The article, in line with transdisciplinary regionology, examines the history and current status of Japanese organizations working in the field of regional studies: research institutions and universities. The basic methods in the study were system analysis, science analysis, comparative analysis, terminological analysis and conceptual analysis. Basing on the analysis of their work and the main results, the authors of the article draw conclusions about the specifics of the topical issues in this area for Japan. It lies in the broad transdisciplinarity of regional studies, combined with the narrow focus of specific works and schools

The article analyzes the current state and problems of information and analytical provision of localpublic government activities in Ukraine by means of comparative-critical analysis of, first of all, thestructure of relevant state administrations, and secondly, the presence of information and analytical provisiondepartments in the state administrations structure, their names and quantity, and thirdly, these divisions’functions and tasks, and, fourth, the general problems of formation and validation of the information andanalytical provision of the Ukrainian local public administration activities mechanisms.The study was aimed at comparing the current status of the information and analytical provisiondepartments tasks to their basic theoretical purpose of collecting, generalizing, processing information anddeveloping information and analytical documents which are necessary for the making effective managementdecisions.For comparative analysis of the current state of the information and analytical provision of local publicgovernment activities the two groups of local state administrations of different levels have been selected. Thecontent and trends of the current state of the processes of information and analytical provision of local publicgovernment activities are revealed by the example of eight local state administrations, regional and district levels.Based on the results of the comparative analysis, we identified important trends within the processesof information and analytical provision of local authorities activities in Ukraine: the country lacks holisticinformation and analytical provision system for local public government activities; the country's system ofpublic power needs unification or systematic regulations of structural divisions dealing with informationand analytical provision of local authorities; local state administrations have not yet built and are not evenplanning to create their own information databases covering various areas of public administration, social,political, economic and cultural situation, and databases of the regional development, of sectoral statisticsor other fields; local state administrations pay little attention to information security and protection ofinformation resources of public administration; regional and district state administrations lack separatesubdivisions that would be strictly specialized in information and analytical provision of local authorities(usually, information and analytical provision of local authorities is considered an addition to other roles,ranging from the structural and communication functions to the legal one); on the whole, the overall systemof information and analytical provision of local authorities in this country is still at the concept stage of itsdevelopment.

Subject. This article examines the current state of formation and disclosure of information on expenses of future periods in the accounting (financial) statements of top commercial organizations in Russia. Objectives. The article aims to study the current practice of forming information on expenses of future periods in the accounting and reporting of organizations engaged in various activities, identify the peculiarities of information presentation, and solve the identified problems. Methods. For the study, I used a comparative analysis, observation, comparison, generalization, and systematization. Results. Having considered the practices of presenting information on deferred expenses in the financial statements of the top Russian organizations for 2020, compiled in accordance with the Russian accounting rules, the article substantiates that the expenses of future periods (or deferred expenses) are a special object of accounting due to their uniqueness and information capability. Recognition of such expenses in accounting and reporting is possible if they lead to the receipt of income during several reporting periods. Conclusions. Currently, the presentation of information on deferred expenditures in the accounting (financial) statements causes many problems, for the structure and content of expenses of various organizations are heterogeneous, they depend on industry characteristics and professional accounting judgment of reporting accountants.

The purpose of the study is to analyze the key challenges in the implementation of STEM education in Russia and the largest economies in terms of employment promotion and increasing students’ competitiveness. The research is based on the system analysis aimed at assessing the current status of STEM education in Russia and highlighting its key problems, and the comparative analysis is focused on comparing the approaches to STEM education implementation in Russia and other countries. It has been shown that STEM approach is being most actively implemented in the American system of education, which attracts young people to STEM careers through state and non-formal STEM education programs. The research describes a scheme of cooperation and partnership between stakeholders and the federal coordinating body of the Russian Federation providing support for the STEM education and aimed at the interaction between state and public institutions.

The current situation in the sphere of district heating is analysed on the basis of use of the cognitive approach. The presence of closed chains of cause-effect relationships of negative factors and conflicts of target settings of the subjects in the field of district heating is shown. The conceptual model of energy efficient modernization of district heating systems is proposed. This model includes indicators of the current status of heat sources, networks and heat consumers, energetic and economic models, restrictions, procedure of forming and analysis of the mutual influence of the recommended projects. The quantitative data on indicators of the current state of district heating systems of the cities of Ukraine are presented. The interrelation between indicators of the current state and projects of energy efficient modernization of district heating systems is shown. Assessment of energy self-sufficiency of municipal district heating systems on condition of thermal modernization of buildings is carried out. The creation of energy management systems at the district heating enterprises is proposed. Bib. 6, Fig. 7, Tab. 5.

Subject. We investigate trends in the development of the largest steel companies in the Russian Federation. Objectives. The aim of the study is to conduct an industry-wide analysis of the production and economic activities of the largest domestic enterprises operating in the iron and steel industry. Methods. The study employs methods of comparative and system analysis, graphical and statistical methods for data processing. Results. We present the analysis of main production and economic indicators of the leading steel producers of the Russian Federation, i.e. NLMK, Severstal, MMK, and EVRAZ. The paper reveals their current status and key development trends. Conclusions. The largest Russian steel companies face serious challenges in both the domestic and foreign market. Competitive interactions in the domestic market as to the sale price of rolled metal and the share of presence are particularly sensitive. The threat of reduced supplies to export markets is also significant for Russian steel producers. It may entail insufficient utilization of capacities and potential loss of added value. The companies mainly export semi–finished goods and hot-rolled flat products, i.e. low-added value products. Products with high added value are usually delivered to the domestic market.

 There is scant research-based evidence on the development and adoption of open access (OA) and institutional repositories (IRs) in Africa, and in Kenya in particular. This article reports on a study that attempted to fill that gap and provide feedback on the various OA projects and advocacy work currently underway in universities and research institutions in Kenya and in other developing countries. The article presents the findings of a descriptive study that set out to evaluate the current state of IRs in Kenya. Webometric approaches and interviews with IR managers were used to collect the data for the study. The findings showed that Kenya has made some progress in adopting OA with a total of 12 IRs currently listed in the Directory of Open Access Repositories (OpenDOAR) and five mandatory self-archiving policies listed in the Registry of Open Access Repositories Mandatory Archiving Policies (ROARMAP). Most of the IRs are owned by universities where theses and dissertations constitute the majority of the content type followed by journal articles. The results on the usage and impact of materials deposited in Kenyan IRs indicated that the most viewed publications in the repositories also received citations in Google Scholar, thereby signifying their impact and importance. The results also showed that there was a considerable interest in Swahili language publications among users of the repositories in Kenya.

The International conference “Flora and conservation in the Caucasus: history and current state of knowledge” dedicated to the 130-year anniversary of the Perkalsky Arboretum took place at 22–25 of May 2019 in Pyatigorsk (Stavropol Territory) on the base of the Pyatigorsk Museum of local lore and natural history. The participants were from 11 cities of Russia and 7 Republics of the Caucasus and represented 14 institutions. Proceedings of the conference were published by the beginning of the meeting the book of abstracts includes 49 papers on the study of vascular plants, bryophytes, lichens and fungi, plant communities, as well as the protection of rare and endangered species, unique plant communities, and ecological problems in the Caucasus. The following geobotanical topics were highlighted in 13 papers: forest communities (3 reports), meadow and steppe vegetation (2), xeric open forests (2), communities of ecotone areas (1), structure of populations of rare plant species (3), as well as the history and current status of nature protected areas (2). The great emphasis has been focused on the study of floristic composition and plant populations. Thus, the conference showed that very few studies от vegetation are currently carried out in the Caucasus, and a lot of districts are not affected by the research. The greatest attention is paid to forest vegetation while meadow, steppe, alpine heath and xerophytic communities are studied rather poorly. Besides, there are “white spots” — mire, floodplain and aquatic vegetation. In nowadays, when the anthropogenic impact on the plant cover of the Caucasus is intensively increasing, it is especially important to study natural undisturbed communities preserved in protected natural areas. Another important issue is the conservation of the unique vegetation cover of the whole Caucasus. Thus, the study of vegetation of this region opens a wide field for researchers using various methods of modern plant science.

Since recently almost all housing built in Korean have shared walls and floor, diverse problems are unavoidable including noise between floor arising from noise and vibration. Many efforts have been made by the Korean government, but the number of complaints related with the noise between floors has been gradually increasing. Therefore, through the field measurements by house type, the current state of noise was understood. To do this, the noise between floors was measured in an apartment household and a multiplex house to perform a comparative analysis. As the result, the differences in the noise between the two house types were clarified. The findings of this research are expected to contribute to reduction of the noise between floors in an apartment building in the future.

Construction, as a sphere of the national economy, has impressive statistical indicators, determining the importance and relevance of its proper legal regulation, especially in terms of land use for relevant purposes. This article discusses the current situation in the sphere of provision of land plots for construction purposes, further alteration and termination of the relevant lease relations; provides a detailed analysis of the current legislation, law enforcement and judicial practice in such sphere. The purpose of the article is to analyze and summarize legislation judicial and law enforcement practice in this area, as well as the development of specific directions for a comprehensive dissertation research, proposals for improving the legislation regulating these relations. This goal is achieved by solving tasks such as studying of the existing legal regulation of disputed legal relations, law enforcement and judicial practice, identification of problematic and conflict-of-laws issues in the field under consideration, review of the degree of scientific development of the research topic, determination of trends in the development of this sphere of legal relations, development of specific proposals for changing legislation and law enforcement practice. General scientific (synthesis, system analysis, analogy) and special (formal-legal, comparative-legal) methods are used to solve the above problems. Based on the results of consideration of these issues, the author formulates the main problems of the legal relations under consideration, an assessment of the current degree of scientific development of this field is given, the main directions of the planned scientific research are also outlined, proposals are formulated to improve legislation and law enforcement practice.
