Annotation. Introduction. The main problem of modern crisis management is associated with the lack of preventive crisis management practices of socio-economic systems, resulting in a set of emergency response measures: staff reductions, salary cuts, curtailment of training programs and staff development, which destroys the foundation of the organization – human capital. Purpose. At the same time, there are certain problematic and debatable points in terms of the formation of anti-crisis management of human resources in terms of theory and practice. Results. Accordingly, the article forms approach to the interpretation of the concept of crisis management of personnel in terms of discussion aspects such as definition, elements, principles and functions, stages. It is determined that anti-crisis personnel management is considered in terms of preventive, reactive and comprehensive approach depending on the situation in the personnel system of the enterprise. The author’s definition of “anti-crisis personnel management” is formed, which means a type of management activity that includes a set of specific functions, forms, methods and means of preventive and reactive management influence on human resources, aimed at identifying crisis phenomena, preventing crisis, its localization and liquidation; minimization of its negative impact on the further development of the enterprise. It is proved that anti-crisis personnel management is a type of anti-crisis management, ie it is characterized by specific methods, subjects and tools. The causes of personnel crises are systematized and the varieties depending on the situation in the personnel and personnel policy of the enterprise are singled out. Conclusions. Regardless of the source (external or internal), the crisis is always accompanied by extremely negative phenomena for both the organization and staff: falling production and sales, financial insolvency, a clear deterioration in the financial situation of workers, lack of employment guarantees, uncertainty of the future, lack of initiative, etc. Therefore, the issues of forming an effective system of anti-crisis personnel management, based on a clear mechanism and tools for personnel management, are relevant. Purpose Given the increasing number of travel restrictions, the COVID-19 outbreak has dealt a crippling blow to the hotel industry, and the crisis management practices supporting the industry needs are changing as the pandemic continues. This study aims to compare how the hotel industry has responded to this crisis at the initial stage and the pandemic stage. Design/methodology/approach Data were collected from hotel managers in Macau in two occasions, namely, early February and early April 2020. Importance-usage-performance analysis was conducted to classify six categories of practices (pricing, marketing, maintenance, human resources, government assistance and epidemic prevention) into four executable crisis management strategies (priority, maintain, low priority and possible overkill) for each stage. Follow-up in-person interviews were conducted to validate the results of the study. Findings In the initial stage, priority strategies should be applied in all epidemic prevention, pricing and maintenance practices and in two governmental assistance and human resources practices. In the pandemic stage, all epidemic prevention practices remain at the priority quadrant, but two pricing practices are downgraded. Hotels tended to force labour into unpaid vacations (furlough) and postpone office and system maintenance. Governmental assistance should be at a low priority. Originality/value This study contributes to the knowledge of contingency planning for crisis management across crisis periods. It also demonstrates the processes of importance-usage-performance analysis for researchers to undertake further studies in tourism crisis management. Timely recommendations for governments and hotel industry stakeholders are provided to cope with this crisis.

The controversial issues of terrorism and militancy have generated contemporary interests and different interpretations have emerged on how to combat and manage these dangerous events. This study widens understanding of moral disengagement mechanism application in the perpetuation of inhumanities within the context of oil terrorist and militant behaviors. The research findings and model are explicit on how people form moral evaluations of agents who are forced to make morally relevant decisions over times in context of crisis situations. Quite crucially, understanding the context of terrorism and militancy provides policymakers, emergency and crisis managers better analysis and response to such events. The research fundamental purpose was to investigate the mediating role of moral disengagement on delinquency of oil terrorism and militancy; and considered implications for emergency and crisis management practices. The study found that situational-induced crises such as oil terrorism and militancy were sufficient to account for an individual's misdeeds and unethical or inhumane decisions made under frustration and agitation may be perceived as less indicative of one's fundamental character. Findings suggest that more repugnant delinquencies could have been committed in the name of justice than in the name of injustice, avenues for future research. In context, the result of the moral disengagement scale shows that morality of delinquency (oil terrorism and militancy) is accomplished by cognitively redefining the morality of such acts. The main finding is that people in resistance movements are rational actors making rational choices. The authors argue that theorists, policymakers, and practitioners must give meaningful attention to understanding the multidimensional nature of emergency, crisis and disaster management for better strength of synthesis between theory and practice. The research is concluded by thorough examination of the implication and limitations for future research and practice.

Aiming to provide an overview of the hospitality sector in Portugal amid the COVID-19 pandemic, in this chapter, the authors call on hotel managers and their perceptions to identify key dimensions and relevant crisis management practices within this unique setting. Supported by eight semi-structured interviews, it focuses on operations, human resources, and marketing, putting forward practical examples of the measures and changes introduced to create a safe environment for hotel guests and staff. Additionally, drawing from content analysis and the ensuing emerging categories, the chapter also provides relevant insights as to the most valued skills at this particular time. Standing out as key skills, adaptability, leadership, teamwork, and motivation are considered to be instrumental for businesses' sustainability and recovery, being the most valued by managers.

Abstract This paper analyzes the sensitivity of college students to sustainability factors, including their definition of the concept and their perception of human resources management as a factor of sustainability. The prospects of the construct of sustainability – from the United Nations Conference in 1972, in Stockholm, to contemporary achievements and theoretical explorations-are reviewed as a conceptual framework. The research among college students has been developed along two lines: the study of their idea of sustainability; and the assessment of people’s management practices as a factor of sustainability. The research combined the use of a semantic differential questionnaire and a focus group to collect data and to complement the quantitative data with a more qualitative vision and understanding. The results consolidate the idea that: it is interesting to use the sustainability concept in combination with the complexity level of contexts; students of HRM are well informed about the concept; and that their attitudes on the subject are positive, as they are motivated to lead companies to adopt sustainable practices in human resource management, as an effective sustainability factor.

In the course of the research it was established that under the conditions of modern development of economic relations in Ukraine a significant share of enterprises is in a state of crisis. It is established that crisis processes are predictable and expected and it is necessary to be ready for crisis situations. It was found that the neutralization of crisis phenomena, forecasting and prevention of insolvency of economic entities, as well as the stabilization of their financial and economic activities are possible under the conditions of effective anti-crisis management. Based on the systematization of the authors' interpretations on the definition of crisis management and economic security of the enterprise, it was found that crisis management is the basis for ensuring the appropriate level of economic security of the enterprise. The role of anti-crisis management functions is determined and their division into universal and specific, the action of which is aimed at maintaining the economic security of the enterprise in its various aspects. It is proved that the creation of an effective system of crisis management of the enterprise is a fundamental system, through which you can not only determine the location of the crisis, but also its causes. The essence of the main tasks of anti-crisis management of the enterprise is revealed, the implementation of which will help to identify crisis situations at the enterprise and minimize their negative consequences. The characteristic of principles of anti-crisis management of the enterprise is given. The process of anti-crisis management of the enterprise, which ensures its economic security in terms of the financial component, is studied. It is substantiated that the creation of an effective anti-crisis program is a guideline in ensuring the economic security of the enterprise.

A business career, being a promising method of increasing the competitiveness of the organization's labor market, inevitably becomes a source of career risks. In theory and practice, there is a high theo­retical, methodological and research technique uncertainty of the concept of «career risk». In this context, the study of the definition of the concept of "career risks" is relevant. The purpose of our study is to develop the scientific foundations of a risk-based approach to a business career, which makes it possible to determine the conditions, causes, factors and types of career risks that can lead to destructive positioning of human resources in the labor market. The research methodology is based on a theoretical analysis of the main scientific provisions of risk management and career management. The statistical data of the statistical reports and primary personnel documents of commercial banks, the information of the all-Russian statistical reports served as the information and empirical base of the study. The target of research are fifteen banks with different development strategies in the period 2013–2018, operating in Novosibirsk. The scientific novelty lies in the making of the author's conceptual approach to career risks: an interpretation of the concept of «career risk», an interpretation of its socio-economic content, and the imperatives of the emergence of career risks for bank employees are determined. The study showed the need to diagnose risk areas of a business career, which creates information support for developing measures to minimize its negative consequences and maximize emerging opportunities.

In the XXI century, one of the most valuable resources of any organization is human capital. The effectiveness of the organization and the use of other resources depend on the formation quality and the use of the human capital. Today, many factors affect small and medium scale enterprises that lead to their rapid bankruptcy and liquidation, significant staff turnover, and reduced productivity. Under these conditions, attracting and retaining highly qualified personnel as the primary determinant of economic development and growth of small and medium scale enterprises is significantly relevant. Minimizing the negative impact of external and internal factors made by small and medium scale businesses requires recognition of the value of the human resources in improving the enterprise’s competitiveness and the effective management tools implementation. The study identifies the main factors influencing the implementation of human resource management practices in small and medium scale enterprises in Kwara, Nigeria. Methodological tools of this study are methods of analysis and synthesis, comparative and regression analysis. The study covers 200 small and medium scale enterprises in the Kwara Central Senatorial District and registered in the National Association of Small and Medium Enterprises (NASME). The factors influencing the use of human resources by small and medium scale enterprises in the article are studied in the following logical sequence: using a structured questionnaire developed in the form of the Rensis Likert scale, an array of primary data is forme. The hypothesis (at the level of 5% of weight) regarding the relationship between the efficiency indicators and human resources management policy is tested using multiple regression analysis with statistical software STATA 11.0. The results of the survey are analyzed, summarized, and interpreted using descriptive statistical methods. The results of multiple regression analyses confirm a statistically significant relationship between the analyzed indicators (p = 0.000 and R2 = 0.8128). The study shows a significant impact of financial security of the organization (β = 0.76; t = 8.63; p) and its size (β = 0.46; t = 4.66; p) on the implementation of personnel management practices on the example of small and medium scale enterprises in Kwara). The study results confirm that the small and medium scale enterprises in Kwara actively use personnel management under the influence of environmental factors. The study empirically confirms and theoretically proves the feasibility to consider such variables as the funding availability, the size of the firm, and the type of ownership in the business management process. The study investigated the relationship between the principals’ information management and their human resources management practices in Ebonyi State Public Secondary schools. The paper focused on the relationship between information management and staff orientation and relationship between information management and staff development. The study was guided by two research questions and two null hypotheses which were tested at 0.05 level of significance. The study adopted correlational research design.The population of the study was 4,500 teachers. The sample size for the study was 450 teachers using proportionate stratified sampling technique which represents 10% of the 4,500 teachers in Ebonyi State Public Secondary schools. Self structured type of questionnaire entitled “Human Resources and Information Management Questionnaire (HRIMQ) was used to elicit responses from the respondents. The instrument was face validated by three experts from the department of Educational Foundations, Ebonyi State University, Abakaliki. A reliability index 0.74 was obtained using cronbach co-efficient. Data collected were analyzed with Pearson product moment correlation coefficient. The study found that a significant positive relationship existed between information management and the two aspects of human resources management studied, via, staff orientation and staff development. Based on the findings of the study some recommendations were made, to include: to upgrade the information resources and facilities of schools for improve service delivery, among others.
