The article formulates the methodical grounds for preventive monitoring of service and production components of economic agents of aviation industry. The structural-logical scheme for monitoring by quantitative parameters and by consumers’ feedback was proposed. The preventive monitoring is a valuable tool to recognize the interaction between government and industry’s goals considering sustainable development. The goal of the article is to develop methodological grounds for preventive testing of economic agents of the aviation industry, which will include assessment parameters, assessment scale, role instructions and transparency of results. The preventive tasting of airport operations is based on travelers’ experience on: queuing, airport shopping, terminal cleanliness, terminal seating, food beverages, Wi-Fi connectivity, terminal signs, airport staff, sentiment. The preventive testing for airline experience includes: value for money, cabin staff, seat comfort, food comfort, inflight entertainment, ground service, Wi-Fi connectivity, sentiment. The preventive testing for aircraft onboard experience assesses: legroom, seat recline, seat width, aisle space, viewing TV, power supply, seat storage, sentiment. The preventive testing for aircraft manufacturing and maintenance analyses: design, full-cycle manufacturing, warrantee, post-warrantee repair, consolidated designing, manufacturing and maintenance process, leasing, technological modernization, licensing. The article provides the comprehensive system for a preventive monitoring based on customer value, which fixes the key parameters for improvements of the operation of the economic agents of the industry. The conclusion of the research reasons the application of quality assessment based on consumer value created by industry’s agents for a preventive monitoring along financial evaluation and bankruptcy probability for the assessment of the sustainable development of the industry. The perspective of the further research may focus on formulating signaling system for government instruments and on detailing the rating scale for the industry’s agents, based on benchmarking practice.

The article examines the objectively existing in modern conditions of economic agents' activity the need to introduce and apply approaches based on the use of quality management methods in internal corporate management. The authors noted that one of the global trends of the XXI century. Is the structural transformation of the world economy associated with the active development and implementation of information and telecommunication (digital) technologies in the real economic processes of both society and business. The authors assess the approach widespread in Russia based on quality management methods in the formation of control systems for the activities of economic agents of the national economy in the context of digital transformation in order to ensure their sustainable development; the analysis of the formation of promising directions for the development of communities, declared by UNESCO, in conditions of instability, complexity and uncertainty was carried out; the toolkit for digitalization of quality management of the education system is considered, in particular, the use of project-based learning to improve the quality of knowledge obtained and assess the impact on the sustainable development of universities, the education sector in general and economic agents of the national economy, taking into account digitalization and global risks. The authors see further areas of research in modeling risks and assessing their impact on ensuring sustainable development of economic agents, socio-economic processes of the national economy and society as a whole by quality management methods in the context of digitalization of the economy.

The selection of indicators for the Observatory of Sustainability of the Algarve Region for Tourism (OBSERVE), poses challenges, namely which indicators are relevant to stakeholders and how to assure that information is available. To support the selection of the environmental, sociocultural, economic and institutional indicators, an engagement process was designed and applied, which included meetings with stakeholders, a workshop and an online survey. The results showed that both workshop and online surveys reflected, in general, similar opinions, thus allowing the selecting of the sustainable development indicators for the Algarve region. Additionally, the results showed that nearly 75% of the indicators can be obtained from national statistics and, therefore, can be used on the OBSERVE project, assuring a quick flow of information. As limitations, it is important to mention that the other 25% will need further development, in order to provide data for indicators, like carbon management and client satisfaction. With this approach, the observatory will survey and evaluate the sustainable development of the region (status and trends), based on indicators that answer to the strategic needs of system’s main users, with social and economic implications, i.e., public institutions, economic agents, tourists, local communities and residents.

The economy of our country is going through a difficult period, which is aggravated by endless sanctions and difficult economic conditions in the world, which in turn affects the level of sustainable development of Russian economic entities. The primary problem of instability in terms of sustainable development of Russian companies is determined by the inability of economic entities to respond effectively to changes in the internal and external environment. In this regard, there is a need to establish an effective mechanism for managing sustainable development. One of the tools of this mechanism is non-financial reporting. The complexity of the complex analysis of the sustainability of development due to the large number and variety of financial and non-financial factors affecting the sustainable development of the economic entity, and therefore their study is a certain complexity. First of all, it is necessary to pay attention to the fact that Russian companies, as well as foreign ones, are guided by the level and volume of harmful emissions into the atmosphere, water bodies and soil. The reports show the resources consumed and their classification, the level of education and the age composition of the staff, as well as social factors focused on the average wage level, the involvement of personnel in the production process, the possibility of training and other non-financial factors. Do not forget about the socio-cultural, investment and other factors affecting the economic entity as a whole. It is important to understand that economic actors seeking to benefit from the transition to sustainable development often have a longer time horizon and a broader set of objectives than traditional companies. As a rule, they are dissatisfied with the status quo and want to act socially responsible, as well as to protect the environment. They value employee well-being, society, culture and future generations. However, without being able to ignore short-term challenges, success in implementing the concept of sustainable development is more complex and time-consuming.

The global challenge of the 21st century is associated with the need to ensure the sustainable development of modern countries. The basic condition for such development is an adequate amount of energy and resources. This means using not oil and gas only but supplies of drinking water, arable land, forests, and other mineral resources are being rapidly depleted. The industrial civilization, in only 200 years of its existence, has put the world on the threshold of a resource collapse. The reason for the current crisis situation is the antagonism of nature and the technosphere created by man. Technical progress has violated the natural resource turnover – a peculiar metabolism of nature, creating technologies that are hostile to it. These technologies, being torn from the natural context, are in fact bad copies of individual elements of natural processes and are based on a highly specialized model of science and industry-specific technologies. Consequently, the transition to sustainable development requires a radical technological modernization of the economy, in particular, widespread diffusion and inter-sectoral transfer of convergent and nature-like technologies.

The article defines that the global trend in the development of the world economy is the concept of balanced growth, which is based on the integration of social and environmental aspects of business entities in their economic policy and ensuring the sustainable development of economic agents on this basis. Currently, the key imperatives for the development of business entities are socially responsible management, socialization of labor relations, and greening of economic activity, which requires consideration when developing strategies and programs for the development of business entities. Strategic initiatives for the balanced development of the state and regional levels are considered. The achievements of railway transport enterprises to ensure their sustainable development, in particular in the aspect of achieving the UN sustainable development goals, are studied. It is revealed that the implementation of the principles of sustainable development in railway transport enterprises faces a number of challenges caused by long-term ignoring of urgent problems of the functioning of enterprises in the industry. The study of the current state of railway transport enterprises made it possible to identify and systematize the disproportions of their development in the context of economic, technical, social and environmental components. It details the disproportions in the functioning of railway transport enterprises and reflects their quantitative manifestations in the dynamics of the last five years. It is noted that overcoming the identified imbalances requires an integrated approach to ensuring the sustainable development of railway transport enterprises in the context of such components as economic, technical, social and environmental. It is proved that ensuring a balanced development of railway transport enterprises will ensure the development of competitive client-oriented business entities adapted to the new dynamic challenges of the global competitive market. It is stated that the directions and tools for achieving a balanced development of railway transport enterprises should be determined in terms of overcoming economic, technical, social and environmental imbalances in their functioning.

The importance of statistical data disclosed in the reporting on the sustainable development of economic agents under unstable economic conditions is revealed in the article. The principles and methods of preparing the reporting on the sustainable development of economic agents are defined. The fundamental principle of sustainability in development is the requirement of compliance with the sustainability criteria in operation. According to the concept of sustainable development for economic agents, it is necessary to form ways of long-term strategic development in order to increase the business value taking the requirements of the socioeconomic and environmental responsibility into account, which prioritizes provision of such information as statistical data for conducting research. The involvement of economic agents in the concentration of sustainable development by creating the reporting for stakeholders will allow society to achieve the greatest effect from the activities of such business entities.

The article is devoted to the study of the formation and the improvement of the logistics costs management system to ensure sustainable development of economic agents at different levels. The purpose of the article is to determine the role of logistics costs and systematize the prerequisites for improving approaches to logistics costs management in the system of sustainable development of economic agents. The study is based on the use of general and special scientific methods of scientific knowledge: method of system analysis, the system-structural method etc. Ensuring sustainable development is prerequisite for the formation of the sufficient level of competitiveness of economic agents. The assessment of Ukraine’s logistics activities in the world ranking is performed in the article. Directions of the development of global logistics are systematized. Developed logistics infrastructure is the prerequisite for investment and innovation development of business structures, region’s economic systems, and the state within the framework of international cooperation. The structure of logistics costs of modern business structures is analyzed in the article. The main trends in the formation of logistics costs are the growth of total logistics costs in the context of globalization, of growth of requirements for the sustainable development; the logistics services costs as a percentage of sales in value terms is constantly growing; components of logistics costs have different trends; smaller business structures have higher specific logistics costs etc. Active use of modern technologies in logistics activities to ensure compliance with the requirements of sustainable development is an important factor logistics costs increasing. The degree of dependence of the economic agent on the procurement, transport, warehousing, information and other areas of logistics determines the approaches to optimizing logistics costs of the economic agent. Logistics can have a negative impact on the socio-economic sphere and the ecosystem. This impact causes to additional costs for economic agents. Identifying problems and forming approaches to effective management of logistics costs of economic agents at the micro- and macro levels, taking into account the requirements of sustainable development is the subject of further research.

При разработке «Повестки дня в области устойчивого развития на период до 2030 года» международное сообщество осознало, что для решения проблемы глобальной нищеты необходима новая парадигма развития. В статье показано, что, расширяя прежний уровень участия в универсальной, трансформирующей и интегрированной повестке дня, применяются новые подходы для ускорения прогресса, отражается взаимосвязь современных экономик, отраслей, обществ и природной среды, а также признается важность инклюзивного и устойчивого промышленного развития для искоренения нищеты. Достижение устойчивого промышленного развития затрудняется компромиссами в пользу экономического роста, что может повлиять на цели в области устойчивого развития, принятые государствами-членами ООН. В этом контексте в статье рассматривается вопрос: что означает инклюзивное и устойчивое промышленное развитие и в какой степени оно влияет при разработке стратегий развития государства? В статье делается вывод о том, что инклюзивный и устойчивый, экономический, промышленный рост может содействовать улучшению жизни населения развивающихся государств. Индустриализация государства и технологическая модернизация промышленного комплекса должна положительно влиять на благосостояние людей и организаций. In developing the 2030 Agenda for Sustainable Development, the international community realized that a new development paradigm was needed to tackle global poverty. The article shows that expanding the previous level of participation in the resulting universal, transforming and integrated agenda, new approaches are used to accelerate progress, the interconnectedness of today's economies, industries, societies and the environment is reflected, and the importance of inclusive and sustainable industrial development for eradication is recognized poverty. Achieving sustainable industrial development is hampered by trade-offs in favor of economic growth, which may affect the sustainable development goals adopted by UN member states. In this context, the article considers the question: what does inclusive and sustainable industrial development mean and to what extent does it influence the development of state development strategies. The article concludes that inclusive and sustainable economic, industrial growth can contribute to improving the lives of people in developing countries. Industrialization of the state and technological modernization of the industrial complex should positively affect the well-being of people and organizations.

The article presents results of a case study aimed at the analysis of environmental and technological modernization of an integrated pulp and paper mill. The peculiarities of technological industrial regulation based on the Best Available Techniques in the European Union and the Russian Federation are considered. The data on the resource efficiency and environmental performance indicators are provided for the pilot enterprise. The key role of the Best Available Techniques in developing new modern production processes and minimizing losses, waste generation and negative environmental impacts is shown. The contribution of the pilot enterprise towards achievement of the sustainable development goal (SDG) 12 “Ensure sustainable consumption and production patterns” is traced.
