URBAN SPHERES OF INFLUENCE IN THE FAR EAST: CURRENT STATE AND DEVELOPMENT PROSPECTS

This article shows the current state of black currant breeding in Asian Russia on the basis of scientific research of scientists from Siberia and the Far East in historical terms is shown in the present contribution. A comprehensive description of new winter-hardy and high-yielding varieties with high adaptation to biotic and abiotic stresses, for cultivation in the harsh climatic conditions of the Asian part of Russia, is presented. The prospects of using endemic black currant species R. procumbens Pall. and R. pauciflorum Turcz. ex Pojark, which give new traits and properties during adaptation, in breeding were created and are studied and identified in this article.

The article presents research data on studies of the current state of the species composition of medicinal plants growing in the south of the Far East on the territory of the forest area of FSBEI HP «Primorskaya State Agricultural Academy» in mountain cedar-latitudinal forests. Biological harvest, production harvest is calculated, size of usage is established and period of restoration of medicinal plants is determined. The work shows how much raw materials can be harvested during one-time operation of thickets. Analysis was carried out, which made it possible to determine the main species composition of plants in hazelnut cedar with linden and oak and in different-shellfish cedar with yellow birch, to distinguish from them the types of medicinal plants characteristic of these types of forest. It was established that 18 types of medicinal plants are promising for volumetric harvesting of above-ground and underground organs. The yield of the remaining species is insignificant and is possible only with the observance of the rules for harvesting during the take-away measures to increase their phytomass.

The article deals with the current assessment of the level of development of the social potential of the population in the Russian regions. The study includes analysis of the current state of social development of the Far East regions; forming, on the basis of the author’s approach of the wealth index and index of social capacity for each far East region using standardized statistical indicators Rosstat; comparison of human development index and well-being index population; grouping of regions by the level of achievement of indices of welfare and social potential. It is shown that the use of a standardized statistical base contributes to the distortion of information about the real characteristics of the social space in the Far East

The article argues that the United States entered the post-war world in a completely new role for the state, surpassed all other countries in the main indicators of strength – military, economic, technological and cultural. World wars turned them into the center of Western civilization, which opposed Soviet power, which secured significant spheres of influence in Eastern Europe and the Far East as a result of World War II. It is argued that the main areas of geopolitical rivalry between the two centers of power are the regions that are on the periphery of Eurasia: the clash line in Europe, the Middle and the Far East. Throughout the entire period of rivalry, the United States has transformed from an episodic into a constant factor in European politics, institutionalizing its presence in the Old World and building relations with Western European allies on the basis of “Atlantism”, “interdependence” and “burden sharing”. It was proved that the main task of the US administrations in the post-war period was the creation of a “power perimeter” around the zone of Soviet control, maintaining its functioning and further strengthening. First, its line ran in Europe, then in East Asia, and later was expanded to the Middle East, having adequate support with American military bases and military-political blocs. It is noted that the confrontation between the two superpowers took place including the alternation of conflict and cooperation, reflected the desire of the victors to consolidate the subordinate position of the defeated – mainly Germany and Japan – in the new system of international relations. Carrying out “containment” of the USSR, the USA actually implemented a policy of “double containment”, directed both against the potential strengthening of Germany and in order to maintain control over Western Europe as a whole. In this regard, the consolidation of “spheres of influence” of each of the parties preserved the results of the war, providing “silent cooperation” on issues of principle.

The analysis of the current state of soybean production in the Far East Federal District and its growth prospects aimed at increasing the export of this crop to the countries of the Asia and Pacific region (APR) are carried out. The studies proceed from the strategic task of soybean production state with subsequent export of both soybean raw materials and its processed products. The main goal of the “International Cooperation and Export” project is to achieve the agricultural products export (in value terms) is $ 45 billion by the end of 2024, which requires the creation of a new commodity mass (including with high added value), organization export-oriented commodity distribution infrastructure, the elimination of trade barriers (tariff and non-tariff) to ensure access for agricultural products to target markets, as well as systems for promoting and positioning agricultural products. One of the strategically important regions in this direction should be the Far East. For the international market Russian soybeans are of interest as an environmentally friendly product. In this direction China and other countries (APR) remain the most promising external market for domestic producers. So, in 2014-2018, 1.99 million tons of soybeans worth $ 601 million were exported from the regions of the Far East Federal District. The purpose of the work is to identify the problems that need to be solved for the implementation of state plans.
