As the artificial intelligence field becomes more developed globally, the United States will continue to rely on foreign AI talent to stay ahead of the curve. Here are our preliminary recommendations to maintain current U.S. leadership, bolster the domestic AI workforce and improve the outlook for the future.

One of the key questions for understanding the future trajectory of regional order is whether or not China is trying to push the United States out of East Asia and build a China-dominated regional order. Some Western analysts accuse China of pursuing the Monroe Doctrine and excluding the United States from the region. This article argues that the Western discourse of China practicing the Monroe Doctrine is a misplaced characterization of China's behavior. Rather than having intention of pushing the United States out of East Asia and build a China-dominated regional order, China is pursuing a hedging strategy that aims at minimizing strategic risks, increasing freedom of action, diversifying strategic options, and shaping the U.S.' preferences and choices. This can be exemplified in five issue areas: China's ties with the Association of Southeast Asian Nations (ASEAN), the Shanghai Cooperation Organization (SCO) and China's foreign policy activism, China-Russia relations, the Conference on Interactions and Confidence-Building Measures in Asia (CICA) and the New Asian Security Concept, as well as China-U.S. relations. Beijing has explicitly acknowledged the U.S. predominance in the international system and reiterated its willingness to participate in and reform the existing system. It concludes by suggesting that, for a more peaceful future to emerge in East Asia, the United States and China, as an incumbent power and a rising power, will have to accommodate each other, and negotiate and renegotiate the boundaries of their relative power, as well as their respective roles in the future regional order where Beijing and Washington would learn to share responsibilities and leadership.

Both China and the United States are international leaders in artificial intelligence (AI). Although there remains a significant gap between them in cutting-edge technologies, and they have adopted different methods of planning and implementation, both countries have been mobilizing national resources and formulating policies to promote AI development, so as to achieve a strategic advantage over the other, especially against the backdrop of ever more intense and complicated strategic competition between them in recent years. As an epitome of their changing relationship, Sino-U.S. competition in AI development is manifested in economic, political, security, technological and other fields. It is expected that artificial intelligence will become an even more important field of competition between China and the United States, and that the trends of AI development and competition will to some extent determine the future dynamics of their bilateral relations.

The North Caucasus is a most significant but a least understood problem in contemporary U.S.-Russia relations. The United States as one of the prime pace-setters in the region shaped its own attitude towards Russia’s most volatile region. Over more than twenty years, Washington experienced at least three major stages in its “Caucasus strategy”, and each stage had its impact on the North Caucasus. Since the beginning, the two states stuck to conflicting narratives of developments in the region. With time, some of the assessments were re-evaluated, but some continue to impede cooperation on key security issues. The present article explores these phenomena and examines what implications major events like the 9/11 attacks, the Caucasus Emirate enlistment among top terrorist organisations, the Boston marathon bombings, etc. had for the U.S.-Russia joint efforts in fighting terrorism. It also assesses areas of potential disagreement in the North Caucasus between the two countries.

In 2018, President Trump changed a long-standing policy of keeping families who cross the United States border together; instead, he ordered that parents be detained separately from children, drawing a national outcry that led to his administration walking back the practice. Drawing on 50 in-depth interviews with undocumented young adults in the state of Florida, USA, we argue that the practice of family separation through immigration policy is not new. We illustrate how our sample’s undocumented status puts them at risk for family separation under the current ‘deportation regime’ that creates a heightened and all-encompassing fear about the possibility of family separation.

The U.S. government considers “power competition” to be the nature of the relations among big powers, and that it will have an impact on the evolving nuclear order in the near future. When big powers worry about power challenges from their rivals, they may use the influence of nuclear weapons to defend their own power and therefore intensify the danger of nuclear confrontation. We need to manage the nuclear relations among nuclear-weapon states and nuclear-armed states to avoid the risk of nuclear escalation. The fact is that big powers including the United States have neither the interest nor the capability to expand their power, and understanding this might cause big powers to lose their interest in power competition. If we promote dialogue among nuclear-weapon states and nuclear-armed states on their strategic objectives, it is possible to reduce the power competition that results from misperceptions and overreactions. Some other factors, for example, non- nuclear technologies and multinuclear players, could complicate the future nuclear order. We therefore need to manage these factors as well and develop international cooperation to mitigate nuclear competition.

About 15 years ago, I heard several speakers saying that our crop yields were “leveling off.” This stimulated me to assemble data on the subject. The result is shown in Table 1, which gives the U.S. average yields for 10-yr periods during this century for nine crops. The increases are spectacular, varying from two- to sevenfold. Factors contributing to these increases differ from crop to crop. To obtain information on this subject, several experts on each crop were consulted, and their conclusions are summarized in the following text. Only those factors contributing to increased yields are covered. However, great improvements in efficiency of production, product quality, and reduction in soil erosion also have occurred as cultivars and production practices have changed. For most of the crops, increases in yields started in the 1940s and have increased dramatically during the rest of the century. We have not attempted to predict the future at this time, but the rate at which yields are increasing does not appear to be slowing.

The development of artificial intelligence and related technologies has a potential serious impact on the industrial development and the military operations. The Chinese Communist Party has also classified this area as a key direction of the future development, hoping that in this new wave of military affairs innovation, under the absolute superiority of economic and military affairs, China could surpass the United States in one fell swoop, changing the world situation in which the United States is the only military superpower since the end of the Cold War. In the report of the 19th National Congress of the Communist Party of China, President Xi Jinping clearly stated that it should accelerate the development of military intelligence and strengthen the joint combat capability of the network information system, including the R&D of the innovative weapons and equipment. As Xi Jinping took over the presidency of China in 2013, he initiated the "dream of strong army". In the future, artificial intelligence is bound to be an important part of the CCP's military modernization, and it is also a foresighted preparation for winning the next war. At present, most of the CCP’s research on military development in terms of artificial intelligence tends to be on hardware devices, such as automated combat vehicles, autonomous drones and remote-controlled submarines. These related technologies rely heavily on the mechanical engineering and traditional R&D. The CCP intends to combine the development of military science and technology with the advanced weapons as a means of "killer" conception for future regional wars against the United States and other major powers. In this concept, the Communist Army will carry out paralytic asymmetrical attacks to its potential enemies. In the past, the "killer" weapons may be the attack missiles that attack large ships, but now they may include a new generation of artificial intelligence weapons that use the big data, the Internet of Things, or the cloud computing. In the face of the development of the CCP’s artificial intelligence militarization, not only we must concern about its current major developments, but also have to analyze the motives behind it, so that we can make correct judgments in the future operations to block the CCP’s media campaign and arms deterrent. This is the focus worthy of our urgent attention.
