Complete pool fencing and effective by-stander resuscitation are both believed to reduce the risk of childhood drowning. The relationship between support for, and prevalence of, a complete pool barrier and current cardiopulmonary resuscitation certification was investigated among an equal probability sample of 795 owners of residential swimming pools in Sacramento County, California. Only 50% (95% confidence interval [CI] 44%, 56%) of respondents who favored a cardiopulmonary resuscitation certification requirement for pool owners represented a household with any members so certified. Only 35% (95% CI 26%, 44%) of respondents who endorsed a complete barrier requirement for all pools had a fence surrounding their own pool. Support for a cardiopulmonary resuscitation requirement was associated with a modestly higher prevalence of current cardiopulmonary resuscitation certification (46% vs 33%, difference = 13%, 95% CI for difference 2%, 24%). Endorsement of a pool barrier requirement was associated with a substantially higher prevalence of complete pool fencing (35% vs 7%, difference = 28%, 95% CI for difference 19%, 37%). The proportion of the pool-owning population endorsing these risk reduction behaviors is much larger than the proportion actually adopting them. The results suggest that an effective pool drowning-prevention program will rely primarily on legislative approaches, with health education serving as a useful adjunct.

Crashworthiness proof is a certification requirement by aviation authorities for new aircraft types. The objective of static design is a sufficiently stiff and strong structure to carry bending and torsion during flight and ground maneuvers. High stiffness, however, is critical for good crashworthiness behavior. Therefore, crashworthiness investigations should be included at early design stages of the overall aircraft design process. This paper introduces the crash analysis tool AC-CRASH and shows an approach of integrating it into the preliminary design phase.

Virtually every college or university training elementary school teachers offers a course in mathematics content with a title similar to “Mathematics for the Elementary School Teacher”, the title we use at the University of Cincinnati. The course is usually a year long and in most states it is a certification requirement for grades kindergarten through eight; it evolved from the recommendations of the Committee on the Undergraduate Program in Mathematics (CUPM) of the Mathematical Association of America in the early 1960s. Little, however, has appeared in journals such as the Arithmetic Teacher about the experiences various universities or instructors have had with this course. This paper describes some aspects of such a course at the University of Cincinnati, and I have had two major purposes in mind in writing it. One is to communicate some successful ideas to others who teach similar courses, and the other is to encourage others to submit their ideas, experiences, and suggestions so that all of us can share and profit from each other's successes and failures. A third possibility is to generate some comments from teachers in elementary and middle schools who once took such a course and now, in retrospect, have suggestions to make to those of us who teach it.

Abstract Purpose Steps taken by a large health system to require certification for all pharmacists in direct patient care roles are detailed. Summary Major supply chain changes and rising payer expectations are reshaping pharmacy practice, resulting in expanded responsibilities for pharmacists and a heightened need for certification in specialized practice areas. In response, the pharmacy leadership team at UW Health, the integrated health system of the University of Wisconsin–Madison, used an iterative process and a “rolling” FAQ format to develop and implement a certification requirement. Key decisions during the process included decisions to accept only rigorous certifications (mainly those offered by the Board of Pharmacy Specialties), to provide institutional support for continuing education–based recertification, and to use an accepted definition of direct patient care in determining which pharmacists need to be certified. The team obtained the support of the UW Health human relations department by drafting a policy and rewriting all pharmacist position descriptions to incorporate the certification requirement. An all-pharmacist forum was held to build staff commitment. As a result of the requirement, 73 pharmacists were required to obtain certification by 2018 at a total cost to UW Health of $44,000; ongoing support of certification maintenance will cost an estimated $40,000 per year. Conclusion Health systems can be successful in establishing uniform certification expectations for pharmacists in direct patient care roles, even across diverse practice settings, by aligning expectations with organizational goals.

In this paper, we investigate the change in managerial discretion over financial reporting following the Sarbanes-Oxley Act (hereafter SOX). We document an increase in conservatism in financial reporting following SOX and the resulting requirement by the SEC that financial statements be certified by firms' CEOs and CFOs. First, we find that firms report lower discretionary accruals after SOX than in the period preceding SOX. Second, based on the Basu (1997) measure of conservatism, we find that firms incorporate losses more quickly than gains when they report income in the post-SOX period. These results are obtained with alternative estimation and measurement approaches and after controlling for potentially confounding variables. This empirical evidence suggests that SOX and the resultant SEC certification requirement may have altered management's discretionary reporting behavior to make it more conservative.
