The presented study analyzes the possibility of Project 5-100 implementing, initiated by the Decree of the President of Russia. It is aimed at increasing the competitiveness of leading Russian universities in relation to the world's leading scientific and educational centers and solving a number of other important tasks in the development of education and science in Russia. The main rankings evaluating higher educational institutions have been studied, among them the most authoritative universities in the world have been identified. A list of Russian higher education institutions that are assessed or have a chance to be included in these ratings has also been established. It was revealed that as of 2020, the only Russian university that consistently occupies a worthy place in one of the generally recognized world rankings is the Lomonosov Moscow State University. At the same time, the authors have made a quantitative assessment of the likelihood of inclusion of Russian higher educational institutions in the world university rankings. It has also been established which of the world rankings domestic universities can reach high places as quickly and successfully as possible. As a result, the objectives of Project 5-100 seem to be the most attainable within the framework of this rating. To solve such an important task, it was proposed to analyze in detail the methodology for giving marks to higher educational institutions present in it. In addition, it has been proven that it is necessary to develop measures to improve the assessment of domestic universities in a number of world research and educational centers.

The article deals with the development of science in higher educational institutions of Bashkiria in the 1960- 1980s, also the problem of the growth of the number of scientific and scientific-pedagogical personnel. The paper shows the dynamics of creating of research sections (departments), research industrial branch and problem laboratories, research production units in the universities of the republic. Thus, the first research laboratory in the higher educational institutions of the republic appeared in 1960, and the first research sections (departments) in 1963. The paper shows that in institutional terms, research activities were particularly intensively developed in the Ufa Oil and Aviation Institutes, the Bashkir State University. For some time, from 1963 to 1967, the former research institutes of the Bashkir branch of the USSR Academy of Sciences were part of the BSU; namely the Institute of Organic Chemistry and the Institute of Biology. However, the most rapid emergence of research laboratories in most universities of the republic dates back only to the 1980s, when they were established in the Bashkir State University, Medical and Agricultural Institutes. The article describes peculiarities of the formation of scientific trends and schools in various higher education institutions of the region. Thus, in the Bashkir Agricultural Institute, scientific research was closely related to agricultural production, in the Medical Institute - with medical and preventive practice in the republic. The Ufa Aviation and Petroleum Institutes, partly the University, served the production interests of large industrial enterprises. The article reveals that during the period under review, there occurred a certain integration of college science with academic and branch science, production, also increase the volume of contractual self accounting work took place The problem publication the results of scientific research remained acute during the study period. The issue of the implementing of the results of scientific activity in to production is touched upon. A number of difficulties in the development of science in higher educational institutions of the republic are identified in the article: the weakness of the experimental and production base, its inefficient use, the increase in the time of implementation of developments in to production, the low level of cooperation and coordination of scientific activities.

The proposed essay is a publication of bibliographic information about scientific works (dissertations, monographs, collections of scientific articles, periodicals) concerning the Byzantine history and published in Volgograd or with the direct participation of Volgograd researchers. The origin and development of studying the Byzantine history in Volgograd is associated with two higher educational institutions – Volgograd State University and Tsaritsyn Orthodox University of St. Sergius of Radonezh, within the walls of which large and internationally recognized periodicals appeared.

<p>The article is devoted to the problem of adaptation of first-year students to the conditions for mastering educational programs at the university. It is based on the results of monitoring of students of Russian higher educational institutions within the framework of the research "Change in Composition and Life Priorities of Students of Higher Educational Institutions and Their Social Stability ", executed by the Penza State University of Architecture and Construction. More than 400 students from 13 state universities in 5 federal districts of Russia took part in the monitoring.</p><p>The article features the results of monitoring of Russian students concerning their readiness for higher educational institutions. The results of the monitoring showed that the problem of adaptation of first-year students is a major issue, which still remains a subject for discussions while being the foundation of education in junior courses. The paper defines the concept of adaptation, presents the types and functions of the student's social adaptation and summarizes the conclusions of the study. Some proposals to improve the adaptation of first-year students have been developed and implemented.</p>

Recently, universities all over the world challenge the problem of reducing energy consumption through the introduction of energy efficient technologies. Higher educational institutions, especially in emerging and developing economies, often face significant barriers to achieving this goal. In developing countries, these obstacles are partly due to technical constraints. However, most of them belong to the organizational, economic, financial, social and educational ones, as is the case in emerging economies. This situation brings up to date the issues of identifying barriers to energy saving on university campuses as well as forming a set of organizational, economic and motivational measures for the energy saving potential implementation in higher educational institutions. On the example of Sumy State University (Ukraine), the study proves a crucial role of the initiative team of energy managers, the necessity of recognition and constant support of the university’s energy efficient development by the topmanagement and wide involvement of teachers and students in energy saving activities. Creating a revolving energy efficiency fund at the university may significantly help to overcome the luck of investment and long-term payback of energy efficient and green energy technologies. In addition, both the promotion of the university’s energy saving achievements by establishing effective communication with all stakeholders and the formation of a system of moral and economic incentives for energy saving essentially contribute to the successful development of energy efficiency policy of the educational institution. The experience of Sumy State University as a case study proves that a systematic approach to the organization of energy saving activities in the university campus based on the continuous improvement of management mechanisms allows achieving the goals of energy efficiency, even with many barriers.

The place and role of the department of modern and contemporary history of the faculty of history of the Belarusian State University in the formation and development of teaching modern and contemporary history of foreign countries in various higher educational institutions of Belarus in the period 1930–70s are analysed. The evolution of the department as a leading scientific and educational center in its field is considered. The article describes the work of teachers of the Belarusian State University in the Minsk State Pedagogical Institute named after A. M. Gorky, Vitebsk State Pedagogical Institute named after S. M. Kirov, Republican Party School of the Central Committee of the Communist Party (Bolsheviks) of Belarus, Minsk State Pedagogical Institute of Foreign Languages, Gomel State University and etc. The conclusion is made about the important role of the Belarusian State University in the formation of teaching modern and contemporary history in higher educational institutions of Belarus in the initial period of their activity.

The article presents the results of a study and comparative analysis of morbidity with temporary disability of students of higher educational institutions in Voronezh in general and students of the Voronezh state medical University (VSMU), Voronezh state University of engineering technology (VSUET) and Voronezh state architectural-construction University (VSACU) in particular, in the dynamics from 2010 to 2015. Students of the Voronezh state medical University, the survey evaluated the most critical the condition of their health, have the greatest levels of morbidity with temporary disability and at the same time the least duration of one case of temporary disability.

Aim. The article deals with defining the most informative tests for a qualitative assessment of technical preparedness in basketball players by studying a factor structure of their professional skills. Materials and Methods. The pedagogical experiment was conducted on the premises of Vyatka State University in Kirov from September 2017 to May 2018. 53 students participated in this research. The following research methods were used: the theoretical analysis and generalization of scientific and methodical literature, pedagogical testing, ascertaining pedagogical experiment, methods of mathematical statistics. Results. We revealed the following informative tests for the assessment of technical preparedness in basketball players: high-speed throws, high-speed pass, high-speed dribble which are the most acceptable for the training of basketball players at higher educational institutions. Conclusion. The objective nature of the procedures proposed for selecting tests for the assessment of technical preparedness in basketball players makes it possible to recommend them for training basketball players at higher educational institutions and conducting scientific research.
