Formulation of the problem. A systematic approach to ensuring the competitiveness of the agroindustrial complex of the Komi Republic, embodying many of the key elements of its economic system, determines the prospects for socio-economic transformations. The purpose of the study is to develop the theoretical and practical foundations of the transition to a more intensive investment path of development of the agricultural sector in the region. The subject of the study is the application of a systematic approach, encompassing the strategic objectives of increasing the competitiveness of the agricultural sector. Methods of economic research - modeling, scientific abstraction, analysis and synthesis, systems approach, historical and logical method, observation. The hypothesis of the study is that the solution of any problems in the competitiveness of the agro-industrial complex must meet both internal production requirements and interindustry and inter-regional market settings. Statement of the main material. The basic starting points of theoretical and practical problems of forming the competitive potential of the agricultural sector of the region are identified. The originality and practical significance of the study lies in the fact that the competitiveness of the agricultural sector should not be considered separately, but in the context of its effectiveness. Conclusions of the study are that competitiveness successfully coordinates production and market elements and makes them work quite efficiently. Therefore, they should not be considered as a result, but as a process and an effective method of monitoring the activities of the agro-industrial complex

Activation of the investment activity of the agro-industrial complex of the Komi Republic is a key factor in increasing the competitiveness of its industries and enterprises. The purpose of the research is to reveal the role and value of investments in ensuring the competitiveness of the agro-industrial complex. The subject of the research is the identification of various aspects of the object under investigation, associated with sectoral properties, territorial features and natural-economic conditions of management. The methods used in the research: analysis and synthesis, systems approach, methods of operations research, generalization, historical and logical method, scientific abstractions, tabular methods. The hypothesis of the research is the formation of some arguments to increase the scale of the introduction of innovative components, increase the competitiveness of the agro-industrial complex for the future. The statement of the basic main material. The main focus is on providing agricultural enterprises with high-quality tangible and intangible assets.During the years of reforms in the agricultural sector of the region, normal conditions for the effective functioning of enterprises were not created. The reasons for this were the lack of financial resources and the incomplete autonomy of doing business, as well as the low level of competitiveness of the products produced, the lack of competitive advantages. The lack of incentives to produce high-quality products and the excessively weak development of financial and investment relations led to an unequal inter-sectoral distribution of monetary and material and technical resources of the regional agro-industrial complex. The originality and practical significance of the research lies in the fact that, based on production and market positions, the categories of "investment" and "competitiveness" of the agro-industrial complex should be considered both in a single context and separately. The conclusions of research are that the larger and better resource potential agricultural enterprises have, the easier they are able to ensure high competitiveness.

The article discusses the problems of increasing the multiplier effect of the agro-industrial complex of the Komi Republic as a result of investment, as well as ways to accelerate the economic growth of its spheres and individual enterprises. The problems of motivation to increase capital investments in order to increase production and competitiveness of marketable products remain without due attention. The aim of the study is to substantiate the transition of the agro-industrial complex of the Komi Republic to an innovative and investment path of development, to more active methods of using advanced technologies and resource provision of investments, increasing the share of the intellectual component in their composition. The subject of the study is to determine the level of the multiplier effect of the agro-industrial complex of the Komi Republic as a method for assessing its effectiveness and competitiveness. Research methods — quantitative assessment of the effectiveness of total costs, scientific abstraction, analysis and synthesis, systems approach, historical and logical method, statistical observations. The article reveals the main trends of the multiplier effect in the agro-industrial complex of the Komi Republic. It is proposed to increase the multiplier effect of the agro-industrial complex for business entities to focus on the tasks of coordinating the flows of available investment resources.

Formulation of the problem. One of the key objectives of the sustainable development of the agro-industrial complex of the Republic of Komi is the development of a conceptual framework to increase its competitiveness in a market economy. The purpose of the research is to develop the theoretical and methodological foundations of the competitiveness of the regional agro-industrial complex. The main practical task is the transfer of agricultural enterprises to a high-tech industrial and intellectual basis. The object of the research is the assessment of the competitiveness of the agro-industrial complex of the region, taking into account its sectoral and territorial features and integration motives. The methods used of the research: scientific abstraction, analysis and synthesis, systems approach, historical and logical method, observation, information technology. The hypothesis of the research is the possibility of ensuring the high competitiveness of the agro-industrial complex for the future through the solution of the strategic tasks of its operation. The statement of basic materials. The principles of increasing the competitiveness of the agro-industrial complex of the region are outlined in its main directions and tasks. Given the weak financial and economic state of small and medium-sized enterprises, it was proposed to create large integrated education with significant competitive advantages. Originality and practical significance of the research in the fact that competitiveness is seen as a key economic category capable of characterizing the positive and negative aspects of the life of the agro-industrial complex. Conclusions of the research are to ensure the expanded reproduction of the regional agro-industrial complex, the production and sale of more attractive goods to consumers, to achieve high competitiveness of the regional agro-industrial complex, to strengthen market positions in terms of quality and price characteristics of commercial products.

The purpose of the article is to develop, based on the generalization of domestic and foreign experience, guidelines for enhancing investment in the agricultural sector. Research methods. A set of special methods of economic research was used during the research process. Using abstract-logical method, the conclusions to the article are formulated. The method of theoretical generalization was used in the critical analysis of research results of domestic and foreign scientists on the substantiation of investment factors and methods of assessing the effectiveness of investment. In the process of analysis, the statistical and economic method was used, which made it possible to clearly identify the factors that affect investment activity in the agricultural sector of Ukraine. Research results. The current state of investment activity in the agricultural sector of Ukraine is studied. The main factors influencing the intensification of investment in agricultural development in Ukraine are identified. Methods of state stimulation of investment activity are analyzed. Scientific novelty. A scientific approach to the introduction of a program of state support for dairy producers by introducing subsidies for the growth of each head of cattle introduced into the main herd, which will provide an economic incentive to attract investment in the livestock industry. Practical significance. The main factors that negatively affect the intensification of investment activity in the agricultural sector of Ukraine have been identified. The need to restore the special VAT tax regime for agricultural enterprises that simultaneously produce livestock and crop products (except for chicken producers) as the most effective method of state support for their activities has been confirmed. Formulation of the problem. The problem of increasing the multiplier effect of the agro-industrial complex of the Komi Republic is to find ways to accelerate the processes of socio-economic transformation of its spheres and enterprises. The aim of the research is the transition to a more intensive investment path of development, the use of progressive methods of resource support, the increase in their composition of the share of the intellectual component. The subject of the research is to determine the level of the multiplicative effect of the agro-industrial complex of the Komi Republic as a method of assessing its effectiveness and competitiveness for the growth of investments and gross output. Methods of economic research – determining the effectiveness of total costs, scientific abstraction, analysis and synthesis, a systematic approach, the historical and logical method, observation. Hypothesis of the research: The formation of some aspects of long-term development contributes to the increase in the multiplicative effect of the agro-industrial complex of the region, the elimination of random errors in the long-term strategic development of agro-industrial sectors. Summary of the main material. The statement of basic materials points of the multiplicative effect of the agro-industrial complex of the region are revealed. It is determined that the problems of increasing the multiplier effect of the agro-industrial complex of the region are concentrated not on the problems of accounting, control and planning of capital costs, but on the problems of coordination, organization and motivation of existing investment resources in order to increase production and increase the competitiveness of marketable products. The originality and practical significance of the research lies in the fact that investment and innovation policy in the agricultural sector should not be aimed at short-term, but at long-term development of the agricultural sector in the region. At the same time, each sector and enterprise of the agro-industrial complex of the region should receive that share of investment that would allow it to successfully achieve the goals of the selected project - to complete it on time with the development of a “new cycle” of market reforms. Conclusions and prospects for further research. The degree of problematicness of this study is closely related to a variety of theoretical approaches and practical tasks to be performed, both interpreting the categories of “multiplier effect” and “evaluating the effectiveness and competitiveness” themselves, considered from different perspectives, and classifying their interrelated and interdependent attributes and novelty in a single context. The main task of ensuring the multiplicative effect of the agricultural sector of the region is to achieve direct links between capital, output and consumption - to ensure a harmonious unity of the supply, production and marketing spheres.

Статья пFormulation of the problem. The article is dedicated to the problem of disclosure of key aspects of agribusiness strategy in the Komi Republic. The aim is to develop appropriate theoretical and practical recommendations for the formation of basic principles and to create necessary conditions for the strategic development of the agro-industrial complex of the region. The subject is the deployment of a scientific approach to solving key tasks and goals for stable development of the agro-industrial complex of the region. Research methods are scientific abstraction, complex-system approach, historical and logical method, analysis and synthesis, observations. The hypothesis consists of creation of a solid financial and production base for the region's agro-industrial complex - the formation of reliable and long-term sources of investment. The state of key indicators of economic activity of the agro-industrial complex is determined, and opportunities for improving the efficiency of production capacities are identified. Presentation of the main material. The agro-industrial complex as an intersectoral, multifunctional and multi-level organizational structure has not only internal, but also external incentives for development. Therefore, the effectiveness of the strategic development of the agro-industrial complex should have the following aspects: manageability, purposefulness, financial feasibility, integrity of organizational structures and technological development, functions of integration behavior, relations with the external environment (natural, financial, economic, environmental), living conditions of the population. The originality and practical significance consist of the recommendation of a comprehensive and systematic approach to solving the tasks set. Conclusions. the tasks of strategizing the agro-industrial complex of the region for the future should be based not only on the efficiency of the used production elements, but also on a competitive mechanism covering the entire production and market system. The prospects for further research are to conduct large-scale intersectoral financial, economic, and other adjustments in various macro, meso and microeconomic levels of the agroindustrial complex of the region

The investment potential of the agro-industrial complex is a key element in the development of its economic system - the locomotive for improving the quantitative and qualitative parameters of this system. The purpose of the study is to reveal the essential phenomena of the investment potential of the agro-industrial complex of the regions of the north, to ensure its fullness and feasibility. The subject of the research is the identification of the role and importance of the main structural elements in the processes of formation and use of investment potential. The methods of economic research were: analysis and synthesis, system and complex approach, methods of studying economic operations, generalizations, historical and logical method, scientific abstractions, drawing and tabular methods. The establishment of the hypothesis consists in observing periodic changes in the state of the investment potential of the agro-industrial complex of the regions of the north. Summary of the main material. The main emphasis is placed on providing reliable sources of investment in the agro-industrial complex of the regions of the north with the necessary tangible and intangible assets - the transfer of their spheres and enterprises to a high-tech industrial and intellectual basis. The originality and practical significance of the study lies in the fact that the investment potential is a key factor in the development of the economic potential of the agro-industrial complex of the regions of the north. The purpose of the article is to explore the prospects for the development of grain production in the Kirovograd region. Research methods. The study used dialectical methods of cognition, a systematic approach to the study of economic phenomena, monographic (generalizing domestic and foreign experience in determining the economic essence of food security), analysis and synthesis (in studying the levels of production of cereals and legumes and the level of grain supply), statistical groups (in identifying the place of regions in the national production of cereals), economic and statistical (in the processing of mass statistics), abstract and logical (in substantiating theoretical generalizations and drawing conclusions). Research results. The potential of grain production development in Kirovohrad region is considered. The analysis is based on statistical data of the crop industry. Problems of industry development are revealed and ways of solutions are offered. Scientific novelty. Analysis of the level of crop production in the Kirovohrad region in terms of using the latest technologies and yield monitoring. Practical significance. Along with some positive changes in the region's grain production, obstacles to their development have been identified. The purpose of the article is to highlight the conceptual understanding of the cluster as an innovative organizational and economic form of production in the system of sustainable development on the example of the agricultural sector and substantiate the scientific basis for ensuring its implementation at the regional level. Research methods. When carrying out the research, a set of general scientific methods and techniques was used; monographic - in the study of domestic and foreign publications and the above-mentioned problems; a systematic approach based on the principles of systems analysis and synthesis - to substantiate the relationship between sustainable development, the efficiency of agricultural production and the cluster model; abstract-logical - for the theoretical generalization of research results and determination of measures to ensure the implementation of the cluster model of agricultural development; economic analysis - to study the efficiency of agricultural production. Research results. The essence of the cluster in modern economic theory in the context of the concept of sustainable development has been studied and analyzed. Globalization, climate change and the aggravation of socio-economic and environmental problems in many countries of the world necessitate the search for new models of economic development. It has been established that one of the most optimal organizational and economic forms of effective agricultural production in the system of sustainable development is clusters. On the example of the Kirovograd region, a scientifically grounded regional model of the development of agro-clusters in the agro-industrial complex. Scientific novelty. Based on the synthesis of scientific theories of cluster and sustainable development, further study of theoretical and methodological approaches to the definition of the essence of clusters as a promising organizational and economic form of effective agricultural production in the system of sustainable development was obtained. Practical significance. The research results will find practical use in substantiating regional strategies for the development of agro-industrial production. They can be used in educational and educational programs, when providing consulting services for the creation of projects of agricultural clusters and in further scientific research.
