This paper states that there might have around 1000 small size business jets (until nine occupants) flying across the world equipped with flow control and regulating shut-off valves that uses hot wire anemometer devices to regulate massflow rate from the bleed airflow to supply the air-conditioning and pressurization systems. However, these valves present low reliability in the field. The purpose of this paper is to evaluate the implications of a flow control and regulating shut-off valve with a non-intrusive airflow measurer device under the perspective of fluid mechanics. The Venturi technology that is commonly used technology, given its construction simplicity, precision, and broad use in the industry, is selected to substitute the flow control and regulating shut-off valves with hot wire anemometer of the mentioned small size business jets applications. This paper has adopted a numeric simulation approach utilizing the ANSYS-CFX computational fluid dynamics software to verify both the differential pressure at the Venturi device and its correspondent mass flow rate to supply the air conditioning systems of some small size business jets, considering the mass-flow rate as requested by the FAA certification requirement (0.55 lb/min per occupant). This paper shows that a mass-flow rate control and regulating shut-off valve with a Venturi device, of 1 inch and β of 0.67, is compliant with the minimum fresh air flow requested by the FAA certification requirement to operate in some small size business jets. Besides that, the software ANSYS-CFX is also effective to support the engineering analysis of flow field characteristics inherent to the applications of internal compressible flow. The numeric simulation utilizing the ANSYS-CFX computational fluid dynamics software outlined herein can lay the basis for further research related to the design of a flow control and regulating shut-off valves with a Venturi device.

This article considers whether, in the case of South African, there is a valid basis for requiring certification of certain types of class actions only. Specifically, the article will consider whether a preliminary certification requirement should apply to constitutional claims against the government in the same way it applies to other class actions. To determine this issue, the purpose of certification is considered with a view to establishing whether said purpose is only given effect to in certain circumstances. If certification would serve no purpose in the context of Bill of Rights claims or claims which display a public character, it may be prudent not to require class action certification in such cases. Conversely, if certification would still serve a purpose in those types of cases, it should remain part of class proceedings. To assist in making this determination, the position in several European jurisdictions, Ontario and the United States is considered.

Abstract Purpose Steps taken by a large health system to require certification for all pharmacists in direct patient care roles are detailed. Summary Major supply chain changes and rising payer expectations are reshaping pharmacy practice, resulting in expanded responsibilities for pharmacists and a heightened need for certification in specialized practice areas. In response, the pharmacy leadership team at UW Health, the integrated health system of the University of Wisconsin–Madison, used an iterative process and a “rolling” FAQ format to develop and implement a certification requirement. Key decisions during the process included decisions to accept only rigorous certifications (mainly those offered by the Board of Pharmacy Specialties), to provide institutional support for continuing education–based recertification, and to use an accepted definition of direct patient care in determining which pharmacists need to be certified. The team obtained the support of the UW Health human relations department by drafting a policy and rewriting all pharmacist position descriptions to incorporate the certification requirement. An all-pharmacist forum was held to build staff commitment. As a result of the requirement, 73 pharmacists were required to obtain certification by 2018 at a total cost to UW Health of $44,000; ongoing support of certification maintenance will cost an estimated $40,000 per year. Conclusion Health systems can be successful in establishing uniform certification expectations for pharmacists in direct patient care roles, even across diverse practice settings, by aligning expectations with organizational goals.

ABSTRACT We experimentally investigate the effectiveness of a self-certification requirement as an informal control to reduce opportunistic behavior. We predict and find that a requirement that managers sign to take sole responsibility for their decisions—even though the decision is kept private—acts as a “double-edged sword.” Using a capital investment setting involving two decision stages, we find that self-certifying managers are less likely to behave opportunistically at the first stage. However, at the second stage, managers are more likely to behave opportunistically if they previously self-certified an opportunistic decision. Additional analysis indicates that a monitoring-based control removes the effectiveness of self-certification altogether. Overall, we find that the effectiveness of a self-certification requirement in reducing opportunistic behavior is bounded by its timing and the presence of other controls; it is potentially useful when managers are making a first decision, and only in the absence of a formal monitoring system. Crashworthiness proof is a certification requirement by aviation authorities for new aircraft types. The objective of static design is a sufficiently stiff and strong structure to carry bending and torsion during flight and ground maneuvers. High stiffness, however, is critical for good crashworthiness behavior. Therefore, crashworthiness investigations should be included at early design stages of the overall aircraft design process. This paper introduces the crash analysis tool AC-CRASH and shows an approach of integrating it into the preliminary design phase.
