Formulation of the problem. The problem of increasing the multiplier effect of the agro-industrial complex of the Komi Republic is to find ways to accelerate the processes of socio-economic transformation of its spheres and enterprises. The aim of the research is the transition to a more intensive investment path of development, the use of progressive methods of resource support, the increase in their composition of the share of the intellectual component. The subject of the research is to determine the level of the multiplicative effect of the agro-industrial complex of the Komi Republic as a method of assessing its effectiveness and competitiveness for the growth of investments and gross output. Methods of economic research – determining the effectiveness of total costs, scientific abstraction, analysis and synthesis, a systematic approach, the historical and logical method, observation. Hypothesis of the research: The formation of some aspects of long-term development contributes to the increase in the multiplicative effect of the agro-industrial complex of the region, the elimination of random errors in the long-term strategic development of agro-industrial sectors. Summary of the main material. The statement of basic materials points of the multiplicative effect of the agro-industrial complex of the region are revealed. It is determined that the problems of increasing the multiplier effect of the agro-industrial complex of the region are concentrated not on the problems of accounting, control and planning of capital costs, but on the problems of coordination, organization and motivation of existing investment resources in order to increase production and increase the competitiveness of marketable products. The originality and practical significance of the research lies in the fact that investment and innovation policy in the agricultural sector should not be aimed at short-term, but at long-term development of the agricultural sector in the region. At the same time, each sector and enterprise of the agro-industrial complex of the region should receive that share of investment that would allow it to successfully achieve the goals of the selected project - to complete it on time with the development of a “new cycle” of market reforms. Conclusions and prospects for further research. The degree of problematicness of this study is closely related to a variety of theoretical approaches and practical tasks to be performed, both interpreting the categories of “multiplier effect” and “evaluating the effectiveness and competitiveness” themselves, considered from different perspectives, and classifying their interrelated and interdependent attributes and novelty in a single context. The main task of ensuring the multiplicative effect of the agricultural sector of the region is to achieve direct links between capital, output and consumption - to ensure a harmonious unity of the supply, production and marketing spheres.

The subject of the study is the application of a systematic approach, encompassing the strategic objectives of increasing the competitiveness of the agricultural sector. Methods of economic research - modeling, scientific abstraction, analysis and synthesis, systems approach, historical and logical method, observation. The hypothesis of the study is that the solution of any problems in the competitiveness of the agro-industrial complex must meet both internal production requirements and interindustry and inter-regional market settings. Statement of the main material. The basic starting points of theoretical and practical problems of forming the competitive potential of the agricultural sector of the region are identified. The originality and practical significance of the study lies in the fact that the competitiveness of the agricultural sector should not be considered separately, but in the context of its effectiveness. Conclusions of the study are that competitiveness successfully coordinates production and market elements and makes them work quite efficiently. Therefore, they should not be considered as a result, but as a process and an effective method of monitoring the activities of the agro-industrial complex

The article discusses the problems of increasing the multiplier effect of the agro-industrial complex of the Komi Republic as a result of investment, as well as ways to accelerate the economic growth of its spheres and individual enterprises. The problems of motivation to increase capital investments in order to increase production and competitiveness of marketable products remain without due attention. The aim of the study is to substantiate the transition of the agro-industrial complex of the Komi Republic to an innovative and investment path of development, to more active methods of using advanced technologies and resource provision of investments, increasing the share of the intellectual component in their composition. The subject of the study is to determine the level of the multiplier effect of the agro-industrial complex of the Komi Republic as a method for assessing its effectiveness and competitiveness. Research methods — quantitative assessment of the effectiveness of total costs, scientific abstraction, analysis and synthesis, systems approach, historical and logical method, statistical observations. The article reveals the main trends of the multiplier effect in the agro-industrial complex of the Komi Republic. It is proposed to increase the multiplier effect of the agro-industrial complex for business entities to focus on the tasks of coordinating the flows of available investment resources.

The goal- at present there is no clear concept for the long-term development of infrastructure of agro-industrial complex in the republic, and the degree of support for agricultural sector is inferior to the level of advanced countries, which may lead to a restriction of the population's access to quality food. Methods - abstract-logical, monographic, sociological survey, economic-statistical, analytical. Results - the best world practice of rural entrepreneurship was reviewed. The experience of farmers of the Russian Federation, economically developed countries of the EU, Eastern Europe, advanced Asian States, including Japan and South Korea, is presented. It is indicated that the main condition for preservation and multiplication of the achievements of the AIC of the Republic of Kazakhstan is the socio-economic growth of rural settlements. The authors focus on the issue of ensuring food security - one of the main tasks of the economy of each country, the key areas of implementation of which are public support for agricultural sector, improving the quality of life of rural residents. The activity of agricultural producersis analyzed, problems of development of agribusiness in these countries and Kazakhstan are reflected, recommendations for their solution are presented. Conclusions - the following basic factors contributing to the formation and expansion of entrepreneurship in agro-industrial production are highlighted: improvement of the regulatory and investment base; business management, which implies transformation of the structure and advanced training of specialists of enterprises of agro-industrial complex, as well as the heads of peasant (private) farms. Access to markets is a serious problem for small and medium-sized enterprises in agricultural sector, which has a significant impact on the sphere of agricultural production and processing of agricultural products. The research results can be used in the development of measures to support SMEs in agricultural sector at the regional level.

For the second decade, the agro-industrial complex has been receiving significant amounts of state support. At the same time, the issue of its effectiveness is becoming more and more urgent. In various sources, you can find a variety of approaches to assessing the effectiveness of budgetary funds allocated for the development of agriculture. The fact of state support in itself does not guarantee a return in the form of an increase in gross output, attraction of investments in the industry, an increase in wages in the countryside, an increase in tax revenues from enterprises in the industry. The methods of state support must adapt to modern challenges. They should stimulate recipients not for maximum development and subsequent cessation of activities, but for stable and long-term activities. This fine line usually prevents a sharp increase in the effectiveness of state support for the agro-industrial complex. The result of this study is an assessment of the rationality and effectiveness of state support for agriculture in the Chuvash Republic. The existing measures of state support in the Chuvash Republic properly support the development of the agricultural sector: investors have shown interest, fixed assets are being updated, labor productivity and production volumes are growing. But the current system does not quite cope with staffing problems in the countryside. The index of the physical volume of agricultural production, which amounted to 126.4% over the past 7 years, is far from a breakthrough rate. A significant increase in production volumes cannot be achieved with a reduction in the number of employees. Using the correlation-regression method, it was revealed that the growth of the level of wages in the countryside was largely influenced by the labor market laws, and not by state support measures. What is needed is motivating rather than compensatory measures on the part of the state, which will ensure the outstripping growth of wages in agriculture

The purpose of the article is to develop, based on the generalization of domestic and foreign experience, guidelines for enhancing investment in the agricultural sector. Research methods. A set of special methods of economic research was used during the research process. Using abstract-logical method, the conclusions to the article are formulated. The method of theoretical generalization was used in the critical analysis of research results of domestic and foreign scientists on the substantiation of investment factors and methods of assessing the effectiveness of investment. In the process of analysis, the statistical and economic method was used, which made it possible to clearly identify the factors that affect investment activity in the agricultural sector of Ukraine. Research results. The current state of investment activity in the agricultural sector of Ukraine is studied. The main factors influencing the intensification of investment in agricultural development in Ukraine are identified. Methods of state stimulation of investment activity are analyzed. Scientific novelty. A scientific approach to the introduction of a program of state support for dairy producers by introducing subsidies for the growth of each head of cattle introduced into the main herd, which will provide an economic incentive to attract investment in the livestock industry. Practical significance. The main factors that negatively affect the intensification of investment activity in the agricultural sector of Ukraine have been identified. The need to restore the special VAT tax regime for agricultural enterprises that simultaneously produce livestock and crop products (except for chicken producers) as the most effective method of state support for their activities has been confirmed. The article provides and reviews information on industrial injuries in the agro-industrial complex in comparison with other types of economic activity. The general situation with the able-bodied population in agriculture and the vital system in the village, with the number of villages and its dynamics, is noted. Attention is paid to the need and the possibility of a dynamic reduction and elimination of industrial injuries in the agricultural sector. On the basis of long-term and thorough research, effective ways of solving the problem are proposed.

The purpose of this research is the research and development of the industrial sector's economy to the agricultural sector, as well as the influence of agricultural and industrial sectors on economic growth in Indonesia. The data used is time series data, 1960-2015. The method used in this research is Vector Error Correction Model (VECM). From the estimation results, it is concluded that the economic growth rate and the industrial sector negatively affect the agricultural sector, it can be said that the increasing economic growth achieved in Indonesia has increased the industrial sector and lower the agricultural sector. While the results of research that the agricultural sector negatively affect the economic growth while the industrial sector positively affects economic growth, in the sense that the agricultural sector has a bad contribution in economic growth in Indonesia.

Activation of the investment activity of the agro-industrial complex of the Komi Republic is a key factor in increasing the competitiveness of its industries and enterprises. The purpose of the research is to reveal the role and value of investments in ensuring the competitiveness of the agro-industrial complex. The subject of the research is the identification of various aspects of the object under investigation, associated with sectoral properties, territorial features and natural-economic conditions of management. The methods used in the research: analysis and synthesis, systems approach, methods of operations research, generalization, historical and logical method, scientific abstractions, tabular methods. The hypothesis of the research is the formation of some arguments to increase the scale of the introduction of innovative components, increase the competitiveness of the agro-industrial complex for the future. The statement of the basic main material. The main focus is on providing agricultural enterprises with high-quality tangible and intangible assets.During the years of reforms in the agricultural sector of the region, normal conditions for the effective functioning of enterprises were not created. The reasons for this were the lack of financial resources and the incomplete autonomy of doing business, as well as the low level of competitiveness of the products produced, the lack of competitive advantages. The lack of incentives to produce high-quality products and the excessively weak development of financial and investment relations led to an unequal inter-sectoral distribution of monetary and material and technical resources of the regional agro-industrial complex. The originality and practical significance of the research lies in the fact that, based on production and market positions, the categories of "investment" and "competitiveness" of the agro-industrial complex should be considered both in a single context and separately. The conclusions of research are that the larger and better resource potential agricultural enterprises have, the easier they are able to ensure high competitiveness.

This article discusses the conditions and factor components of ensuring the competitiveness of the agro-industrial complex of the Komi Republic. The problem under study occupies a key position in the field of enhancing the processes of socio-economic and market transformation of the agricultural sector in the region. The purpose of the research is to disclose the prevailing functional position of the production sectors of the agricultural sector of the region, to identify their level of investment, technical, technological, organizational and managerial and other development, to increase the demand for the results of intellectual activity. For this purpose, it is determined that any update, new installation and adjustment of the economic activities of the agro-industrial complex must comply with market requirements and quality indicators. The subject of the research is the disclosure of the essential phenomena and practical foundations of the prevailing economic and economic situation in the agricultural sector of the region, the identification of the main factor components to increase the competitiveness of its spheres and enterprises. Identification of existing properties and functional features makes it possible to more decently study and ensure the relationship between production and the commodity market. Methods used in the study. The application of various methods of economic research (the proposal on modeling, scientific abstractions, analysis and synthesis, a systematic approach, the historical and logical method, an observational approach, etc.) were fundamental to the formation of an effective economic situation and the high competitiveness of the agricultural sector in the region. The hypothesis of the research is the assumption that the elimination of possible errors in the field of market transformation contributes to the achievement of the best economic options that can ensure the efficient use of the main factor components of the production sectors of the agricultural sector of the region. Statement of the main material. The main emphasis in the study is on the disclosure of market characteristics and factor components of the competitiveness of the agricultural sector in the region. It has been revealed that the mutually reinforcing nature of various agricultural conditions requires consideration in a single context, but with varying degrees of detail. Since the market conditions to a greater extent determine the commercial value of the production sectors of the agro-industrial complex, it reveals their economic feasibility. At the same time, market conditions are largely determined by the state of the economic and economic conditions of the agro-industrial complex, the functional characteristics of production factors - the dynamics, nature and degree of development of production, income levels of workers (as consumers), technological changes in production, methods and mechanisms of economic management activities that more stimulate the development of the market. Originality and practical significance of the study. The originality of the research swears that this problem should not be considered as a task of a narrow nature, subject to a specific meaning, but of a large-scale strategic nature. This suggests that with low investment activity and a difficult natural and economic condition for functioning, achieving sustainable competitiveness of the agricultural sector in the region requires a special approach. Conclusions and prospects for further research. The main conclusions are that, by their objective nature, the competitiveness of agribusiness is subject to a complex functional system. Therefore, the indicator of the business climate and the determinant of the competitiveness of the agribusiness in the region are the actual and expected changes in its economic and economic conditions. From this point of view, the competitiveness of the agro-industrial complex requires stable dynamics in investing in scientific research and introducing high-quality operational assets into the circuit.

Abstract The countries in the Sahel are undergoing rapid changes due to a mixture of demographic, ecological, and economic transformations. Rural livelihoods in these countries are predominantly engaged in agriculture, which is a foundational component of both food security and the general economy. The relationships between ongoing socio-economic transformation and the agricultural sector are clearly important to address poverty and sustainable development, but have received little academic attention on a subnational level of analysis. This paper addresses this by bringing together new datasets on demography, international aid, food security reports, and soil moisture to analyze the drivers of change in the agricultural sector on a subnational level in Chad. Both regression analyses and qualitative methods based on descriptions in food security reports are used to evaluate the relationships between these datasets to agricultural statistics for the period 1990–2016. It finds that changes to crop water availability from rainfall largely are decoupled from the long-term increases in crop production. On the other hand, it shows that population changes and international aid can explain differences in long-term agricultural changes between Chad’s regions. Moreover, stochastic factors such as farm support programs, market prices, access to new markets, and accommodation of refugees are identified as important to grasp abrupt changes in the crop production. Beyond the specific findings for Chad, this study presents a framework for improved evaluation of the drivers behind subnational crop production on multi-annual and decadal time scales, with broad applicability to agricultural systems in the Sahel.
