The main research objective of the study presented in this article was the ethnopolitics of the Slovak Republic, one of the V4 countries, namely the legislative base and the institutional ensuring the functioning of a system of protection of the national and ethnic minorities’ rights. Slovakia is one of the postsocialist countries that has made the transition to democracy on the way to joining the European Union. The country’s authorities conducted a series of reforms in the ethnopolitical sphere in accordance with European standards. An ethnopolitical picture and separate ethnopolitical challenges in the Slovak Republic are similar, especially in the border areas. Thus, the main goal of the ethnopolitics of Slovakia is to secure the rights of all minorities, interethnic tolerance and ensure the intercultural dialogue. Representatives of national and ethnic minorities in the Slovak Republic have a number of rights and opportunities, directly dependent on citizens whether they can organize themselves and use existing mechanisms for the benefit of their own community. In addition, the state's ethnopolitical strategy provides bilateral cooperation with the homelands of individual minorities. The bilateral cooperation between Ukraine and Slovakia is one of the examples. Bilateral cooperation between Ukraine and the Slovak Republic in the field of protection and ensuring of minority rights is based on the work of the Intergovernmental Slovak-Ukrainian Commission for National Minorities, Education and Culture. The recommendations of the commission are an important tool for constructive dialogue between Slovakia and Ukraine, ensuring good neighborly relations.

Wśród nich znajdują się dokumenty przyjmowane na gruncie krajowym oraz rozwiązania o charakterze międzynarodowym. Celem niniejszego artykułu jest przedstawienie treści najważniejszych ustaw oraz dokumentów, które wpływają na położenie mniejszości narodowych na Słowacji, a także przybliżenie reakcji organizacji międzynarodowych na wprowadzane przez Bratysławę regulacje prawne. The legal status of national minorities in the Slovak Republic The location of national minorities in the territory of the Slovak Republic is regulated by numerous national acts, the most important of which are the constitution, the law on the use of national minority languages and the law on the state language. References to national minorities can be found in many other acts, such as the Act on counteracting discrimination, the Act on Upbringing and Education and the Act on Radio and Television. The issue of minorities is also raised in bilateral agreements, an example of which is the agreement on good neighbourliness and friendly cooperation between the Slovak Republic and the Republic of Hungary. The legal situation of minorities in Slovakia is also influenced by international organizations to which Bratislava belongs. In this case, the Council of Europe’s most significant influence, the European Union, the Central European Initiative and the United Nations. Over the years, the Slovak authorities have also created institutions responsible for activities for national minorities, and among them, an important function is performed by the Government Plenipotentiary of the Slovak Republic for National Minorities. This article aims to analyse the legal acts and institutions regulating the legal status of national minorities in Slovakia. The publication is also intended to show that the issue of minorities is covered in many legal solutions, and the Slovak authorities have developed a system of protection and support for this community over the years. The author used the institutional and legal method.

Research background: If globalization presents really a new and not reversible process that creates a more homogenous world, strategies of enterprises should appropriate to this phenomenon, too. European legislation has significantly contributed to the creation of the mutual market and increasing freedom of movement of services within the European Union. Its basic principle can be applied to the harmonization of basic requirements for services and the subsequent normalization – the creation of common European standards. This also applies to the area of non-profit organizations. These organizations are an important part of the public sector, which in the form of various activities, in particular the providing of various services, performs tasks related to addressing manifestations of market imbalances. In contrast to the “traditional” business sector (profit sector), the task of the non-profit sector is not to generate profit but to provide consumer tasks. Purpose of the article: The objective of the article is to clarify and present the specifics of functioning and management of non-profit organizations in the conditions of the Slovak Republic. Methods: During the elaboration of the paper, the methods of compilation of analysis, synthesis and description were used on the basis of the search of the relevant literature. Part of the paper is a survey, which we conducted through a questionnaire on a selected sample of non-profit organizations in the Slovak Republic. Findings & Value added: The results of the survey we have transported into general practice recommendations for non-profit organizations to improve their operating in the conditions of Slovakia while accepting the process of globalization.

Goal of the paper is to identify opportunities and threats following from the European integration process and influencing the agribusiness entities in the accession country – Slovak Republic. These topics have begun one of the current themes connected with the approaching date of the Slovak Republic accession to the European Union. It is related to the fact, that agrarian but mostly food processing markets have their own specificities, appearing with their typical high sensitivity to the outside environment influence and strong enterprise motivation to competition. In the paper, there are also outlined tasks for business management to analyze external environment, to identify the decisive strengths and weaknesses, to overcome difficulties to adopt European standards and to use opportunities in a wider market place.

Within contemporary geopolitical processes, respect for the rights of national minorities is no longer the discretion of a state, but rather is an indirect or direct international regulation of the minority issue. In the beginning of the 1990s, the political economical crisis and disintegration of the former SFRY opened the national question, that was considered to be permanently and successfully solved, in the most dramatic way, and ethnic conflicts and clashes followed the desintegration of the country. With the formation of a new states on the territory of the former Yugoslavia, the existence of numerous and different national minorities ("old" and "new") required a different approach to their protection and integration in complex political circumstances. Thus, the position of the so called new minorities drastically changed since they formed constituent nations in the former SFRY, while after secession they remained separated from their home nations and became national minorities almost overnight. Out of Serbia, in former Yugoslav republics live nearly half a million persons belonging to Serbian nationality as new national minority. The paper discusses the position and rights of the Serbian minority in the post Yugoslav states (Slovenia, Croatia, Northern Macedonia, Montenegro) as well as in some neighboring member states of the European Union (Hungary, Romania, Bulgaria). In addition to the analysis of basic demographic indicators (number and spatial distribution) that determine the realization of the rights and freedoms of each minority, the paper examines the issue of protecting the national, cultural and linguistic identity of Serbs, as well as the ways of its preservation and improvement. Although the social and legal status of the Serbian minority is determined by European standards, the analysis points to their undefined status, since they still do not recognize the status of a national minority in some countries, and that they are in practice faced with more or less assimilation. In order to fully realize minority rights and improve the position of the Serb minority, ratified international documents, bilateral agreements, national laws, as well as well-designed policies and assistance from the home state are of great importance.Respecting basic human rights and freedom, as well as national minority protection, represent the basic factors of stability, security and democratic and socio-economic development of every country.

The research aims at presenting and exploring the mechanisms for protection of the rights of national minorities (based on the example of Ukrainian minority) in the Warmia and Mazury Region of the Republic of Poland. The research hypothesis is based on the statement that in fact the protection of rights of national minorities at the level of the Warmia and Mazury Region could be treated as a model, and thus implemented in other regions in Poland, or even in other countries facing the problems related to the protection of national and ethnic minorities. The main research problems are addressed within the questions: how is Ukrainian minority distributed in the studied region?; What are the state and local government institutions working for national minorities in the studied region of Poland?; What activities do these institutions undertake to ensure equal treatment of national minorities and provision for their rights?; How are these activities assessed by organizations/representatives of the Ukrainian national minority? The leading research method was the institutional and legal one. The research also contained the interviewing method as well as the focus group interview. Obtained results of the study confirmed the research hypothesis. It turned out that the Warmia and Mazury Region has created an effective institutional environment for the development of national minorities, including the Ukrainian one. It was possible thanks to the activity of the only Polish Plenipotentiary of the Marshal for national minorities and also the only National and Ethnic Minorities Committee of the Regional Council in Poland.

Abstract The international literature is paying significant and increasing attention to the analysis of the regions’ innovation potential, and its active contribution to economic growth and competitiveness. Beside the classical, technical innovation, also the social innovation is getting even more emphasis. It can solve as alternative basically in the case of the peripheral territories. The convergence of peripheries is a stressed priority in the European Union. The territorial disparities are resulting in significant social and political problems also in the case of the Visegrad countries’ regions. The authors in their research represent a possible method for the measurement of regional (NUTS-2) level social innovation potential on the example of the Visegrad countries, and they also analyse the causes and consequences of disparities. The applied complex social innovation index can be calculated as a result of three pillars (economic, social, culture and attitude), and several components. As a result of the created patterns can be concluded that compared to the economic indicators, the disadvantage of the peripheries is not so significant in the case of the social innovation index, because of the complex character of the index. In the second part of the research, the authors analyse and evaluate also the methods, which can be adequate for increasing the social innovation potential.

The Austrian government is extremely sceptical about the accession negotiations which are conducted by the European Commission on behalf of the European Union with Turkey and calls for the negotiation process to end. Serious reservations of Vienna have been raised by the current political situation in Turkey under the rule of President Recep Tayyip Erdogan, as well as by the standards of democracy in Turkey, which differ greatly from European standards. Serious deficiencies in rule of law, freedom of speech and independence of the judiciary, confirmed in the latest European Commission report on Turkey, do not justify, from Vienna’s point of view, the continuation of talks with Ankara on EU membership. In fact, Austria’s scepticism about the European perspective for Turkey has a longer tradition. This was marked previously in 2005 when the accession negotiations began. Until now, Austria’s position has not had enough clout within the European arena. Pragmatic cooperation with Turkey as a strategic partner of the EU, both in the context of the migration crisis and security policy, proved to be a key factor. The question is whether Austria, which took over the EU presidency from 1.7.2018, will be able to more strongly accentuate its reservations about Turkey and even build an alliance of Member States strong enough to block Turkey’s accession process.

There are many studies which implement and assess existing measurement manners and document the progress of entities towards the circular economy (CE) at various levels, or present or propose new possibilities of measurement. The majority of them refer to the micro level. The aim of this paper is to conduct a multidimensional comparative analysis of the implementation of circular economy by EU countries. After an in-depth critical analysis of the literature, CE indicators which were proposed by the European Commission were adopted as a basis. Owing to the research population-Member States of the European Union (EU-28), focusing on the said indicators was declared reasonable in all aspects. The classification of EU countries according to the level of their advancement in the concept of CE was adopted as a main research task. In order to do so, a relevant index of development of circular economy was created (IDCE). This will allow us, inter alia, to trace changes in the spatial differentiation of advancement of the EU countries in implementing CE over the years, to identify CE implementation leaders as well as countries particularly delayed in this regard. The comparative analysis was conducted by means of statistical methods. On the basis of the analyses, it was concluded that among all EU countries, those of the old EU are the most advanced in terms of CE. The analysis confirmed significant rising trends for IDCE only in the case of Belgium and The Netherlands.

Suburbanization, as a set of several factors, influences and changes the landscape structure of smaller municipalities in the hinterland of larger cities. The purpose of this paper is to evaluate the built-up areas related to suburbanization within three time horizons—in 2002, 2005, and 2020—in 62 municipalities of the district (including two cities, Nitra and Vráble). This study examines the process of spatial changes in landscape features (residential, industrial, agricultural, transport) related to suburbanization between 2002 and 2005 and between 2002 and 2020. The input analytical data were digital orthophotomaps from 2002 and 2005 and the current orthophotomosaics of the Slovak Republic from 2017 (GKÚ, Bratislava), updated for the year 2020 using Sentinel 2 satellite image data (European Space Agency). The impact of suburbanization processes between 2002 and 2005 did not reach the dimensions of the changes that occurred due to suburbanization processes between 2002 and 2020 or 2005 and 2020. The main research objective of the article is the identification and assessment of these changes. We determined which landscape features related to suburbanization affected spatial changes in municipalities of the district Nitra. The total area affected by one of the suburbanization processes monitored by us reached 92.52 ha in the period between 2002 and 2005. Between the years 2002 and 2020, the area reached a total of 2272.82 ha, which is an increase of 2180.30 ha in 2020 compared to 2002. This included mainly the expansion of settlements or housing (60.15%), industrial areas (29.31%), transport facilities (4.35%), agricultural areas (0.73%), and other areas (5.46%). These results show expanding suburbanization for the period from 2002 to 2020 and that this process has been gaining momentum in the municipalities of the Nitra district, especially in recent years, which changes the look of rural municipalities and the character of a typical rural landscape.

There are three constitutionally recognized national/ethnic minorities in Slovenia: the Italians, the Hungarians and the Roma. In addition, there are other ethnic groups that could perhaps be considered as “autochthonous” national minorities in line with Slovenia's understanding of this concept. Among them is a small community of “Serbs” – the successors of the Uskoks living in Bela krajina, a border region of Slovenia. In this article we present results of a field research that focused on the following question: Can the “Serb” community in Bela krajina be considered a national minority? On the basis of the objective facts, it could be said that the “Serbs” in four Bela krajina villages are a potential national minority, but with regard to their modest social vitality and the fact that they do not express their desire for minority status, the realization of special minority protection is questionable.
