Management of economic crises: problems of theory and practice

The monograph reveals the possibility and necessity of managing economic crises based on the analysis of the crisis as a form of movement of market processes. The article shows the virtualization of modern Finance, its separation from real production, its transformation into a self-sufficient element of the economy, the emergence of special financial crises in the global world and their negative impact on the real economy. Materials of modern financial and economic crises in different countries of the world economy are used. Special attention is paid to the specifics of crisis processes in Russia and the formation of their management practices. It is intended for students and postgraduates of the faculty of public administration of the Lomonosov Moscow state University, as well as anyone interested in the problems of managing modern economic crises.

The economic crises of the 21st century have severely damaged the world economy. The first big crisis began in 2008 with the bankruptcy of one of the largest banks in the US, the Lehman Brothers Bank. The next crisis mainly affected Europe and was associated with the disclosure by the Greek government in 2009 of the dire state of public finances and huge monetary embezzlement. This crisis had a negative impact on many European countries belonging to the euro zone, as well as on many other countries outside this area, indirectly reducing investment or limiting international trade. Another crisis is related to the coronavirus pandemic announced at the beginning of 2020. At that time, most countries in the world have made a "lockdown" of the economy for many weeks. Various sectors of the economy were restricted or completely shut down almost overnight, seriously affecting societies

The article presents the main results of a study of cryptocurrency as a financial instrument of the future from the standpoint of various methodological approaches aimed at identifying trends in its functioning within the framework of the theory and practice of monetary circulation. The fundamental hypothesis of the study is the prospect of introducing cryptocurrency as a legitimate means of payment to replace the classical forms of money in the context of the transformation of the world economy. This study and its results will contribute to solving a global scientific problem – the formation of a scientifically grounded theoretical and statistical base in the context of the specifics of cryptocurrency’s functioning and the possibility of its functioning as a legitimate means of payment in the modern economy. The relevance of the article is determined by the need to reassess the existing monetary system along with financial mechanisms and operating institutions in view of the emerging crisis of confidence in the current system of state regulation of the economy. The scientific novelty of the article is determined by the development of modern economic theory from the standpoint of the functioning of cryptocurrency as a component of monetary circulation via approaches that study cryptocurrency as an alternative to outdated financial mechanisms. This work opens up an opportunity for further research in the field of cryptocurrency relations, its further improvement and implementation in the national financial system.

Annotation. Introduction. The main problem of modern crisis management is associated with the lack of preventive crisis management practices of socio-economic systems, resulting in a set of emergency response measures: staff reductions, salary cuts, curtailment of training programs and staff development, which destroys the foundation of the organization – human capital. Purpose. At the same time, there are certain problematic and debatable points in terms of the formation of anti-crisis management of human resources in terms of theory and practice. Results. Accordingly, the article forms approach to the interpretation of the concept of crisis management of personnel in terms of discussion aspects such as definition, elements, principles and functions, stages. It is determined that anti-crisis personnel management is considered in terms of preventive, reactive and comprehensive approach depending on the situation in the personnel system of the enterprise. The author’s definition of “anti-crisis personnel management” is formed, which means a type of management activity that includes a set of specific functions, forms, methods and means of preventive and reactive management influence on human resources, aimed at identifying crisis phenomena, preventing crisis, its localization and liquidation; minimization of its negative impact on the further development of the enterprise. It is proved that anti-crisis personnel management is a type of anti-crisis management, ie it is characterized by specific methods, subjects and tools. The causes of personnel crises are systematized and the varieties depending on the situation in the personnel and personnel policy of the enterprise are singled out. Conclusions. Regardless of the source (external or internal), the crisis is always accompanied by extremely negative phenomena for both the organization and staff: falling production and sales, financial insolvency, a clear deterioration in the financial situation of workers, lack of employment guarantees, uncertainty of the future, lack of initiative, etc. Therefore, the issues of forming an effective system of anti-crisis personnel management, based on a clear mechanism and tools for personnel management, are relevant. The article substantiates the theses: firstly, the world economy in all its aspects, including GDP production, world trade turnover, monetary and financial sphere, has been in a fairly stable and global crisis for the last 20 years; secondly, one of the main reasons for all this is the crisis of modern economic theory. According to the author, the conceptual foundations of socio-economic development, which remain the basis of modern economic practice, do not correspond to the latter not only at the global level, but even at the level of the United States and other Western countries. In this regard, according to the author, the urgent task of our time is the development of new theoretical approaches to socio-economic development, and on a country-by-country basis.

The subject of this study was a poorly readable 66 years old typewritten text. This is a transcript of twenty lectures by the outstanding Russian anthropologist Georgy Debets (1905–1969), a record of his training course “Anthropology of the Peoples of USSR”. In 1954, he taught it at the Department of Anthropology at Moscow State University. Initially G. F. Debets had intended to write a textbook based on this lectures, but he did not fulfill this idea. The characteristics of the training course are given in general terms. The main attention is paid to how G. F. Debets saw the history of anthropological study of the peoples of Russia. At the same time, certain changes were taken into account both in the theory and practice of anthropological studies that have taken place since the early 1950s. The 1st lecture was delivered on September 6th, 1954, the last lecture was dated to the end of December of the same year. The lecture transcripts are mainly 30–40 pages long, with the exception of lectures on the peoples of Kazakhstan and Central Asia, which fit in 50 pages. The first two lectures were devoted to the study of the history of the peoples of the USSR from ancient antiquity to the present, the 3–5th lectures dealt with the methodology of studying the modern and fossil population, meaning racial somatology and craniology. The 6th lecture outlined the principles of the classification of modern human races and described the various existing classifications. Five lectures (7–11th) were devoted to the review of the country's population paleoanthropology from the Paleolithic era until the Middle Ages, inclusive. The next nine lectures covered the anthropology of peoples living in separate geographical areas. G. F. Debets pointed that the course he taught was not about the history of Russian anthropology, so he would not touch on many works of the 19th century. The first lectures outline the stages of development of anthropological research of the peoples of the USSR and state the results of isolated stages, which are reflected unevenly. Both this periodization and the characteristics of the stages do not always coincide with the periodization that was presented in the university textbooks of anthropology that appeared later. For this reason, the transcript of lectures of 1954 is a valuable source both for the history of physical anthropology as a whole and for understanding the scientific views of one of the founders of modern anthropology.

The survey includes the discussion on the AI concept itself, the assessment of AI impact on labor markets through the lens of human workforce substitution, and the summary of real and prospective directions of AI use by Russian companies. In particular, those directions include production, marketing, pricing, insurance, accounting and audit, security. The barriers for AI development in Russia are also identified.

In this article the authors analyzed the issues of real medical care of the students of the Lomonosov Moscow State University of the municipal polyclinic №202 of Moscow Health Department. Main tasks of medical services for students and professors of the University are stated in the Charter of the polyclinic in accordance with the Federal Law of December 29, 2012 № 273-FZ «On Education in the Russian Federation». Annual physical exam and medical examination of students are carried out in accordance with the requirements of the Ministry of health from 06.12.2012, №1011 and from 3 December 2012 №1006. Identifying diseases increased by 15%. Among the factors influencing the preservation of the health of students, the leading place belongs to the well-organized process of physical education and control over its organization in polyclinic in conjunction with the Department of physical education. The peculiarity of spread of diseases among students is the prevalence of respiratory diseases and, unexpectedly, diseases of the organs of vision. Among the diseases causing academic leave at the 1st place are the mental diseases, on the 2nd - the diseases of the nervous system, on the 3rd - the respiratory diseases. During 3 years of observation, the following results were obtained: 1 group on health has increased from 19,23% to 25,44%, i.e. the state of health hasn’t deteriorated. This confirms the effective work of the section of primary health care and its leading direction - prevention. In conclusion, the authors have identified problems of medical support of students and ways of reducing their negative impact.

In this article Dmitry Trubotchkin focuses on Homer's Iliad as directed by Stathis Livathinos and premiered in Athens on 4 July 2013 as part of the Athens and Epidaurus Summer Festival – as far as is known, the first production of the complete Iliad in world theatre. It was performed by fifteen actors, each of whom played several roles and also acted the role of the ancient rhapsode, or narrator of epics. Livathinos's Iliad restored the original understanding of ‘epic theatre’, which differs from what is usually meant by this term in the light of Brechtian theory and practice with its didactic and distancing emphases. In the Greek performance, the transformation of an actor from one role to another and from acting to narration is constant, and the voice of Homer as a ‘collective author’ can be heard through all these transformations. Livathinos's Iliad may well be a landmark, indicating a new way of presenting epics on the stage. Dmitry Trubotchkin is Professor of Theatre Studies at the Russian University of Theatre Arts (GITIS) and an invited Professor at the Faculty of Arts of the Moscow State University. He heads the Department of Ancient and Medieval Art at the State Institute for Art Studies in Moscow. His publications include ‘All is Well, the Old Man is Still Dancing’: Roman Palliata in Action (2005), Ancient Literature and Dramaturgy (2010), and Rimas Tuminas: the Moscow Productions (forthcoming).
