Population policy is a requirement and demand of the times we are living in. Serbia's response to the problems of demographic development is based on numerous adopted documents of strategic type regarding the policy towards population fertility, mortality and population ageing. Their adoption, however, represents only the first step. A good first step, it seems. All important resources of the population policy are recognized in the strategies. Numerous measures and activities have been stated, many worked out. A multi-sector approach has been accepted, defined and coordinated in their realization. However, the realization of expected results will greatly depend on the operationalization of proposed measures and activities and of course, their putting into effect. On the contrary, in the strategic document which the state adopted towards migrations, there has not even been an attempt to find solutions regarding a more complete political response towards internal and external migrations. What is the least necessary is carrying out measures and activities in order to mitigate problems which arise from a disturbed spatial population distribution and population drain. The time factor in population policy is especially important because, on the one hand, accomplishment of positive effects and mitigation of demographic disturbances requires time and, on the other hand, any delay of changes worsens the demographic basis and increases the strength of its inertness.

Like many developed countries in the world, China currently faces many serious demographic challenges that pose a potential risk to the country’s socio-economic development and stability. The current demographic development and trend is characterized by a change in the reproductive behavior of the population, characterized by a decline in birth rates, a change in family behavior, and a shift in the value system. This paper is aimed at identifying the impact of population policy and the degree of its influence on both the economic and social system of the country. Based on a deterministic approach, the findings reveal and demonstrate the serious demographic challenges facing China, and we are noting that there is no guarantee that parametric adjustments, such as shifting the retirement age, will de facto ensure the financial health of the pension system by preventing bankruptcy. We point out the risks and prospects for the sustainability of China’s socio-economic development based on an analysis of past and current Chinese demographic policy.

This paper aims to examine the clash between languages and cultures as identified in the treatment of news events, with particular reference to the Falklands, or Malvinas in their Spanish denomination, in British and Spanish Internet news portals. English, as a global language, and Spanish, as its main European rival, exemplify a conflict between two languages and cultures that attempt to achieve or maintain world dominance, a battle that has been taken to the Internet arena in recent years. Thus,El Paísnewspaper launched an English version for their Internet readers whereas the BBC produced a Spanish version of its English news service. The conflict between the two languages is decisive when reporting on highly sensitive areas in each culture, such as the issue of Gibraltar’s sovereignty or the news events originating in or around the Falkland Islands. The paper pays particular attention to the latter and the way in which translation is embedded within or is part of the conflict itself. For that purpose, the paper surveys the reports posted in the Spanish news web sitesAbc,El País,andEl Mundo, on the one hand, and the English portals ofThe Guardian,The Times,Daily Telegraph,The Independentand the BBC on the other. The results will be compared with the translated news in the English edition ofEl Paísand in the Spanish version of the BBC (BBCMundo) respectively to determine the position of the two media with regards to this issue.

Abu Zayd believes that understanding the Qur'an is not limited to explanations or comments. It involves an interpretation process for capturing the significance (maghza) from the literal text. Interpretation also requires a presupposition that the Qur'an itself does not produce literal absolutes and certainty. The presupposition needs an interpretation that illustrates the possibility of accepting the diversity of Qur'anic interpretations in the times. By using Abu Zayd's hermeneutics, the Qur'an is an icon of Islam and at the same time a representation of Arab culture itself which is not necessarily literally absolute, but is open to interpretation. Hans Georg Gadamer's hermeneutic circle that inspired Hermeneutics of Abu Zayd emphasized that in understanding and applying the meanings of the text, the subject played a role in the text rather than the other way around. This study aims to open opportunities that the Qur'an on the one hand is an objective thing seen from the content of its truth, that is seen from its universal message, but on the other hand it is subjective, because it is bound by the interpretation of the text. This research is also intended to avoid the sacredness of the ordination of a single interpretation of the Qur'an which has resulted in the emergence of fundamentalism which has recently become so prevalent in global Islamic societies, not least in Indonesia.

The restructuring of basic health care structures represented by public institutions nearby care in Algeria, according to Executive Decree 07/140 of 19 May 2007, could have effects both positive and negative: positive effects as we quote the approximation of diversified health services towards the citizen. As for the negative effects they live in ignorance of the real role of this kind of structure, namely the prevention in the broad sense of the term before the one of care. Among the results of our case study on the 7 wilayas of eastern Algeria, we noted: a small financial allocation and a shortage of medical and paramedical human resources, which have frozen the role of these NHPF, and which have favored the caregiver’s recourse to hospital emergencies. On the other hand, we have also noticed the sufficient number of these structures throughout all the communes of the country and their proximity to the living environments, despite the derisory number of services rendered, which were able to meet certain needs of the inhabitants.

Abstract Today, Algeria is one of the developing countries that are engaging seriously into a new approach consisting of all kinds of combined risk assessments for better prevention them. Note that, this is a fairly important parameter, that is, the safety of people and property. However, the magnitude of the risk, of whatever nature, affects a variety of diversified aspects (Human, economic, technical and environmental). This study presented a case study, which is sometimes paradoxical, seeing that it is the result of the combination of all risk factors and specific factors related to them connected to a fragile urban environment: Hassi-Messaoud. It is well known that Hassi-Messaoud is one of the most important city for Algeria's economy; in which the demographic development is mainly known by incessant flows of immigrants, motivated essentially by job search. This arbitrary of population distribution exposes this city to a certain danger; especially as Hassi-Messaoud is in a zone subject to a probable risk expressed here by being characteristic of an oil zone. Thus, this article aimed to provide elements of risk assessment related to oil activity. This approach could conclude that, through a schematic scale, the different types and levels of exposure and vulnerability could be identified, that is, characteristics of the urban space in question.
