Climate change and changing land use challenge the livability and flood safety of Dutch cities. One option cities have to become more climate-proof is to increase infiltration of stormwater into soil through permeable pavement and thus reduce discharge of stormwater into sewer systems. To analyze the market receptivity for permeable pavements in the Netherlands, this article focuses on the perception of end-users towards key transition factors in the infrastructure transformation processes. Market receptivity was studied on two levels: (1) on the system level, by analyzing 20 key factors in the Dutch urban water sector that enable wider application of permeable pavements; and (2) on the technology level, by analyzing 12 key factors that explain why decision makers select permeable pavements or not. Results show that trust between cooperating partners was perceived as the system level key factor that needs to be improved most to facilitate the wider uptake of permeable pavements. Additionally, the association of end-users with permeable pavement, particularly their willingness to apply these technologies and their understanding of what kinds of benefits these technologies could bring, was regarded the most important receptivity attribute. On the technology level, the reliability of permeable pavement was regarded as the most important end-user consideration for selecting this technology.

<p>Over the past decades various types of permeable pavements have been implemented in different municipalities in the Netherlands in order to improve infiltration capacity in urban areas and therewith being able to better treat stormwater runoff. With initial promising results this adaptation measure seemed to be the solution for urban flooding due to extreme precipitation. However, in practice, foreseen infiltration capacities were usually not met, often due unknown reasons.</p><p>To better understand the functioning of permeable pavements in practice, we have studied - as part of the project Infiltrating Cities - over 100 existing permeable pavement installations in the Netherlands. At each location, infiltration capacity was tested through a full-scale infiltration testing procedure (flooded area about 40 m<sup>2</sup>) while conditional on-site factors were collected (location, age, type of permeable pavement, street-type, traffic density, vicinity of urban green, regular maintenance regime, etc.). By coupling this information we analyzed how these factors influence the infiltration capacity of permeable pavements in practice, e.g. through accelerated deterioration of infiltration capacity through time. In addition, we evaluated for a selected number of installations, how various types of maintenance may counteract this deterioration, hence improving the infiltration capacity of permeable pavements.</p><p>Most of he studied permeable pavements function, with an average infiltration capacity of 540 mm/hour, above Dutch and international standards. However, the observed variation in measured infiltration capacity is high (35 mm/hour – 5707 mm/hour) and cannot alone be explained by differences in age of the permeable pavement installations studied. Our analysis shows that also the deterioration-rate of the measured infiltration capacity, with an average of 74 mm/hour per year, varies substantially among installations, caused by factors like the vicinity of urban green, traffic density, and maintenance regime. The results have been compared to international studies finding similar conclusions about infiltration capacity and dominant factors, but little information is available of the effect of maintenance to recover the initial infiltration capacity. Evaluating the infiltration capacity after the application of various maintenance techniques shows us that applying the right maintenance regime to permeable pavements may improve infiltration capacity with an average of 380 percent. Especially in the case of under-performing permeable pavements this may be the key to improving the functioning and lifetime of permeable pavements in practice.  </p><p>Our results can be used to improve model representations of urban hydrological processes, give insights in potential adaptation strategies to deal with challenges related to (extreme) precipitation, and provide guidelines to city design in the light of climate change and rapid urbanization. Hence, various disciplines and user-groups can benefit from our outcomes: From the hydrological scientists aiming at improving the representation of urban hydrological processes in models order to better understand and predict how (extreme) precipitation may lead to urban flooding – now and in the future; to the urban water managers who are about to decide on the optimal strategy to deal with extreme precipitation and minimize urban flooding; and finally, to the urban designers that are developing resilient designs for future-proof cities.</p>

Wind-assisted ship propulsion (WASP) technology seems to be a promising solution toward accelerating the shipping industry’s decarbonization efforts as it uses wind to replace part of the propulsive power generated from fossil fuels. This article discusses the status quo of the WASP technological growth within the maritime transport sector by means of a secondary data review analysis, presents the potential fuel-saving implications, and identifies key factors that shape the operational efficiency of the technology. The analysis reveals three key considerations. Firstly, despite the existing limited number of WASP installations, there is a promising trend of diffusion of the technology within the industry. Secondly, companies can achieve fuel savings, which vary depending on the technology installed. Thirdly, these bunker savings are influenced by environmental, on-board, and commercial factors, which presents both opportunities and challenges to decision makers.

In this study, the two key factors affecting the thermal performance of the insert rubber and stress distribution on the tire sidewall were analyzed extensively through various performance tests and simulations to promote the development of run-flat tires. Four compounds and two structures of insert rubber were designed to investigate the effects of heat accumulation and stress distribution on durability testing at zero pressure. It was concluded that the rigidity and tensile strength of the compound were negatively correlated with temperature. The deformation was a key factor that affects energy loss, which could not be judged solely by the loss factor. The stress distribution, however, should be considered in order to avoid early damage of the tire caused by stress concentration. On the whole, the careful balance of mechanical strength, energy loss, and structural rigidity was the key to the optimal development of run-flat tires. More importantly, the successful implementation of the simulations in the study provided important and useful guidance for run-flat tire development.

Abstract Iran's strategy with respect to Saudi Arabia is a key factor in the complex balance of power of the Middle East as the Iranian–Saudi rivalry impacts the dynamics of peace and conflict across the region from Yemen to Syria, Lebanon, Iraq and Bahrain. What is Iranian strategic thinking on Saudi Arabia? And what have been the key factors driving the evolution of Iranian strategy towards the Kingdom? In what marks a substantive shift from its previous detente policy, we argue that Tehran has developed a new containment strategy in response to the perceived threat posed by an increasingly prox-active Saudi Arabia in the post-Arab Spring period. Incorporating rich fieldwork and interviews in the Middle East, this article delineates the theoretical contours of Iranian containment and contextualizes it within the framework of the Persian Gulf security architecture, demonstrating how rational geopolitical decision-making factors based on a containment strategy, rather than the primacy of sectarianism or domestic political orientations, shape Iran's Saudi strategy. Accordingly, the article traces Iranian strategic decision-making towards the Kingdom since the Islamic Revolution of 1979 and examines three cases of Iran's current use of containment against Saudi Arabia in Syria, Yemen and Qatar.

The rapid growth of smartphones over recent decades has brought a large amount of e-waste as well as an increased carbon footprint. Facing severe environmental issues, sustainable development of smartphones has become a particularly important public concern. The main aim of this study was to clarify the key factor of sustainability for smartphones based on Taiwanese consumers’ perceived values. Apple’s iPhone was taken as an example. First, key factors of perception that smartphone consumers valued the most in terms of sustainable practice were extracted through a factor analysis. Second, demographic differences related to these key factors were investigated through t-test and one-way ANOVA analyses; demographic variables were gender, age, education level, occupation, and income level. The results were as follows: (1) the key factors were “recognition”, “brand advantage”, “service quality”, “usage period”, and “perceived price”; (2) there was a significant difference between genders on the key factors of perceived value (“recognition”, “brand advantage”, and “perceived price”). Specifically, females have higher perceived values of “recognition”, “brand advantage”, and “perceived price” than males; (3) there was a significant effect of income level on the key factor (“perceived price”) of perceived value. Specifically, respondents with an income level of NTD15,001–30,000 had a higher perceived value of “perceived price” than respondents earning NTD30,001–45,000. Among the five key factors, “recognition” and “brand advantage” are primary factors influencing purchase motivation; “recognition”, “brand advantage”, and “service quality” are primary factors that could influence brand loyalty; “perceived price” is the primary factor that affects purchase intention. This study contributes to the green market segmentation of smartphones. The limitations of the study relate to the size and distribution of the samples.

The use of Automated Guided Vehicles (AVGs) in Material Handling Systems (MHS) and Flexible Manufacturing Systems (FMS) can help to that purpose. This paper is intended to provide insight regarding the technical and financial suitability of the implementation of a fleet of AGVs. This is carried out by means of a fuzzy set/qualitative comparative analysis (fsQCA) by measuring the level of satisfaction of managerial decision makers.</p>

While Point-of-Interest (POI) recommendation has been a popular topic of study for some time, little progress has been made for understanding why and how people make their decisions for the selection of POIs. To this end, in this paper, we propose a user decision profiling framework, named PROUD, which can identify the key factors in people's decisions on choosing POIs. Specifically, we treat each user decision as a set of factors and provide a method for learning factor embeddings. A unique perspective of our approach is to identify key factors, while preserving decision structures seamlessly, via a novel scalar projection maximization objective. Exactly solving the objective is non-trivial due to a sparsity constraint. To address this, our PROUD adopts a self projection attention and an L2 regularized sparse activation to directly estimate the likelihood of each factor to be a key factor. Finally, extensive experiments on real-world data validate the advantage of PROUD in preserving user decision structures. Also, our case study indicates that the identified key decision factors can help us to provide more interpretable recommendations and analyses.

&lt;p&gt;Defining flash drought is important not only for the development of the science but also for ensuring clear and useful early warning information to end users. In preparation for a December 2020 U.S-based workshop on flash drought, the National Integrated Drought Information System (NIDIS) and National Drought Mitigation Center (NDMC) undertook a survey of NIDIS contacts to explore how flash drought is understood within and outside of the research community. End users represented in the survey include researchers (outside of flash drought specialty), policy-makers, decision-makers, communicators, and educators and public engagement specialists, largely working within universities or federal agencies across the U.S. Flash drought researchers were asked to describe how they intend for the term &amp;#8220;flash drought&amp;#8221; to be interpreted when they use it. End users (whether they had heard/used the term before or not) were asked to describe what they think of when they hear the term &amp;#8220;flash drought&amp;#8221;. Their answers emerged into themes, including: onset/intensification, duration, drivers, impacts, seasonality, predictability, intensity, spatial scale, and uncertainty about its meaning. In this presentation, we will elaborate upon these themes, and discuss similarities and differences in how flash drought researchers and end users conceptualize flash drought.&lt;/p&gt;

Whenever decision makers find out that they want to know more about how the business works and progresses, or why customers do what they do, then data miners are summoned, and business intelligence is to be built or altered. Data mining aims at retrieving valid, interesting, explicable connection between key factors for either operative reporting or supporting strategic planning. While data mining discovers static connections between factors, business intelligence visualizes relevant data for decision makers in order to make them identify fast changes and analyze precisely business states. In this chapter, the authors give a short introduction for data oriented decision support systems with data mining and business intelligence in it. While these techniques are widely used in business processes, there are much more bad practices than good ones. We try to make an attempt to demystify and clear the myths about these technologies, and determine who should and how (not) to use them.

This chapter discusses the complexity and challenges of exploring the impact of gender on women's ability to realise their potential in Nepal. It demonstrates the limitations of using binary divisions to exploring ‘gender' as a key factor that impacts upon women's lives. By analysing interviews with ‘inspirational' women in Nepal conducted between 2009 and 2012 the chapter highlights the importance of exploring intersectional factors that also influenced women's life experiences. Based on interviews with 34 ‘inspirational' women in Nepal the chapter explores how the term ‘inspirational' is defines and discusses the range of work being done by so many women in Nepal that is truly inspiring. Through a discourse analysis of their stories of childhood and education we can see what key factors have played a role in enabling these women to realise their potential and to overcome intersectional barriers to work in a range of diverse positions, from the first female District Development Officer to the first women to gain her doctorate from overseas, to women who have set up NGOS working towards a more equitable and just society to others who have set up their own businesses or becoming leading academics. The conclusion draws together some key recommendations for future research and policy makers as well as those seeking to promote more equitable sustainable development that truly includes women in the process as autonomous, heterogeneous actors in the development process
