Import substitution policies in the hospitality industry: focus on domestic producer

The article discusses the new conditions for the functioning of the hotel enterprises, due to the state policy of import substitution, which is carried out under the influence of economic sanctions on European countries and the United States against Russia. Focusing on domestic producers can have a positive impact on the efficiency the hospitality industry through the development of direct cooperation links. The most urgent needs of the hotel, the satisfaction of which by domestic producers faced with certain organizational and financial problems, require the development of public-private partnership. Small farmers are regarded as the main suppliers of foods to hotels in the regions. The necessity of government support measures for farmers as key strategic partners of the hotel enterprises in the regions is justified. The experience of the pilot project for the integration of farmers in the Internet space, which provides rapid remote communication of small farmers and hotel companies in the process of cooperation, is represented.

The aim of this study is, based on intensive comparative case studies, to analyze structure and process of entrepreneurial networks in the internet communication era. We then imply general insights on entrepreneurial networks, some of which suggest solutions to urgent problems concerning industry restructuring in Japan. Although during the long-term recession in Japan the value of entrepreneurship has been widely recognized, the number of business startups, however, has not readily increased, in spite of various efforts by many public institutions at developing support programs. On the other hand, it has been observed recently that some internet-based entrepreneurial networks have emerged spontaneously, which let business startups help each other and acquire Internet potential. This paper begins with proposing a conceptual typology for positioning various entrepreneurial networks on it. We then analyze two cases intensively by examining their emergence process and characteristics, guided by the conceptual framework. One is an internet-based entrepreneurial network to help business startups in Japan while the other is a non-internet-based entrepreneurial network that has been in the United States for fifteen years. We conducted participated observation in the former case for two years while we carried out interviews and material-based research for the latter. Finally, we derive general insights on entrepreneurial networks from the case studies. The major findings of this study are as follows: (1) Network polarity, loose and tight, is determined by two primary variable, i.e., expectations and membership. (2) Inter-personal networks can provide the infrastructure of inter-firm networks. Especially loose inter-personal networks tend to generate cooperative and tight inter-firm network, because a wide variety of members naturally enjoy opportunities to encounter potential business partners there. (3) We find different aims in inter-personal networks and inter-firm networks. The former is primarily for mutual aiding while the latter is for dealing with businesses. (4) The internet communications can simultaneously make networks both looser and tighter. (5) Loose inter-personal networks facilitated by the internet communication should have power to reorganize old industry structure in Japan by creating new business and new business relationship if the government support it with minimum intervention and maximum understanding.

Objective: There are substantial health inequalities for seasonal agricultural workers and their families in the United States. One identified inequality is in health literacy. The authors explored the implementation and impact of connecting youth from seasonal farmworker families who participated in a leadership and college pipeline program with Internet access by providing a tablet with a paid cellular data plan and university library–based health literacy training.Methods: With the support of a National Network of Libraries of Medicine Health Information Outreach Award, we conducted a qualitative, utilization-focused evaluation by conducting semi-structured interviews from December 2017 through February 2018 with middle and high school age participants in the program (n=10). After parental consent and youth assent, we recorded interviews with participants at program activity locations or in their homes. We then utilized inductive thematic analysis with 2 primary coders.Results: We identified four themes: (1) having access to the Internet can be transformative, (2) access resulted in increased knowledge of and interest in one’s own and others’ health, (3) “Google” is the norm, and (4) participant training increased self-efficacy to determine credible sources and resources.Conclusion: Providing Internet access and iPads was possible to implement and resulted in increased utilization of health information. The combination of Internet access with training on information literacy was a key factor in achieving these positive outcomes. The findings suggest the importance of ensuring equitable access to the Internet in efforts to improve educational and health outcomes for seasonal farmworkers and their families.

Under the background of the structural reform on the agricultural supply side and the tightening of environmental protection policies, China’s agricultural industry is facing prominent problems such as low scale, poor mechanization level and serious ecological environment pollution, especially the scattered breeding behavior of small farmers in waterfowl breeding industry and in tobacco growing industry, which has a serious impact on the surrounding ecological environment. In this paper, based on the survey data of 184 waterfowl farmers and tobacco farmers in Jiangxi province and from the perspective of small farmers of waterfowl breeding and tobacco growing, the factors influencing small farmers’ behavior of improving their individual breeding environment and carrying out green ecological behavior are analyzed by using binary logistic regression model. It is concluded that the gender and age of farmers have a negative impact, while farmers’ education level, farmers’ concurrent employment, breeding technology training and government support have a significant positive impact on small farmers’ behavior of improving their individual breeding and planting environment. Finally, some suggestions are put forward, such as optimizing the production layout of waterfowl industry, improve green tobacco cultivation, constructing green ecological development system of waterfowl industry, popularizing green ecological breeding mode and strengthening policy support and supervision, with a view to improve the present situation of poor breeding environment and serious pollution of small farmers in China, promote the development and transformation of waterfowl industry and tobacco industry in China, and promote the sustainable development of ecological environment and ecological economy of waterfowl industry and tobacco industry in China.

This case examines issues in the assessment and adoption of Internet technologies in a federal US government context, and describes in detail a pilot project to determine the feasibility of adopting an application service provider solution to support procurement by multiple federal agencies using a variety of different legacy transaction systems. The pilot test of the Internet Payment Platform (IPP) by the eMoney group of the United States Treasury's Financial Management Service involved three federal agencies and subsets of their suppliers. Participants saw many benefits from their use of the IPP, but agreed that for full-scale operation it needed to be modified to better fit the government procurement context. The project manager is weighing the pros and cons of conducting another pilot test using the same commercial software as before, or obtaining and customizing a new commercial package, or building a new system from scratch.

As we celebrate the 75th anniversary of ICHRIE (International Council on Hotel, Restaurant, and Institutional Education) connecting the academic community, it seems fitting to reflect on the humble beginning of the hospitality industry in the United States and how the evolution of traveler connectivity over the years affected the industry in the United States and beyond. Connectivity is the force that drives business. Over the past 75 years, travel consumer connectivity in the areas of the internet, ease of travel, and hotel franchising have transformed the hospitality industry.

This paper addresses several experiments that the University of Illinois at Chicago (UIC) University Library has undertaken to shape how information is presented on the Internet and to contribute to the quality and quantity of information accessible via the Internet. Four projects were begun under UIC's Great Cities Initiative. This paper describes each project briefly; reviews the significant issues addressed by the development of each project; discusses the future of each project; and identifies areas for other organizations, but especially libraries, to become involved with Internet publishing. The four projects include: a partnership with the Chicago Public Library (CPL) to make information about the Library and the City of Chicago available to eight CPL branches as well as to Internet visitors from more than 30 countries; a pilot project, now under contract, with the United States Department of State to provide State Department information world-wide on a timely basis, resulting in more than 3,000 full-text, fully indexed items distributed via Gopher and the World Wide Web over 300,000 times each month; a project with Pemberton Press to provide selected articles from four print journals, plus tables of content, author's guidelines and other information; and a collaboration with the Illinois State Archives to provide access to specialized databases of interest to genealogists and historians, such as the Federal Land Sales in Illinois.

Subject/topic. The article presents the results of the analysis of the country's food security, identifies problems. The purpose of the work is to analyze the system of ensuring food security in Russia and identify its main problems in the context of global challenges and threats. Methodology. The reliability of the results of the conducted research is ensured by the correctness of the construction of the logic and scheme of the study. As a methodological basis were used the scientific and applied results of research by Russian and foreign scientists in the areas of ensuring food security, problems of import substitution and building the potential of the agro-industrial complex. The information base of the study includes data from the Ministry of Agriculture of the Russian Federation, the World Trade Organization and regulatory legal acts; materials of state statistics bodies, etc. Conclusions/significance. As a result of the conducted scientific research, the following conclusions were made that having the world's largest natural resources, Russia consumes resources 8 times less than the United States and Europe, while not being able to meet the population's demand for food products at the expense of its own production, making up for the lack of them with large-scale imports, even those types of food that can be produced independently in sufficient quantities. It was noted that over the past 20 years, by the end of 2020, the volume of exports of food and agricultural raw materials exceeded imports, however, it is impossible to speak with full confidence about ensuring food security in Russia since there are a number of systemic problems. At the same time, the adoption of the Food Security Doctrine and other regulatory documents providing socio-economic support for the village and the intensification of agricultural production had, to a certain extent, a positive impact, but the achieved level of food security is insufficient to consider the problem of independence close to a solution. A decrease in the income of the population and an increase in the price of food lead to a lower supply of food products to the population, due to a decrease in their economic accessibility, as well as to an increase in the share of food costs in the total expenditures of the population. There is a tendency to reduce the physical availability of food due to the transformation of channels and methods of selling products. In general, the thresholds set by the Doctrine in 2020 were reached for vegetable oil (61,7 percentage points higher), grain (+11 percentage points) and meat and meat products (+9 percentage points). Below the threshold values are such categories of food products as: fruits and berries (-22,6 pp.), fish and fish products (-16,8 pp.), sugar (-8,7 pp.), vegetables and melons (-4,4 pp.), milk and dairy products (-0,7 pp.). In the Global Food Security Index, Russia is in 24th place in terms of food availability, in terms of their quality and safety – the thirtieth. Also, as follows from the rating, scientific research and development are practically not developed, agricultural infrastructure is poorly developed, and there are also political and social barriers. As for the availability of food for the population, Russia is on the 20th position in the rating (87,2 points). We believe that taking into account the production potential in the field of agricultural production, a place even in the top ten for food security would be insufficient for Russia. In this situation, it is advisable to study and implement the best practices of international experience in ensuring food security, based on three main approaches: protectionist (Japan, Norway) – protection of domestic production; intermediate (EU countries) – ensuring food security within the EU; export-oriented (USA) – subsidizing exports provided that the domestic market is saturated with products. Research in this direction is further in the framework of deepening the studied problems. Application. The obtained results of the study can be used by the authorities and management as a theoretical and practical basis for making managerial and operational decisions in the field of ensuring food security of the country.

The article presents materials of theoretical and empirical studies on the state support measures in agricultural production as an element of the imports demotivating policy in the industry. The problem of demotivating imports is connected both with determining the actual ratio of domestic production to the demand and imports of certain types of food, as well as determining the opportunities and conditions for the competitiveness of domestic producers. The study presents an analysis of the production of importsubstituting agricultural products in crop production (vegetables, fruits and berries, potatoes) and animal husbandry (by animal species: meat of cattle, pigs, poultry, and milk) from 2010 to 2019 as a ratio of the actual volume of production by types to the needs of the country’s population. The tendencies of their change are revealed. The volume of dynamics of imports of basic agricultural products from 1990 to 2019 is presented. An overview of the current measures of state economic support of the agricultural sector of the economy from subsidies (compensating and stimulating) and lending at the stage of production and consumption with the amount of financing, as well as the formation of a list of systemically important enterprises of the agricultural sector is given. The article presents the result of an expert sociological survey of the final participants in the process of import substitution in the agro-industrial complex, according to their assessment, the impact of government support measures on the possibility of demotivating imports in the industry This survey revealed the shortcomings of the support system in the opinion of agricultural producers. The practical significance of the results obtained lies in adjusting the existing measures of state support for the production of import-substituting food, taking into account the expert opinion of the subjects interested in the successful development of the agricultural sector.

During the spread of coronavirus infection, all countries of the world took active measures to prevent the spread of infection. Such measures made it possible to significantly reduce the spread of infection, to get out of the pandemic with few casualties, compared to what they could have been. However, the measures taken, in addition to having a positive impact, also had a negative impact. At this stage of economic development, overcoming the current situation will require an effective program of government support measures.

Background. Nearly all of the research on sex differences in mass media utilization has been based on samples from the United States and a few other Western countries. Aim. The present study examines sex differences in mass media utilization in four Asian countries (Japan, Malaysia, South Korea, and Singapore). Methods. College students self-reported the frequency with which they accessed the following five mass media outlets: television dramas, televised news and documentaries, music, newspapers and magazines, and the Internet. Results. Two significant sex differences were found when participants from the four countries were considered as a whole: Women watched television dramas more than did men; and in Japan, female students listened to music more than did their male counterparts. Limitations. A wider array of mass media outlets could have been explored. Conclusions. Findings were largely consistent with results from studies conducted elsewhere in the world, particularly regarding sex differences in television drama viewing. A neurohormonal evolutionary explanation is offered for the basic findings.
