The experience and main directions of transformation of the national economy of the Republic of Uzbekistan are considered. The characteristics of the country's interaction with Russia, China, the United States and other powers are shown. The priority tasks are substantiated contributing to the formation of a new eco-nomic policy to diversify the structure and geography of foreign trade, to im-prove the quality of economic growth, as well as to mitigate the consequences of the global coronavirus pandemic.

The article identifies the potential of regions competitiveness, taking into account their relationship with specialization and place in the territorial division of labor. It is proved that the region should pursue a competitive policy in the field of economic, organizational, production and technological, business, image and other development tasks. The competitiveness of regions among themselves and in international markets creates an integral, synergistic effect of state eco-nomic policy, and therefore the state in various ways supports the development of the competitive potential of each of its regions. For Ukraine, the problem of assessing the competitiveness of regions is particularly relevant, which is especially felt in the context of trends in decentralization. The development of rational and scientifically sound recommendations for determining the competitiveness of the regions of Ukraine requires comprehensive consideration of foreign and domestic experience in this area, so it is advisable to consider modern methods developed to solve this problem. The authors determine the regularity of a fairly close relationship between the level of competitiveness of the region with a set of indicators of socio-economic potential of the region and grouped the latter into 10 integrated indicators. According to the ranking priority of the Kharkiv region, its potential for competitiveness is at a high level and is able to provide the region with high rates of economic growth. Taking into account the ranking positions of the regions in terms of 10 indicators. The proposed method of calculating the competitiveness indices of regions, according to the authors, is relevant and accessible from the standpoint of obtaining initial data, as evidenced by the use as data sources for calculations of modern statistical and other publications, information from which is freely available. Thus, the location of the regions on the ranking scale of selected indicators can be determined by the fact that in re-gional development there are significant disparities and differences. However, more than half of the regions have their advantages on individual indicators. The study has identified these benefits and each region can use this in its development strategy and in developing measures to increase competitiveness.

The work is devoted to a review of the results of the 147rd meeting of the Dispute Club “Eco- nomic Policy Knots” of the Association of Russian Economic Think Tanks (hereinafter referred to as ARETT) on the topic " Problems and Prospects for the Development of the Eurasian Economic Un- ion". The purpose of the event was to discuss a number of issues related to the creation of the EAEU, integration processes within the union, as well as barriers to its development. The debaters were Igor V. Pilipenko, Director of the Institute for Competitiveness and Integration, and Evgeny Y. Vinokurov, Chief Economist of the Eurasian Fund for Stabilization and Development. The review presents the key ideas of the disputants, and also summarizes the main results of their answers to questions.

Transport and logistics clusters are aimed at optimizing the movement of freight flow in regional supply chains and concentrate the transport and logistics infrastructure of the territory, transport and logistics companies, manufacturing enterprises. The purpose of the article is to study the structure, factors and conditions of creation of transport and logistics clusters at the regional level in accordance with this approach. An example of Germany’s transport and logistics cluster «Frankfurt am Main» is considered. The content of the cluster approach is considered. Cluster benefits are provided. The main participants of the transport and logistics cluster are considered. The model of formation of transport and logistics cluster at regional level is presented. The main tasks of forming a transport and logistic cluster are determined. In-fluence factors on the formation of transport and logistics clusters are generalized: consistent state eco-nomic policy, globalization of transport and logistics infrastructure, horizontal integration of the logistics infrastructure complex and the companies that serve it, outsourcing of transport and logistics services, forecasting and minimizing the level of risk. The directions of the analysis for understanding the weak-nesses and strengths of the region for the formation of cluster structures are determined. Prospects of crea-tion of transport and logistics cluster in Kherson region are considered and its structural elements are defined. The content of the cluster is considered. The activity of the transport and logistics cluster of the region promotes the use of innovative poten-tial through the creation of an efficient transport complex. The cluster maximally takes into account the effect of the market mechanism. The cluster approach is one of the most advanced industry management technologies. The basic principles and approaches to the implementation of social reforms based on "conservative modernization" are presented in the article. Fiasco of modernized pro-jects is stated which is based on universal liberal methods and mechanistic borrowings of institutions. The need for scientific study of development strategies is argued, taking into account the specifics of the Russian society and the state. It is proved that successful modernized projects are based on successful synthesis of universal approaches to eco-nomic policy and technological development with valuable structure and cultural tradi-tions of modernizing societies. The special role of the institutions in the transformation process of modernization is emphasized. It is noted that modernization can be realized only as a political project with effective leadership.
