. The authors contrast political ideologies of private ownership and public interests to elucidate the grounds for compulsory acquisition of property for public uses. By reviewing constitutional provisions on compulsory land acquisition in several countries (Singapore, Korea, Australia, India, and the United States), and exploring Vietnam’s constitutional provisions on land acquisition for national defense, security and socio-economic development, this article analyzes some key themes of purposes, procedure, and compensation. The paper then suggests specific changes to Vietnam’s Land Law to increase transparency and to provide more legal safeguards for private users of property when government entities recover privately-used land for public purposes.

The monograph is devoted to the place and role of ecology and environmental safety in ensuring sustainable socio-economic development of society. In the conditions of the forced transition of the economies of the leading countries of the world from an industrial type to a new formation of a green economy aimed at ensuring the preservation of ecological systems and the maximum reduction of damage to the biodiversity of ecological systems, the Russian Federation faces the task of forming a new course of socio-economic development of society focused on the preservation of natural potential and ecology at a level normal for the maintenance of the vital activity of society, flora and fauna in the foreseeable future and in the long term. The role and importance of environmental safety in the system of ensuring the economic security of the state are outlined, the concept of the ideology of "Global Commons" in ensuring sustainable socio-economic development of society is considered, the problems and prospects of the implementation of the program "Green Course of Russia" are analyzed, special aspects of environmental audit, accounting and control, damage assessment in the field of ecology are investigated. Special attention is paid to the forecast of the dynamics of key environmental indicators for the medium term. The main directions of increasing the effectiveness of the mechanism for ensuring environmental safety in a market economy are proposed. For a wide range of readers interested in environmental economics. It will be useful for students, postgraduates and teachers of economic universities.

Abstract In Gabès region (southeastern Tunisia), given the semi-arid to arid climate conditions, groundwater is an essential resource to supply the growth needs of the socio-economic development. To ensure sustainable development and preserve water resources, a careful estimation of the present day recharge amount and the delineation of the potential zones of rainfall precipitation are of required for an accurate evaluation of regional water balance. In this context, this study aims to a preliminary assessment of groundwater recharge in Gabes basin in regard to the delineation of the potential recharge areas of phreatic aquifers. Thus, a geological and hydrogeological collected database coupled with remote sensing techniques (RST) were used for the determination of the lateral variation of recharging zone ,Treatment by ArcGIS and Matlab softwares and Kohonen self-organizing maps (K-SOM) approaches.The obtained results indicate that five recharge potential areas have been identified and classified as 27% very low, 23% low, 40% moderate recharge, 7% good and 3 % very good potential recharge located principally on southern part of the study region .This distribution is controlled principally by the geomorphological, geologic, and hydrogeologic features of the region . Reasonable management strategies based on a perennial exploitation of these low renewable resources are required to optimize the water dependent socio-economic development. The estimated groundwater potential recharge of Gabès aquifer system using K-SOM and RST is of 11.4 Mm3.y-1. This recharging rate is very low it present 7% of the total rain, thus it must be ameliorated. K-SOM and RST approach is a useful method for groundwater potential recharge mapping and is a helpful of wells establishment and groundwater sustainable management.an isotopic analyses is recommended to ameliorate the decision maker to establish the adequate strategy.

The market of one of the most basic participants of the market of housing and communal services – credit organizations is considered. A statistical analysis of mortgage housing lending in Russia was carried out, the classification of the regions of the Russian Federation according to two groups of indicators was carried out: according to the indicators of the housing and communal services market and indicators of the level of socio-economic development of regions by cluster analysis methods and it was shown that not all regions (36 regions) correspond to their levels of groups according to two groups of indicators. The reasons for the development of regions according to the state of development of the housing and communal services market are revealed.
