In the emerging field of climate adaptation, deliberative governance initiatives are proposed to yield better adaptation strategies. However, introducing these network-centred deliberations between public and private players may contrast with institutionalized traditions of interest intermediation between state and society. This paper shows how these so-called state traditions affect the processes and outcomes of newly set up deliberative governance initiatives. Because of the similarities in geographical characteristics and the differences in state tradition we conducted a qualitative case study comparison of Dutch and British water management. Our comparison is two-fold. First, we compare deliberative governance initiatives in the different state traditions of the Netherlands and UK. Second, we compare the newly set up deliberative governance initiative to an existing policy regime mainstreaming climate adaptation in a similar state tradition, in our case the Netherlands. We find that: (1) deliberative governance initiatives in the corporatist state tradition of the Netherlands yields learning but shows apathy among politically elected decision-makers compared to deliberative governance initiatives in the pluralist state tradition of the UK where clearly defined rules and responsibilities yields negotiation and action; and (2) a typical corporatist policy regime mainstreaming climate adaption in a corporatist state tradition yields effective and legitimate policy formation but lacks learning.

AbstractOn one hand, NGOs are seen as experts because of their proximity to the problems they address. They provide knowledge relevant to the solution of these problems and can bring this into the political process. They are able to increase the efficiency of global governance by participating in the policy-formation processes of international organizations. In this paper I will explain the role and functions of NGOs as described in the debate about their legitimacy and theorize – while applying Ernst Haas's theory of organizational learning – on the mechanisms likely to lead to their increasing integration into international institutions as well as the implications of this integration.

A series of thin sections from a Mesolithic hearth pit from the site of Soest-Staringlaan (the Netherlands) were studied to assess the variability of the charred and non-charred organic remains inside them. Non-charred remains included plant roots; fungal fruiting bodies and hyphae; mesofauna coprolites; and podzolization-related polymorphic humus and monomorphic humus coatings. Charred remains included charcoal of coniferous wood, charred non-woody plant material and fragments of wood. However, a large proportion of the charred material consists of fine, powdery fragments. This may at least partly be due to trampling and/or eluviation of disintegrating charcoal. Most of the micromorphological features in the Soest pit are similar to those found in pits from previously investigated Mesolithic sites. Common features include the presence of large fragments of charcoal in the lower parts of hearth pits, tar, charred humus and evidence for charcoal disintegration and eluviation. The combined results first and foremost demonstrate the strong variability between samples within the same feature. This implies that multiple samples from a pit are necessary in order to at least attempt to try to capture this variability. It is also clear from the results that sampling should include layers or deposits that macroscopically seem to be outside the feature proper. These may contain parts of the phenomenon studied that are difficult to recognize with the naked eye. These observations add to the notion that Mesolithic hearth pits are generally formed by the same human activities, formation processes and taphonomy. However, they make clear that intense sampling is needed for any research to better understand the formation of these pits and that supplemental chemical analyses may be needed to better interpret the observed features and get a better idea of the potential use of these common Mesolithic features.

This paper examines the hypothesis that corporatist intermediation by party governments facilitates incomes policy formation and is effective in reaching agreements between employers and trade unions as well. A social democratic party in government would positively enhance this process. Investigating this for the Netherlands between 1965–2000, two puzzles emerge. The first puzzle is that coalition governments of Social and Christian Democracy fall short of expectations despite their commitment to corporatism. The second puzzle is that the relationship between Social Democracy and effective corporatist intermediation is positive but cannot sufficiently account for the variation in agreements on Dutch incomes policy. That variation can be better understood as induced by institutional change, economic development and external vulnerabilities. The Dutch case study shows that the performance of a social democratic party in government in a corporatist context is less directly effective than the literature often has suggested.
