This paper addresses several experiments that the University of Illinois at Chicago (UIC) University Library has undertaken to shape how information is presented on the Internet and to contribute to the quality and quantity of information accessible via the Internet. Four projects were begun under UIC's Great Cities Initiative. This paper describes each project briefly; reviews the significant issues addressed by the development of each project; discusses the future of each project; and identifies areas for other organizations, but especially libraries, to become involved with Internet publishing. The four projects include: a partnership with the Chicago Public Library (CPL) to make information about the Library and the City of Chicago available to eight CPL branches as well as to Internet visitors from more than 30 countries; a pilot project, now under contract, with the United States Department of State to provide State Department information world-wide on a timely basis, resulting in more than 3,000 full-text, fully indexed items distributed via Gopher and the World Wide Web over 300,000 times each month; a project with Pemberton Press to provide selected articles from four print journals, plus tables of content, author's guidelines and other information; and a collaboration with the Illinois State Archives to provide access to specialized databases of interest to genealogists and historians, such as the Federal Land Sales in Illinois.

The development of the Internet has a relatively brief and well-documented history (Cerf, 2001; Griffiths, 2001; Leiner et al., 2000; Tyson, 2002). The initial concept was first mooted in the early 1960s. American computer specialists visualized the creation of a globally interconnected set of computers through which everyone quickly could access data and programs from any node, or place, in the world. In the early 1970s, a research project initiated by the United States Department of Defense investigated techniques and technologies to interlink packet networks of various kinds. This was called the Internetting project, and the system of connected networks that emerged from the project was known as the Internet. The initial networks created were purpose-built (i.e., they were intended for and largely restricted to closed specialist communities of research scholars). However, other scholars, other government departments, and the commercial sector realized the system of protocols developed during this research (Transmission Control Protocol [TCP] and Internet Protocol [IP], collectively known as the TCP/IP Protocol Suite) had the potential to revolutionize data and program sharing in all parts of the community. A flurry of activity, beginning with the National Science Foundation (NSF) network NSFNET in 1986, over the last two decades of the 20th century created the Internet as we know it today. In essence, the Internet is a collection of computers joined together with cables and connectors following standard communication protocols.

The potential for the Internet and e-commerce in China and Chinese-speaking nations (including Hong Kong, Taiwan and Singapore) is huge. Many experts believe that China will have the second largest population of web surfers, after the United States, by the year 2005 (McCarthy, 2000). Currently, the Internet population in China is doubling every six months (CNNIC, 2001). There are many issues relating to China’s cultural aspects and society, which can impact the design and content of web sites that are directed towards Chinese audiences. Some of these issues include basic differences between Chinese and American/Western cultures, family and collective orientations, religion and faith, color, symbolism, ordering and risk/uncertainty. Attention is given to the differences between the cultures of China, Hong Kong, Taiwan, and Singapore, as well as addressing issues brought up by related theories and frameworks. A discussion of important considerations that relate to using Chinese language on the World Wide Web (WWW) is also included. Finally, insights are gained by examining web sites produced in China and Chinese-speaking countries. This chapter will focus on many of these issues and provide practical guidelines and advice for those who want to reach out to Chinese audiences, whether for e-commerce, education, or other needs.

The issue of the underrepresentation of women in the information technology workforce has been the subject of a number of studies and the gender gap was an issue when the digital divide dominated discourse about women’s and minority groups’ use of the Internet However, a broader view is needed. That perspective would include the relation of women and IT in the communities in which they live as well as the larger society. The information society that has emerged includes the United States and the globalized economy of which it is an integral part. Women and minorities such as African Americans and Latinos are underrepresented in computer science (CS) and other information technology positions in the United States. In addition, while they areno longer numerically underrepresented in access to computers and the Internet – as of 2000, (Gorski, 2001) - they continue to enjoy fewer benefits available through the medium than white boys and men. The following article explores the diversity within women from the perspectives of race, ethnicity and social class in North America, mainly United States. The technology gender and racial gap persists in education and in the IT workforce. A broader and deeper look at women’s position in relation to the increasingly techno-centric society reveals that women may have reached equality in access, but not equity in academic study and job opportunities.

The article discusses the new conditions for the functioning of the hotel enterprises, due to the state policy of import substitution, which is carried out under the influence of economic sanctions on European countries and the United States against Russia. Focusing on domestic producers can have a positive impact on the efficiency the hospitality industry through the development of direct cooperation links. The most urgent needs of the hotel, the satisfaction of which by domestic producers faced with certain organizational and financial problems, require the development of public-private partnership. Small farmers are regarded as the main suppliers of foods to hotels in the regions. The necessity of government support measures for farmers as key strategic partners of the hotel enterprises in the regions is justified. The experience of the pilot project for the integration of farmers in the Internet space, which provides rapid remote communication of small farmers and hotel companies in the process of cooperation, is represented.

During the 1996 annual meeting of the Business History Conference, a session on the World Wide Web attracted considerable attention from curious members (see Business and Economic History 25 [Fall 1996]: 46—54). The Internet was then somewhat of an infant, and most of us, just becoming accustomed to the speed and convenience of electronic mail, were barely aware of the opportunities afforded by the then-new graphical interface known as the Web. No more! At least not in the United States, where advertisers bombard us with their Internet addresses and news accounts inform us of vast fortunes made in new Internet ventures that have not yet turned a profit. There is, in short, a “dot.com” revolution occurring in American business. It is also happening, albeit more slowly, in scholarly and educational circles.

BackgroundWhen in May 1983 the acquired immunodeficiency syndrome (AIDS) was first securely attributed to a virus, eventually called the human immunodeficiency virus (HIV), many controversies arose. Among these was one centering on HIV's origin. A startling hypothesis, called here the “HIV-from-Fort-Detrick myth,” asserted that HIV had been a product, accidental or intentional, of bioweaponry research. While its earliest identifiable contributors were in the West, this myth's most dynamic propagators were in the East. The Soviet security service, the KGB, took “active measures” to create and disseminate AIDS disinformation beginning no later than July 1983 and ending no earlier than October 1987. The East German security service, a complex bureaucracy popularly known as “the Stasi,” was involved, too, but how early, how deeply, how uniformly, how ably, and how successfully has not been clear. Following German reunification, claims arose attributing to the Stasi the masterful execution of ingenious elements in a disinformation campaign they helped shape and soon came to dominate. We have tested these claims.QuestionWas the HIV-from-Fort-Detrick myth a Stasi success?MethodsPrimary sources were documents and photographs assembled by the Ministry of State Security (MfS) of the German Democratic Republic (GDR or East Germany), the Ministry of Interior of the People's Republic of Bulgaria, and the United States Department of State; the estate of myth principals Jakob and Lilli Segal; the “AIDS box” in the estate of East German literary figure Stefan Heym; participant-observer recollections, interviews, and correspondence; and expert interviews. We examined secondary sources in light of primary sources.FindingsThe HIV-from-Fort-Detrick myth had debuted in print in India in 1983 and had been described in publications worldwide prior to 1986, the earliest year for which we found any Stasi document mentioning the myth in any context. Many of the myth's exponents were seemingly independent conspiracy theorists. Its single most creative exponent was Jakob Segal, an idiosyncratic Soviet biologist long resident in, and long retired in, the GDR. Segal applied to the myth a thin but tenacious layer of plausibility. We could not exclude a direct KGB influence on him but found no evidence demonstrating it. The Stasi did not direct his efforts and had difficulty tracking his activities. The Stasi were prone to interpretive error and self-aggrandizement. They credited themselves with successes they did not achieve, and, in one instance, failed to appreciate that a major presumptive success had actually been a fiasco. Senior Stasi officers came to see the myth's propagation as an embarrassment threatening broader interests, especially the GDR's interest in being accepted as a scientifically sophisticated state. In 1986, 1988, and 1989, officers of HV A/X, the Stasi's disinformation and “active measures” department, discussed the myth in meetings with the Bulgarian secret service. In the last of these meetings, HV A/X officers tried to interest their Bulgarian counterparts in taking up, or taking over, the myth's propagation. Further efforts, if any, were obscured by collapse of the East German and Bulgarian governments.ConclusionNo, the HIV-from-Fort-Detrick myth was not a Stasi success. Impressions to the contrary can be attributed to reliance on presumptions, boasts, and inventions. Presumptions conceding to the Stasi an extraordinary operational efficiency and an irresistible competence - qualities we could not confirm in this case - made the boasts and inventions more convincing than their evidentiary basis, had it been known, would have allowed. The result was disinformation about disinformation, a product we call “disinformation squared.”

Objective: There are substantial health inequalities for seasonal agricultural workers and their families in the United States. One identified inequality is in health literacy. The authors explored the implementation and impact of connecting youth from seasonal farmworker families who participated in a leadership and college pipeline program with Internet access by providing a tablet with a paid cellular data plan and university library–based health literacy training.Methods: With the support of a National Network of Libraries of Medicine Health Information Outreach Award, we conducted a qualitative, utilization-focused evaluation by conducting semi-structured interviews from December 2017 through February 2018 with middle and high school age participants in the program (n=10). After parental consent and youth assent, we recorded interviews with participants at program activity locations or in their homes. We then utilized inductive thematic analysis with 2 primary coders.Results: We identified four themes: (1) having access to the Internet can be transformative, (2) access resulted in increased knowledge of and interest in one’s own and others’ health, (3) “Google” is the norm, and (4) participant training increased self-efficacy to determine credible sources and resources.Conclusion: Providing Internet access and iPads was possible to implement and resulted in increased utilization of health information. The combination of Internet access with training on information literacy was a key factor in achieving these positive outcomes. The findings suggest the importance of ensuring equitable access to the Internet in efforts to improve educational and health outcomes for seasonal farmworkers and their families.
