The article describes the development of scientific and methodological recommendations of control over training highly qualified specialists in building information modeling (BIM) technology in the investment and construction sectors. The conceptual framework of BIM technology and its sub-processes are considered; the technical and economic advantages of practical application of information modeling are noted. BIM technologies are already used by a few Russian design and construction companies that develop their own BIM standards. In Russia the inevitability of moving architectural and construction activities, such as design, construction and operation of buildings and structures, to BIM technologies has been shown. The transition is proved to be hindered by the lack of national BIM standards, insufficient participation of the state in the indus-trial implementation of BIM technologies, as well as a shortage of qualified personnel with the necessary competencies in the field of information and communication technologies. There has been pointed out the emergence of new construction professions, whose labor functions are directly related to the practical application of BIM technologies, as a response to the modern market requirements. The analysis of the labor market has been done, the analysis results have been used to make a conclusion about the shortage of engineering and management personnel in the domestic investment and construction complex. To eliminate the gap between the complex's need for qualified personnel and the volume of their supply in the labor market there have been formulated a number of scientific and methodological recommendations, in particular, it has been proposed to create a state BIM educational center in which with the participation of Russian and foreign ex-perts, representatives of the investment and construction sector and software companies, profes-sional development of teachers and leading specialists in the construction industry will be carried out. To adapt to the requirements of digitalization of the industry, it is proposed to introduce the team work technologies into the educational process using BIM when mastering special engineer-ing disciplines and preparing the final qualification works. At the same time, the importance of in-tegrating the companies that develop specialized software, enterprises of the investment and con-struction complex, higher education organizations and public authorities in the transition of the in-vestment and construction complex to an innovative development path is emphasized.

It is specified that in Russia there is management, financial and economic crisis, deepened by aggressive policies of the USA and its satellites, the obvious one is the next stage of new geopolitical repartition of the world. The main reasons that led to the current state of the domestic economy are given. To improve the situation the most important aspect is innovative government policy, and knowledge management, in which special place is occupied by information resources and education of labor resources. It is determined that the new ideas that are being developed by highly qualified personnel, possessing deep knowledge in modern conditions, become a source of economic development of the region. The necessity of integration of educational institutions with research institutions on the basis of industrial complex and business structures in the form of a scheme "education – science – personnel – investment – firm - region – business", representing a set of interrelated and interconnected processes that form the overall innovation potential of any economic system, is proved. In the Russian economy, which is based on knowledge, the structure of employment is changing; an increasing share is for workers of intellectual labor in the structure of the working population, the proportion of employees with higher education increases, which is a natural result of development of productive forces in the course of scientific and technical progress. One of the modern requirements to the employees is their ability to train and re-train. The construction industry plays a leading role in the Russian economy. Its innovative development is defined by highly qualified personnel, trained at educational institutions. The process of training such specialists requires integration of systemic, context-oriented, competence-oriented, personal and environmental educational approaches. The integration should act as a leading principle while designing all the components of the education process at technical universities. Within the context of the requirement defined by the Federal Educational Standards, we argue that the most promising solution should be the development of the technological complex, including its basic element i.e. the scientific and educational cluster aimed at every curriculum. This center must be equipped with up-to-date machinery that allows carrying out researches. The main goal of the research is to design the technological complex, allowing ensuring the professional and personal development of future graduates. The main result of the research lies in developing new basics aimed at creating and using the technological complex to train civil engineering students. The results can be used at technical universities while designing and creating scientific and educational centers.
