One of the key questions for understanding the future trajectory of regional order is whether or not China is trying to push the United States out of East Asia and build a China-dominated regional order. Some Western analysts accuse China of pursuing the Monroe Doctrine and excluding the United States from the region. This article argues that the Western discourse of China practicing the Monroe Doctrine is a misplaced characterization of China's behavior. Rather than having intention of pushing the United States out of East Asia and build a China-dominated regional order, China is pursuing a hedging strategy that aims at minimizing strategic risks, increasing freedom of action, diversifying strategic options, and shaping the U.S.' preferences and choices. This can be exemplified in five issue areas: China's ties with the Association of Southeast Asian Nations (ASEAN), the Shanghai Cooperation Organization (SCO) and China's foreign policy activism, China-Russia relations, the Conference on Interactions and Confidence-Building Measures in Asia (CICA) and the New Asian Security Concept, as well as China-U.S. relations. Beijing has explicitly acknowledged the U.S. predominance in the international system and reiterated its willingness to participate in and reform the existing system. It concludes by suggesting that, for a more peaceful future to emerge in East Asia, the United States and China, as an incumbent power and a rising power, will have to accommodate each other, and negotiate and renegotiate the boundaries of their relative power, as well as their respective roles in the future regional order where Beijing and Washington would learn to share responsibilities and leadership.

The North Caucasus is a most significant but a least understood problem in contemporary U.S.-Russia relations. The United States as one of the prime pace-setters in the region shaped its own attitude towards Russia’s most volatile region. Over more than twenty years, Washington experienced at least three major stages in its “Caucasus strategy”, and each stage had its impact on the North Caucasus. Since the beginning, the two states stuck to conflicting narratives of developments in the region. With time, some of the assessments were re-evaluated, but some continue to impede cooperation on key security issues. The present article explores these phenomena and examines what implications major events like the 9/11 attacks, the Caucasus Emirate enlistment among top terrorist organisations, the Boston marathon bombings, etc. had for the U.S.-Russia joint efforts in fighting terrorism. It also assesses areas of potential disagreement in the North Caucasus between the two countries.

The U.S. government considers “power competition” to be the nature of the relations among big powers, and that it will have an impact on the evolving nuclear order in the near future. When big powers worry about power challenges from their rivals, they may use the influence of nuclear weapons to defend their own power and therefore intensify the danger of nuclear confrontation. We need to manage the nuclear relations among nuclear-weapon states and nuclear-armed states to avoid the risk of nuclear escalation. The fact is that big powers including the United States have neither the interest nor the capability to expand their power, and understanding this might cause big powers to lose their interest in power competition. If we promote dialogue among nuclear-weapon states and nuclear-armed states on their strategic objectives, it is possible to reduce the power competition that results from misperceptions and overreactions. Some other factors, for example, non- nuclear technologies and multinuclear players, could complicate the future nuclear order. We therefore need to manage these factors as well and develop international cooperation to mitigate nuclear competition.

About 15 years ago, I heard several speakers saying that our crop yields were “leveling off.” This stimulated me to assemble data on the subject. The result is shown in Table 1, which gives the U.S. average yields for 10-yr periods during this century for nine crops. The increases are spectacular, varying from two- to sevenfold. Factors contributing to these increases differ from crop to crop. To obtain information on this subject, several experts on each crop were consulted, and their conclusions are summarized in the following text. Only those factors contributing to increased yields are covered. However, great improvements in efficiency of production, product quality, and reduction in soil erosion also have occurred as cultivars and production practices have changed. For most of the crops, increases in yields started in the 1940s and have increased dramatically during the rest of the century. We have not attempted to predict the future at this time, but the rate at which yields are increasing does not appear to be slowing.

Editor-in-Chief B. Ruby Rich reports on a new partnership between FQ and the Ford Foundation. Film Quarterly, in partnership with the Ford Foundation’s JustFilms initiative, hereby launches a new effort focused on the future of documentary and its capacity to address issues of social justice, in the United States and globally, on screens of all sorts and sizes. The effort will also encompass the assessment of dramatic films aimed at transformation, whether in the U.S. or elsewhere in the world. JustFilms has already had a powerful impact on the world through its support of filmmakers and filmmaking institutions. With this grant, Ford brings FQ into the conversation. Criticism and analysis are crucial to the development of a medium. This recognition by the Ford Foundation of the critical importance of thinking about representation can encourage writers to think big, to consider documentary strategies with renewed vigor, and to broaden the field for documentary analysis as well as reporting. FQ will be better equipped to report on the field of documentary as well as to play a bigger role in helping to shape it—through publication and participation.

This chapter consists of six essays that use “unpleasant monetarist arithmetic” to interpret events during the 1980s and 1990s in Brazil and the United States. During the 1980s, the United States took steps along a path upon which Brazil had travelled much further, a path along which interest-bearing government debt is growing as a percentage of GNP. The U.S. government was able readily to borrow large amounts, and had far to go before the government's budget constraint threatened to impose painful choices among the options of raising taxes, lowering government expenditures, or printing currency. Brazil found its ability to borrow very limited, and therefore had to confront those painful choices immediately. One essay emphasizes that a country's inflation rate at any moment emerges out of the sustained monetary and fiscal policy that it chooses, now and in the future.

In recent years, religious arbitration has received increasing attention both in the American press and academy. For some, this attention is driven by concern that state enforcement of decisions issued by religious tribunals has the power to undermine the objectives of the U.S. legal system. For others, it is driven by a recognition that religious arbitration enables communities to enhance their process of dispute resolution by ensuring that it comports with shared religious principles and values. And, as is often the case, both perspectives contain important elements of truth. As a paradigmatic legal pluralism institution, religious arbitration has the capacity to both enhance and undermine the U.S. legal system. But if U.S. law is to capitalize on the growing religious arbitration system within its jurisdiction, it must identify both the range of unique benefits religious tribunals provide as well as the unique challenges they present. This chapter takes a first step in that direction, using legal pluralism as a lens to explore the motivations driving the religious arbitration regime in the United States. In so doing, it considers how both state and nonstate law can benefit from the religious arbitration system, and how those dual objectives require U.S. law to tinker with its treatment of religious arbitration so as to unlock its full potential.

Abstract The increasing global population, limited resource availability, and global focus on reducing greenhouse gas (GHG) emissions put pressure on animal agriculture industries to critically evaluate and optimize the role they play in a sustainable food production system. The objective of this review is to summarize evidence of the various roles that the U.S. beef industry plays in the U.S. and global agricultural systems. As the world’s largest beef producer, the United States reaps considerable economic benefit from the beef industry through strong domestic and international demand, as well as employment opportunities for many Americans. Beef production contributes to GHG emissions, land use, and water use, among other critical environmental impacts but provides an important source of essential micronutrients for human consumption. The U.S. beef industry provides sufficient product to meet the protein, vitamin B12, omega-3 and -6 fatty acid requirements of 43, 137, 47, and 487 million people, respectively. In the United States, beef production was estimated to account for 53% of GHG emissions from U.S. animal agriculture and 25% of GHG emissions from all of U.S. agriculture. Footprinting studies suggest that much of the land use and water use associated with beef production are attributed to the development of feed crops or pastureland. On a global scale, beef from U.S. origin is exported to numerous developed and developing countries, representing an important international nutrient routing. Along with other prominent beef-producing nations, the United States continues to pursue a greater level of sustainability in its cattle industry, which will bear important implications for future global food security. Efforts to reduce the environmental impacts of beef production will likely be the strongest drivers of enhanced sustainability.

This chapter summarizes the role of the U.S. Supreme Court in national policymaking. In the United States there exists a nationally shared set of beliefs, values, and customs, or cultural universals. However, these shared attributes vary according to place and political affiliation. Extending the right to marry to same-sex couples through judicial means precipitated a backlash in which religious groups and individuals turned to legislative solutions to contest the court's decision and their obligation to recognize marriage equality. As the final arbiter of law in the United States, the nine unelected justices of the U.S. Supreme Court play a significant role in policymaking, and their attitudes and decisions regarding policy are tied to the political selection of justices. In the future, decision making from the court to further extend the rights of LGBT citizens may be directly tied to the increasingly partisan selection process for justices.
