The article discusses various aspects of the crisis in Russia. It is specified that in Russia there is management, financial and economic crisis, deepened by aggressive policies of the USA and its satellites, the obvious one is the next stage of new geopolitical repartition of the world. The main reasons that led to the current state of the domestic economy are given. To improve the situation the most important aspect is innovative government policy, and knowledge management, in which special place is occupied by information resources and education of labor resources. It is determined that the new ideas that are being developed by highly qualified personnel, possessing deep knowledge in modern conditions, become a source of economic development of the region. The necessity of integration of educational institutions with research institutions on the basis of industrial complex and business structures in the form of a scheme "education – science – personnel – investment – firm - region – business", representing a set of interrelated and interconnected processes that form the overall innovation potential of any economic system, is proved. In the Russian economy, which is based on knowledge, the structure of employment is changing; an increasing share is for workers of intellectual labor in the structure of the working population, the proportion of employees with higher education increases, which is a natural result of development of productive forces in the course of scientific and technical progress. One of the modern requirements to the employees is their ability to train and re-train. A special role in the formation of highly qualified personnel for the Russian economy is designated to information resources, the value increases significantly, they are easily replicated, have increasing marginal utility, they are characterized by positive externalities and discriminatory prices.

The article describes the targeted admission in the system of higher agricultural education in Russia as an institutional mechanism for the reproduction of the personnel potential of the country’s agro-industrial complex. The problem of reproduction of specialists in the agrarian sector has a deep contradiction and is characteristic not only for Russia or its individual regions, but at the global level. The empirical part of the study was carried out by the method of statistical analysis of data on the quality of targeted admission in the system of higher agricultural education in Russia in 2020. The article contains the characteristic of targeted admission in the system of agricultural education as an institutional mechanism for the reproduction of the personnel potential of the industry: all agricultural universities comply with the requirements of the legislation of the Russian Federation, carrying out the admission of applicants for targeted training; customers are local authorities, state authorities of the regions, state enterprises; employers are mainly business entities of the agro-industrial complex; for the period 2018-2020 the admission of applicants to targeted training in agricultural universities decreased by 37.4% due to the reduction in the targeted figures for general admission and low interest of applicants; for training programs for highly qualified personnel, the quotas for the study period were filled from 12.5% to 22.5%. Conclusion: the targeted method in the system of higher agricultural education of the Russian Federation as an institutional mechanism does not fulfil the assigned tasks and requires improvement.

The article examines the issues of state and legal regulation of the agricultural sector of the Russian Federation, as a basic component of the country’s agro-industrial complex, at the present stage. The authors analyze the problems associated with the peculiarities of the regulatory support of the agricultural sector, focus on the priorities of the state socio-economic policy in the current conditions of the need for import substitution, including agricultural products. The article examines the methods and limits of government intervention in agricultural production. The most effective methods of state influence and stimulation of the subjects of agrarian legal relations in order to attract highly qualified personnel to the field of agriculture are analyzed.

Russia's economic development over the past two decades has low rates. This situation is due to technological many systems, which complicates the timely reallocation of resources for the development of new techniques and technologies. Technological backwardness of Russian production entailed finding ways to update the scientific and technical potential, active transition to an innovative economy, methods of redistribution of resources to the development of new techniques and technologies. In the article the practice of implementing different directions out of the situation of scientific and technical gaps and create an innovative economy. As one of the most effective ways of saving the author considered scientific-industrial complex in the nuclear and aviation industries. The problem is to create a macroeconomic environment for the development of new technology industries, a further expansion that would generate intellectual rent worldwide. To resolve this issue on a priority basis to overcome a decline in innovation potential through the sharp increase investment in science and education.

The agro-industrial complex is the most significant largest inter-branch complex of the modern Russian economy. Indicators of the agricultural production dynamics under conditions of external sanctions pressure indicate that at present it is necessary to increase the strategy of improving the food security of the Russian Federation. At the same time, the implementation of the agro-industrial complex development requires the involvement of highly qualified specialists of a new type: with an appropriate education level, a tendency towards goal setting and the ability to respond to non-standard situations. This article describes the rationale for determining the level of professional compliance with the requirements of workers in the agro-industrial complex based on qualimetry methods. A comprehensive indicator of the quality of personnel at enterprises of the agro-industrial complex, as well as a method for determining the level of professional compliance, have been developed.

The construction industry plays a leading role in the Russian economy. Its innovative development is defined by highly qualified personnel, trained at educational institutions. The process of training such specialists requires integration of systemic, context-oriented, competence-oriented, personal and environmental educational approaches. The integration should act as a leading principle while designing all the components of the education process at technical universities. Within the context of the requirement defined by the Federal Educational Standards, we argue that the most promising solution should be the development of the technological complex, including its basic element i.e. the scientific and educational cluster aimed at every curriculum. This center must be equipped with up-to-date machinery that allows carrying out researches. The main goal of the research is to design the technological complex, allowing ensuring the professional and personal development of future graduates. The main result of the research lies in developing new basics aimed at creating and using the technological complex to train civil engineering students. The results can be used at technical universities while designing and creating scientific and educational centers.

The functioning of enterprises in the conditions of economic uncertainty and high risks associated with it, dependence on external economic conjuncture, low competitiveness of domestic goods and services of Russia give determine a range of problems that can be solved only through modernization reforms in industry. They are determined by the formation of a competitive type of industrial production in Russia and high-tech industries that are able to generate high technology and modernize the sectoral system of national reproduction. Modernization of the Russian industry is based on internal growth factors using modern technologies and business methods with a gradual increase of the innovation potential. The purpose of the study is to identify the main directions of modernization for the formation of a modern competitive industry as the basis for ensuring economic growth and improving the quality of life of the population. To achieve this goal, the authors used dialectical, system-functional, economic-statistical, and formal-logical methods. In this contribution, the authors summarized the main directions of the implementation of industrial policy, presented statistical data on the creation of industrial parks. To strengthen the industrial potential of the Russian economy, it is necessary to provide conditions for the development of modern production, increasing production and energy efficiency, and increasing investment in fixed assets. The authors developed measures for the modernization of the industrial complex and predicted results of this program. Among key activities there are the development of affordable investment and innovation infrastructure, the creation of industrial parks and the development of the institutional environment.

The problem of staffing in innovation management is one of the main resources of the modern Russian economy. Based on the data of the Ministry of Education and Science of Russia, in-depth interviews with representatives of large companies, and government authorities, the authors attempted to identify the most relevant and popular approaches to solving the problem of staffing the venture capital industry in the corporate sector. The article defines the general vector of development of the corporate venture capital sector in Russia, analyzes the contribution of universities and large companies to the creation of a talent pool. It is concluded that universities do not cover the need for training highly qualified personnel for innovation management, while large companies are building up competencies in the field, using and using effective training tools for working with venture projects.

Nowadays, anti-Russian sanctions, imposed by the EU and the USA, have a special impact on the agrifood market. This enabled domestic producers to establish profitable production of pig breeding, vegetable growing, plant growing, etc. This can be facilitated by a program to subsidize interest rates on investment loans for the construction and modernization of complexes for the maintenance of animals, farms and the purchase of breeding animals. High competitiveness of products and quick payback will lead to an increase in the level of investment in the industry. The main problem of full-fledged use of such programs is the lack of money in the state budget and the high state debt on investment loans. The income of agricultural producers is greatly influenced by the constant decrease in the incomes of agricultural consumers and, consequently, the decrease in demand for agricultural products. Falsification of food products has a special impact on the agricultural products market. Problems for the agro-industrial complex continue to remain: the modernization of production and technology, the provision of highly qualified specialists in the agricultural sectors. An important issue is the resource map of the regions, which is the study of each region separately in terms of using its competitive advantages. This will significantly increase the level of socio-economic growth of the country, because competitive advantages of each territory will be involved. Under the tightening of sanctions, Russia will not be able to completely replace imports with domestic products in the coming years. To a large extent this is due to a shortage of production capacity. Therefore, it is necessary to apply the strategy of export-oriented import substitution, which is connected with increasing the competitive advantages of domestic production. A full application of import substitution in Russia will be unprofitable for the economy and will be associated with increased inflation, a decrease in savings, a reduction in investment activity, a deficit in the balance of payments.
