PurposeWhen a successful policy intervention for small firm growth is ending, a continuation decision may be relevant. However, immediately after program termination, solid analysis of the growth of the treated firms in comparison with similar firms cannot be produced, so decision makers rely on less valid data. Moreover, the decision process is challenging because many players, alternative programs, decision levels and financial sources tend to be part of the process. In such a complex and volatile policy environment, successful programs may well be discontinued despite a clear continuation need. The purpose of the paper is to explore this weakness.Design/methodology/approachThe paper identifies four fundamental principles that are conducive for a rational continuation choice: “additionality,” “substitution,” “need” and “success”. It argues that if these principles are fulfilled, the rational choice would be to continue the program. To demonstrate that this rational outcome does not always happen in practice, an extreme case fulfilling the four principles well was selected.FindingsThe program aimed to enhance growth in small firms through manager training. It encompassed about 700 growth-oriented small firms in three years and was comprehensively evaluated after program termination. This evaluation demonstrated a high success rate of the program in all respects, including in terms of achieved growth compared to a control group of similar firms.Originality/valueThis discontinuation case suggests that non-rational reasoning plays a significant role in contemporary complex and volatile policy environments, which again points to a need for reform in this policy area.

The teacher education and preparation marketplace is a complex mix of traditional and alternative programs. Though prior studies have identified a great deal of variation across these programs, an analysis of innovation has been limited. Drawing on theories of organizational innovation, and specifically, dimensions of innovation related to organizational structure, processes, and outcomes, we conduct an exploratory study of innovation in Texas’ teacher preparation marketplace. This descriptive study of teacher preparation programs includes an analysis of state and national data across three years (2014-2017). Data also include results from a content analysis of 30 sample program websites. Although most programs met accountability requirements, we found few programs signaled innovation related to program, teacher, and workforce characteristics. Rather, we identified organizational assimilation as programs adopted similar features to remain competitive. Our analysis suggests programs should critically unpack what it means to be innovative in a dynamic and competitive teacher preparation marketplace.

It is very essential to develop the design and structure of Real time operating system (RTOS) exclusively if we are using this for some special tenders. There any researches believed that (RTOS) are conventional approach to designing devices (RTOS) are used to facilitate to implement different criteria and projects such as time to constrained products, the clustering, the fire alarm system, the wireless sensors powered by renewable energy sensors powered, the stability integrated modular Avionics (IMA) and the alternative programs. In this research, several publications have investigated to perceive the performance of RTOS. These study emphases on a review of RTOS in different criteria and projects to evaluate their performance on different Oss and computing platforms. In this publication data is collected comprehensively factors. In this paper, statistics and results helped in implementation of a more engrossed technique towards the implementation and improvement of RTOS. This chapter focuses on strengths-based approaches to preventing school failure and dropout. The underlying assumption is that the most effective way to prevent school failure is to simultaneously enhance school completion by building social and emotional skills and enhancing both academic and vocational development. A tiered model is used to introduce prevention strategies for all students, remediation for students who are at risk, and recovery of those who have dropped out. The first tier encompasses schoolwide interventions that increase student engagement and promote student aspirations. The second tier involves targeted prevention programs for students who are at increased risk of school failure. The final tier is designed to provide high-risk students and those who have dropped out the support they need to transition back into school or alternative programs. School failure is a complex problem that requires tiered models of services to effectively deliver comprehensive programming options.

This article focuses on the critical cosmopolitan aim of transcending sociology’s provincial outlook, which mistakenly universalizes Western societies’ historical experiences and normative aspirations. The authors argue that a change in perspective, from sociology to social theory, is crucial in this regard. While a sociological inflection carries a primary investment in the analysis of changes cosmopolitanism brings to the social world, social theory addresses the ontological and epistemological features that these changes precipitate. To demonstrate this, the authors offer a condensed reconstruction of critical cosmopolitan sociology, presenting Beck’s foundational formulation, outlining three main criticisms it faces and alternative programs stemming from them, and demonstrating how Delanty’s immanent-transcendent approach overcomes these limitations. To conclude, the authors address a crucial onto-epistemological challenge facing contemporary cosmopolitan scholarship, namely, how to mediate between the particular and the universal.
