Places have been promoting their attractions throughout history for almost a century now and place marketing started capturing the attention of economic researchers in the early 1990s. Although the globalized space has become a major interdisciplinary field of study in the past few decades, we still do not have a definite solution for measuring or predicting the changes it brings. The aim of this study is to propose an instrument to help scholars quantify the Web 1.0 and Web 2.0 components of the online presence of place brands and their spatial dynamics in a broader global context. By taking the ‘space of flows’ approach to frame globalization, we questioned whether geography is still destiny in the context of online place branding communication. To answer the question, we developed a category grid and applied it in the content analysis of 82 official country websites. We found that geographical position is still important in conditioning the adoption of Web 1.0, and does not make a significant difference in the adoption of Web 2.0. However, the strongest predictors of the adoption of Web 1.0 are not the ones related to geography, but to socio-economic inequality. It is therefore possible for the theorizations of the advantages of the ‘space of flows’ globalization to be suitable only for Web 2.0, Web 1.0 still being under the influence of the ‘space of place’. We discussed the implications of adopting the network society theory in place branding communication in order to nuance the understanding of the transitions from Web 1.0 to Web 2.0 and from Web 2.0 to Web 3.0 in place marketing.

ABSTRACTThe paper develops some of the conclusions, reached in Floridi (2007), concerning the future developments of Information and Communication Technologies (ICTs) and their impact on our lives. The two main theses supported in that article were that, as the information society develops, the threshold between online and offline is becoming increasingly blurred, and that once there won't be any significant difference, we shall gradually re-conceptualise ourselves not as cyborgs but rather as inforgs, i.e. socially connected, informational organisms. In this paper, I look at the development of the so-called Semantic Web and Web 2.0 from this perspective and try to forecast their future. Regarding the Semantic Web, I argue that it is a clear and well-defined project, which, despite some authoritative views to the contrary, is not a promising reality and will probably fail in the same way AI has failed in the past. Regarding Web 2.0, I argue that, although it is a rather ill-defined project, which lacks a clear explanation of its nature and scope, it does have the potentiality of becoming a success (and indeed it is already, as part of the new phenomenon of Cloud Computing) because it leverages the only semantic engines available so far in nature, us. I conclude by suggesting what other changes might be expected in the future of our digital environment.

This article explore how, in the first decade of the twenty-first century, the internet became historicised, meaning that its public existence is now explicitly framed through a narrative that locates the current internet in relation to a past internet. Up until this time, in popular culture, the internet had been understood mainly as the future-in-the-present, as if it had no past. The internet might have had a history, but it had no historicity. That has changed because of Web 2.0, and the effects of Tim O'Reilly's creative marketing of that label. Web 2.0, in this sense not a technology or practice but the marker of a discourse of historical interpretation dependent on versions, created for us a second version of the web, different from (and yet connected to) that of the 1990s. This historicising moment aligned the past and future in ways suitable to those who might control or manage the present. And while Web 3.0, implied or real, suggests the ‘future’, it also marks out a loss of other times, or the possibility of alterity understood through temporality.


Semantic Web technology is not new as most of us contemplate; it has evolved over the years. Linked Data web terminology is the name set recently to the Semantic Web. Semantic Web is a continuation of Web 2.0 and it is to replace existing technologies. It is built on Natural Language processing and provides solutions to most of the prevailing issues. Web 3.0 is the version of Semantic Web caters to the information needs of half of the population on earth. This paper links two important current concerns, the security of information and enforced online education due to COVID-19 with Semantic Web. The Steganography requirement for the Semantic web is discussed elaborately, even though encryption is applied which is inadequate in providing protection. Web 2.0 issues concerning online education and semantic Web solutions have been discussed. An extensive literature survey has been conducted related to the architecture of Web 3.0, detailed history of online education, and Security architecture. Finally, Semantic Web is here to stay and data hiding along with encryption makes it robust.


Rich Internet Applications (RIAs) are considered one kind of Web 2.0 application; however, they have demonstrated to have the potential to transcend throughout the steps in the Web evolution, from Web 2.0 to Web 4.0. In some cases, RIAs can be leveraged to overcome the challenges in developing other kinds of Web-based applications. In other cases, the challenges in the development of RIAs can be overcome by using additional technologies from the Web technology stack. From this perspective, the new trends in the development of RIAs can be identified by analyzing the steps in the Web evolution. This chapter presents these trends, including cloud-based RIAs development and mashups-rich User Interfaces (UIs) development as two easily visible trends related to Web 2.0. Similarly, semantic RIAs, RMAs (Rich Mobile Applications), and context-aware RIAs are some of the academic proposals related to Web 3.0 and Web 4.0 that are discussed in this chapter.

There has been significant research in the private sector towards systematic exploitation of the emerging Web 2.0/Web 3.0 and social media paradigms. However, not much has been achieved with regards to the embodiment of similar technologies. Currently, governments and organizations are making considerable efforts, trying to enhance citizens' participation in decision-making and policy-formulation processes. This chapter presents a novel policy analysis framework, proposing a Web-based platform that enables publishing content and micro-applications to multiple Web 2.0 social media and collecting citizens' interactions (e.g. comments, ratings) with efficient use of Application Programming Interfaces (APIs) of these media. Citizens' opinions and interactions can then be processed through different techniques or methods (Web analytics, opinion mining, simulation modeling) in order to use the extracted conclusions as support to government decision and policy makers.
