In the emerging field of climate adaptation, deliberative governance initiatives are proposed to yield better adaptation strategies. However, introducing these network-centred deliberations between public and private players may contrast with institutionalized traditions of interest intermediation between state and society. This paper shows how these so-called state traditions affect the processes and outcomes of newly set up deliberative governance initiatives. Because of the similarities in geographical characteristics and the differences in state tradition we conducted a qualitative case study comparison of Dutch and British water management. Our comparison is two-fold. First, we compare deliberative governance initiatives in the different state traditions of the Netherlands and UK. Second, we compare the newly set up deliberative governance initiative to an existing policy regime mainstreaming climate adaptation in a similar state tradition, in our case the Netherlands. We find that: (1) deliberative governance initiatives in the corporatist state tradition of the Netherlands yields learning but shows apathy among politically elected decision-makers compared to deliberative governance initiatives in the pluralist state tradition of the UK where clearly defined rules and responsibilities yields negotiation and action; and (2) a typical corporatist policy regime mainstreaming climate adaption in a corporatist state tradition yields effective and legitimate policy formation but lacks learning.

<p>Climate adaptation of brook catchments is much needed in the studied regions of England, Belgium and the Netherlands. With the continuous rise of global temperatures and global change, these regions suffer from the impacts of extreme weather events such as drought and flooding. Extreme weather and climate change impacts are spatially non-uniform, uncertain and can have different strengths at local and regional level. Therefore, cities and regions need to adapt to climate change in an ambiguous way. Accordingly, there is no uniformity in the adaptive capacity of individuals, groups within society, organisations and governments or how they can respond to current and future climate change impacts.</p><p>To better understand the interlinkages in nature-based climate adaptation between the socio-economic and climate change drivers, we studied these drivers in the hydrological modelling in 3 pilot studies in the UK, the Netherlands and Belgium. Focus is on how co-creation, defined as active participation is incorporated in the hydrological modelling process, (1) within each brook catchment and (2) between the professionals, as cross border knowledge transfer. Data on the co-creation process was collected with workshops on each of the semi-annual partner meetings of each catchment. Data on the modelling process was collected by semi-structured interviews of the professionals and by using assessment of professional learning in the network (field trips). Findings on co-creation processes of nature based solutions in hydrological modelling will be compared in the UK, the Netherlands and Belgium. In the end, existing co-creation processes will be joined to a framework for co-creation which can be improved and adapted based on the gathered data. This would include: identification of stakeholder groups and their needs, the level of intended participation, the identified climate problem by the stakeholders and by the policy-makers, the planned modelling approach, the NbS etc.</p><p>Keywords: climate change, hydrology, nature-based solutions, stakeholders, climate adaptation, framework.</p>

The Icesave dispute Iceland fought with governments of the UK and the Netherlands revealed inherent weaknesses in the European financial system. Bringing forward tensions between public and private law and falling outside the framework of traditionally neatly compartmentalized law the ambiguity of responsibilities was testing understandings and interpretations of international relations. The paper explores how larger and more powerful countries were politically able to pressure a much smaller state in time of crisis into abiding to their own interpretation of international law and in doing so rallying behind them support of international organizations like the EU and the IMF. In January 2013 the EFTA Court finally ruled on the issue, vindicating Iceland of wrongdoing and refusing the UK’s, the Netherland’s and the EU’s claims. Studying the Icesave dispute contributes to understandings of production of international legality trough practices and contested interpretations in the international realm.

Belgium and the Netherlands together form the Low Countries. Empirical research in Flanders (the Dutch-speaking part of Belgium) and the Netherlands proves that there are substantive differences in the organization of governance processes regarding flood management in response to climate change. This article answers the question of how Flanders and the Netherlands, confronted with universal challenges and dilemmas in the governance of adaptation to climate change – integration versus differentiation (multi-sector versus sector-based governance), the problem of scaling (multi-level governance) and the division of public and private responsibilities (multi-actor governance) – are designing and structuring their approaches. More specifically, we look at how differences in the framing of climate adaptation can explain why organizational practices differ. For this purpose, a distinction is made between diagnostic framing (what is the problem?), prognostic framing (what could be possible solutions?) and action framing (how to act?). By referring to existing policy frames, the article explains recent policy choices on climate change adaptation in flood management.

Case studies in the Netherlands and the UK of asylum applicants excluded or under consideration of exclusion pursuant to Article 1Fa of the Refugee Convention reveal that some applicants falsely implicated themselves in serious crimes or behaviours in order to enhance their refugee claim. This may have serious consequences for the excluded persons themselves, as well as for national governments dealing with them. For this reason we suggest immigration authorities could consider forewarning asylum applicants i.e. before their interview, about the existence, purpose and possible consequences of exclusion on the basis of Article 1F.

The point of departure for this chapter is the decision of the European Court of Justice in the Digital Rights Ireland case, which annulled the European Data Retention Directive, in part because the use of retained data was not made subject to independent oversight. Next, it examines judgments from the national courts of the Netherlands and the UK, also focusing on the independent oversight issue, declaring invalid the data retention laws of those two countries. From the Digital Rights Ireland case and others, seven standards for oversight of intelligence services can be drawn: the oversight should be complete; it should encompass all stages of the intelligence cycle; it should be independent; it should take place prior to the imposition of a measure; it should be able to declare a measure unlawful and to provide redress; it should incorporate the adversary principle; and it should have sufficient resources.

Antimicrobial stewardship programs focus on reducing overuse of broad-spectrum antibiotics (BSAs), primarily through interventions to change prescribing behavior. This study aims to identify multi-level influences on BSA overuse across diverse high and low income, and public and private, healthcare contexts. Semi-structured interviews were conducted with 46 prescribers from hospitals in the UK, Sri Lanka, and South Africa, including public and private providers. Interviews explored decision making about prescribing BSAs, drivers of the use of BSAs, and benefits of BSAs to various stakeholders, and were analyzed using a constant comparative approach. Analysis identified drivers of BSA overuse at the individual, social and structural levels. Structural drivers of overuse varied significantly across contexts and included: system-level factors generating tensions with stewardship goals; limited material resources within hospitals; and patient poverty, lack of infrastructure and resources in local communities. Antimicrobial stewardship needs to encompass efforts to reduce the reliance on BSAs as a solution to context-specific structural conditions.
