One of the most acute problems in the healthcare industry – the problem of the quality of medical services. In this area, there is no established definition of medical services or approaches to quality management. The aim of the article is to analyze the existing definitions of “quality of medical services,” as well as development approach to managing medical organization. At the same time the management of the medical organization should be focused on ensuring the quality as the most important criterion for the organization. Methodology of the study is based on analysis and grouping of existing definitions of medical services, the factorial approach to evaluating the quality and organization of the process approach to management of the medical organization. Noting the versatility and diversity concepts of quality of care the authors suggest grouping of direct and indirect factors affecting the quality of medical services. However, it is important, according to the authors, to move from functional management to management based on the process approach, which provides better control over the processes of customer service. Is given process model of quality management of health services and highlights the main groups of processes in the medical organization.

In line with the quality management principles applied within a functional settlement of an organization, unconcerned of the size or principal object of activity, port operators should be treated as operational entities carrying out specific activities, aiming to achieve specific objectives, that are prior determined but in dependence with their location and role determined alongside the port logistic chain. The process-based approach involves establishing the processes and sub-processes applied to achieve the port operator's entire set of objectives, functions and tasks. As with any business, the company aims at lowering costs, delivering better, consistent and predictable results, focusing on priority. These can be more easily achieved through a process approach that allows the systematic definition of the activities necessary to achieve the desired outcome, setting clear and quantifiable responsibilities for key management activities, analysing and measuring the capability of core activities, identifying links between key activities and the organization's functions, focusing on the elements that can improve the organization's activities (resources, methods and materials) and assessing the risks, consequences and impact of activities on all stakeholders. Carrying out the process map, identifying the data stream, establishing input and output data are the first steps applied in orderto achieve a process model that will further allow the identification of indicators to improve the quality of the services provided and consequently to ensure the satisfaction of customers and other stakeholders.

The purpose of the article is to present quality and its importance in healthcare. The article provides the definition of quality in reference to healthcare. In this paper, we concentrate on three dimensions of quality of medical services and its shaping factors. The principles of building a quality management system which remains the basis of quality standards in health care are presented.

Meeting the needs of the rural population in all types of primary health care (pre-medical and general medical care), as well as specialized medical care, improving the quality of medical care for the rural population is an important public health problem that is difficult to solve and is of particular concern to government structures at all levels of government. The article presents an analysis of the literature on the use of business processes in modern healthcare, the main tasks of which are the creation and development of effective models for the provision of medical care that increase not only its accessibility and quality, but also the satisfaction of the population. As part of the activities of the modernization program for the implementation of information technology in healthcare, it is planned to create information resources and services that would allow, using this system tool, to move to a qualitatively new level of organization of industry management. It is noted that at present, at the level of management of the medical organization as a whole, and in the management of individual areas of its activity, the application of the process approach is becoming relevant, in which the medical organization can be considered as a separate business system, which is a related set of business processes, the ultimate goal which, undoubtedly, is the provision of quality medical services. It is shown that the development and modeling of business processes will increase the relevance of management information, will make it possible to focus on rationalizing cross-functional processes to significantly reduce time and / or costs, increase revenue, improve service quality and reduce risks, the information system allows you to simulate processes and carry them out further optimization. The analyzed works examine the experience of process-oriented management in medical organizations and its role in ensuring the improvement of the quality of medical services provided. In addition, the introduction of a process approach will allow the application of certain managerial decisions necessary in each specific situation, including in the field of medical services for the rural population.

Актуальность статьи связана с поиском новых способов и методов повышения эффективности борьбы с преступностью, оперативного раскрытия преступлений, а также с набирающим популярность среди криминалистов направлением «криминалистического мышления», овладение навыками которого будет способствовать наиболее полноценному и объективному расследованию уголовных дел. Проблемным в настоящее время является недостаточное качество следствия и необходимость повышения когнитивных способностей следователей (дознавателей). Задачей исследования являлось выявление факторов, влияющих на развитие и формирование криминалистического мышления следователей. Цель работы - провести анализ составных частей процесса становления следователя и особенностей его практической деятельности, влияющих на когнитивные способности с точки зрения криминалистики, путем изучения и сравнения имеющихся материалов по данной тематике. Анализу подвергнуты личностные качества следователя, особенности образовательного процесса и влияние опыта на результаты работы, а также факторы, сопутствующие следственной деятельности (организация труда, уровень стресса, нагрузки и т. д.). Результат проведенного исследования выражен в определении проблемных факторов, влияющих на формирование криминалистического мышления следователя (дознавателя) и возможных путей их преодоления, важности такого мышления, которое остается знанием, постоянно сориентированным в сторону практики. The relevance of the article is related to the search for new ways and methods to improve the effectiveness of the fight against crime, the prompt detection of crimes, as well as the trend of «forensic thinking», which is gaining popularity among criminalists, mastering the skills of which will contribute to the most complete and objective investigation of criminal cases. Problems at present are insufficient quality of investigation and the need to improve the cognitive abilities of investigators (inquirers). The task of the study was to identify factors that influence the development and formation of forensic thinking of investigators. The purpose of the work is- to analyze the components of the process of formation of an investigator and features of his practical activities affecting the cognitive abilities in terms of forensics by studying and comparing existing materials on this topic. The analysis is subjected to the personal qualities of an investigator, the peculiarities of the educational process and the impact of experience on the results of work, as well as factors associated with the investigative activity (organization of work, stress and stress levels, etc.). The result of the study is expressed in the definition of problematic factors affecting the formation of forensic thinking of an investigator (inquirer) and possible ways to overcome them, the importance of such thinking, which remains knowledge, constantly oriented towards practice

The problem of assessing and improving the quality of medical care in a medical organization is considered. Analyzed the management of medical organization processes. A scheme for managing these processes, a list of regulatory documents, types and methods for monitoring the effectiveness of their implementation are presented. Formed groups of criteria used to assess the quality of the medical organization. It is argued that the introduction of a quality management system for the provision of medical care in a medical organization increases the efficiency of its activities.

The life cycle management of navy vessels quality is presented, and the quality of various phases in the navy vessels life cycle is academically described. On the management of phase quality, taking shipbuilding as an example, the definition of the phase quality is provided, requirements of comprehensive quality management are discussed, which include the total-staff participation, the whole process of management, comprehensive approach and concept of quality. On the integrated quality management of the navy vessels life cycle, the mode that staffs participating in the various stages of life cycle, and integrated requirements of ship design, modeling & simulation environment are proposed. Technical support and realization of the quality management of navy vessels life cycle are presented, which has laid the foundation for the realization of the quality management of navy vessel.

The analytical review of academic pedagogical literature is given. The concepts presented are treated with respect to their practical applicability within the existing educational systems. The current global trend in healthcare is standardization and quality management issues. Tomsk region is one of the pilot regions in this matter. The article reflects the aspects of implementing a quality management system in healthcare. The issue of the implementation of the “Lean Polyclinic” project, as a QMS tool, is revealed. It was noted that in most organizations this project is far from being completed. The author identifies the main errors during the implementation of the project, and focuses on the process approach as the foundation of a quality management system. A properly built model of process interaction allows you to quickly and efficiently implement QMS in healthcare organizations. The author spelled out the steps for implementing the process approach, and also proposed a model of process management using the example of a medical organization.

Recently the issues of quality management are becoming urgent in Lithuania. They are discussed and aspiration greatly improve the quality of activity in institutions of education are declared. But in the sphere of education the tendency to speak more than really work still remains. Many education organizations define quality as the major priority of their activity. But to declare or define is one thing and seek for that quality is another thing. The application of ISO standards in institutions of education still remains problematic. It is often tried to create own distinctive standards while ISO standards are acknowledged and applied on an international scale. It is understandable that institutions of education are specific and they rather differ from, let`s say, business organizations. Nevertheless, international ISO standards can and must be applied. Considering the process approach which is fixed in the ISO standards, every organization should effectively manage all occurring processes. Everything what happens in the processes later reflects in production or service in one way or another. According to this approach, the management of processes is rather complicated in organizations of education. The management of such processes, if it exists at all, is divided and fragmental. The application of statistical methods analyzing quality management issues in organizations of education is also problematic. It is undoubtedly that implement of quality management systems in organizations of education is especially urgent because it is a grave tool to basically improve the activity in all organizations of education.
