The article deals with the current assessment of the level of development of the social potential of the population in the Russian regions. The study includes analysis of the current state of social development of the Far East regions; forming, on the basis of the author’s approach of the wealth index and index of social capacity for each far East region using standardized statistical indicators Rosstat; comparison of human development index and well-being index population; grouping of regions by the level of achievement of indices of welfare and social potential. It is shown that the use of a standardized statistical base contributes to the distortion of information about the real characteristics of the social space in the Far East

Decisions made after World War I at the Paris Peace Conference had serious political consequences on a global scale. In Europe, new state entities disintegrated and created, the balance of power of the main po-wers changed, with the United States of America taking the first posi-tion. A bipolar system of international relations developed gradually. It reached its final form after World War II. Under the influence of the idealistic vision of the world of American President, Woodrow Wilson, the League of Nations was created. It was a universal international organization the main task of which was to ensure the "territorial integrity and political independence” of its members and to supervise the implementation of the provisions of the Versailles Treaty, regulating the global principles of international political and economic relations. They were expressed by W. Wilson in the so-called "14 points", announced in Congress on January 8, 1918. However, China was not among the beneficiaries of the "new world order" despite the fact that the Middle Kingdom participated in the war on the side of the Entente countries. The decisions made during the Paris conference were against China's raison d'état. For this reason, the country was still an economic base for strengthening its position as superpowers, especially Japan, which had been granted the rights to German concessions in China. The public protest resulted in the revolutionary May 4 Movement, which spread from Beijing to all major cities of the Republic of China, revealing the new face of Chinese society. The 100-year anniversary of these events gives rise to considerations aimed at determining the proper causes of the outbreak of the May 4 Movement and its impact on shaping internal social relations and changes occurring in the social and political space in China. The consi-derations presented in this lecture focused mainly on a synthetic appro-ach to the issue of changes occurring in the international environment, especially the policy of the powers towards China and phenomena obse-rved in Chinese society, resulting in the May 4 Movement. The material, published in subsequent volumes of "Studia Gdańskie. Wizje i rzeczywi-stość", is presented in four parts, due to the need to analyse a wide range of factors influencing the shaping of the social movement in China. In the first part, an attempt was made to indicate the conditions of the state of China's international environment and changes in the system of international relations in the Far East region in the period preceding the outbreak of World War I until its end. The changes observed in the Chinese political and economic system under the pressure of external factors and reactionary internal phenomena will be presented in the following part of the lecture. The third part will focus on the analysis of the phenomena occurring in Chinese society, especially in the context of the creation of civil society and the rejection of the Confucian tradition under the influence of liberal, socialist ideology and communism, of which the May 4 Movement was a consequence. The conclusion will involve an attempt to show the influence of the May 4 Movement on the socio-political phenomena seen during the rule of the Communist Party of China.

This article is all about assessment of the FPV residents' contribution to development of named region. Despite the fact that the FPV is one of mechanisms of public stimulus for the socio-economic development of the Far East, providing a business support package, currently it doesn't have a significant impact on the regional development. The actual performance of residents' activity does not meet the planned results

AbstractThe why and the how of knowledge production are examined in the case of the transnational cooperation between the directors of observatories in the Far East who drew up unified typhoon-warning codes in the period 1900–1939. The why is prompted by the socioeconomic interests of the local chambers of commerce and international telegraphic companies, although this urge has the favourable wind of Far Eastern meteorologists’ ideology of voluntarist internationalism. The how entails the persistent pursuit of consensus (on ends rather than means) in international meetings where non-binding resolutions on codes and procedures are adopted. The outcome is the co-production of standardised knowledge, that is, the development of a series of processes and practices that co-produce both knowledge and ideas about the social order in a force field characterised by negotiations and power struggles.

The paper is based on archival materials about the activities of the Kuibyshev Planning Institute of the 1930s. It reconstructs the biography of the Russian and Soviet diplomat, military and academic of the first third of the 20th century, Vasily Lvovich Pogodin (1870 - after 1937). The study reveals a set of documentary evidence on the diplomatic and pedagogical career of V. Pogodin in the first years of the Soviet power, and determines the features of his pedagogical and party activities in Kuibyshev in 1933-1937. The author highlights a special role of the Planning Institute party committee materials as well as the high school workers trade union in the reconstruction of Pogodins biography. The paper emphasizes that Pogodin was considered to be one of the best lecturers of the Kuibyshev Planning Institute and a credible party worker. It is noted that his noble origin, service in the tsarist army and membership in the party of the Social Revolutionaries until 1937 were not the reason for penalties or prosecution by the party or the university administration. As a result, the author concludes that the fate of Vasily Lvovich Pogodin shows an extraordinary character of his personality. He made a brilliant military career in the years of the late Russian empire and became a major general of the Russian imperial army. Then he managed to integrate into the new Soviet system, radically changing the sphere of his activity and having achieved no less outstanding results in diplomacy and education. He became the plenipotentiary representative of the Far Eastern Republic in China, the director of a number of educational and cultural institutions of the Far East, then a professor of political economy in Kuibyshev.

On the territory of the Republic of Buryatia, six nosological forms of infectious diseases have epizootic significance among cattle. The most widespread are leptospirosis, rabies, and isolated cases of pasteurellosis. Natural foci of rabies were formed, confined to the environmental conditions of the neighboring territories of Mongolia and the TRANS-Baikal territory. Epizootic process tends to polyhostal manifestation with the threat of expanding the focus and complicating the epidemic situation in the entire region of Siberia and the Far East. In 2018 169 heads of cattle were identified with a positive reaction to leptospirosis in 13 administrative districts. Preventive immunization of animals with the control of immunity tension in areas with a high risk of introduction of infectious diseases is the basis for maintaining epizootic well-being throughout the region.

Currently, the socio-economic development of the country, any of its subjects is closely linked to the dynamics of demographic processes. The paper provides a traditional analysis of statistical data on the formation of the population of Khabarovsk krai, shows the current distribution of the population of the region on its territory. The study presents the results of the analysis of the processes of natural population movement and shows the role of migration flows (intraregional, interregional and international) in the formation of the dynamics, quantitative and qualitative characteristics of the population of Khabarovsk krai in comparison with the general Far East indicators. The paper identifies the main areas of migration attraction of the population of Khabarovsk krai. There is shown the dynamics of the population of Khabarovsk krai in comparison with other subjects of the Far East. The analysis of the natural reproduction of the population in Khabarovsk krai, presented in the paper, shows the dynamics of fertility and mortality in the region and their opportunities for formation of the demographic potential in the future. The article discusses the current and prospective age structure of the population of Khabarovsk krai, compares it with similar indicators for the Far East region as a whole. Analysis of the transformation of the population structure by age revealed the situation with the reduction of labor potential, which entails the necessity to attract labor using interregional and external migration. On the basis of the established trends in the dynamics of the population, an assumption is made about the possible risks of achieving the indicators provided for by the Concept of demographic policy in the Far East of Russia. The prospective population of Khabarovsk krai is offered for consideration in two variants, the need for implementation of the task to secure population is substantiated.

The authors proposed the approach for assessing the state and development potential of the macro-region. The specificity of the Far-Eastern macro-region is revealed in comparison with the other macro-regions of Russia. The assessment includes the natural and resource potential of the macro-region, the availability of infrastructure, the habitability of the territory as well as the indicators of economic and social development. Competitive advantages and limitations in the development of the Far East are presented. Proposals on the directions of implementation of the public policy of spatial development of the Far-Eastern macro-region, including the social and economic potential and the limiting factors, are formulated.
