Under the background of the structural reform on the agricultural supply side and the tightening of environmental protection policies, China’s agricultural industry is facing prominent problems such as low scale, poor mechanization level and serious ecological environment pollution, especially the scattered breeding behavior of small farmers in waterfowl breeding industry and in tobacco growing industry, which has a serious impact on the surrounding ecological environment. In this paper, based on the survey data of 184 waterfowl farmers and tobacco farmers in Jiangxi province and from the perspective of small farmers of waterfowl breeding and tobacco growing, the factors influencing small farmers’ behavior of improving their individual breeding environment and carrying out green ecological behavior are analyzed by using binary logistic regression model. It is concluded that the gender and age of farmers have a negative impact, while farmers’ education level, farmers’ concurrent employment, breeding technology training and government support have a significant positive impact on small farmers’ behavior of improving their individual breeding and planting environment. Finally, some suggestions are put forward, such as optimizing the production layout of waterfowl industry, improve green tobacco cultivation, constructing green ecological development system of waterfowl industry, popularizing green ecological breeding mode and strengthening policy support and supervision, with a view to improve the present situation of poor breeding environment and serious pollution of small farmers in China, promote the development and transformation of waterfowl industry and tobacco industry in China, and promote the sustainable development of ecological environment and ecological economy of waterfowl industry and tobacco industry in China.

This article aims to promote the high-quality development of the Great Changsha-Zhuzhou-Xiangtan City Group and improve the green innovation efficiency of urban agglomeration. This article takes green innovation in networked urban agglomerations as its research subject. Furthermore, it analyzes the impact of network structure characteristics such as network scale and network structure hole on green innovation in urban agglomerations. Moreover, this study uses the unexpected output SBM model to measure green innovation efficiency of the eight prefecture-level cities in the Great Changsha-Zhuzhou-Xiangtan City Group from 2012 to 2018 and analyzes its influencing factors using the panel Tobit model. The results show that the overall green innovation efficiency of the Great Changsha-Zhuzhou-Xiangtan City Group is stable. The distribution of urban green innovation efficiency in the region is characterized by urban gradient and mid-stream drive. In the process of networked innovation, economic development, which has a positive impact on green innovation, promotes the overall effectiveness of the network structure. The low efficiency of urban educational resources, which has a negative impact on green innovation, leads to the redundancy of a network scale. The unapparent advantage of industrial structures, which have a negative impact on the development of green innovation, leads to the insufficient depth and breadth of network openness. Lastly, government support and the level of infrastructure have no impact on green innovation.

The article discusses the new conditions for the functioning of the hotel enterprises, due to the state policy of import substitution, which is carried out under the influence of economic sanctions on European countries and the United States against Russia. Focusing on domestic producers can have a positive impact on the efficiency the hospitality industry through the development of direct cooperation links. The most urgent needs of the hotel, the satisfaction of which by domestic producers faced with certain organizational and financial problems, require the development of public-private partnership. Small farmers are regarded as the main suppliers of foods to hotels in the regions. The necessity of government support measures for farmers as key strategic partners of the hotel enterprises in the regions is justified. The experience of the pilot project for the integration of farmers in the Internet space, which provides rapid remote communication of small farmers and hotel companies in the process of cooperation, is represented.

Nowadays the development of tourism in an area will bring a positive impact on the local society. However, if the community is not ready to accept development and is not ready to manage its property, it will have a negative impact. Various problems will arise with the existence of mass tourism which makes it difficult or even detrimental to the community. Therefore, this study will discuss the evaluation of the impact tourism development in Tebing Breksi using the concept of community-based tourism (CBT). CBT is a development strategy that uses tourism as a tool to strengthen local communities that are managed by, from, and for the community, as well as considering aspects of sustainability to improve people’s welfare. The research method used is qualitative using a case study approach. The data used is sourced from primary data and secondary data. Primary data obtained by interviewing speakers who are considered competent in their fields and following the research topic. Secondary data were obtained from previous studies, documentation, a note, and an activity report related to Tebing Breksi. Evaluation of CBT principles at Tebing Breksi is seen based on five aspects, that is (i) Economic principles (ii) Social principles (iii) Cultural principles (iv) Environmental principles (v) Political principles, along with indicators. The result of the analysis shows that the principles of CBT applied at Tebing Breksi as a whole have shown success even though some of the indicators of the CBT principle need to be optimized again, while the positive impact obtained by the community with the presence of this CBT is increased economic income, improved quality of life, concern for waste management and mutual respect between cultures. Also, the success of CBT cannot be separated from the active role of community and government support.


The article considers the peculiarities of the functioning of household finances in Ukraine in modern conditions, examines their place and role in the financial system of the country. The basic functions of household finances are specified and it is determined that the household is an important subject of financial relations, which interacts with the state, economic entities, financial market institutions, continuously creates incoming and outgoing cash flows, the size of which tends to increase. The sources of income generation and expenditures of Ukrainian households have been clarified, as a result of which we can state the dominance of wages and social benefits in income and consumption expenditures in total household expenditures, which significantly reduces their investment activity. The analysis of statistical data characterizing the financial condition of households in Ukraine was carried out and the growth of nominal values of such indicators as total income and expenditure of households, minimum and average wages, pension, social assistance, subsistence level was noted. In 2020, there is an increase in unemployment in the country, which has a negative impact on household income, reduces solvent demand and creates an additional burden on the budget. A study of the financial condition of households in the context of the coronavirus epidemic and the introduction of quarantine measures in Ukraine. We note its deterioration and note the low level of savings of the population, which leads to a decline in living standards and the need for government support. The key problems in the sphere of household finances are formulated and perspective directions of their development are determined, the use of which will allow to increase the level of well - being of households and will have a positive impact on the socio - economic situation of the state as a whole.

Abstract Vehicle industry has made great contribution to human progress. However, in the process of vehicle operation, a large number of carbon compounds are emitted, which brings serious environmental problems. As one of the important means of vehicle carbon emission governance, the development of new energy vehicles(NEVs) has attracted much attention. The behavior and performance of NEV enterprises are highly concerned. Using Chinese 23 NEV vehicle enterprises’ data from 2011 to 2018, this paper evaluates the carbon emission performance with the super-efficiency slacks-based measure (SE-SBM) model based on unexpected output, and then constructs STIRPAT model to analyze the influencing factors of carbon emission performance. The results indicate that, firstly, the carbon emission performance of China’s NEV enterprises is not ideal at present, but it is increasing year by year. Secondly, the carbon emission performance of different NEV enterprise is distinct in the same year, and the carbon emission performance of the same NEV enterprise is distinct in different year. Thirdly, technological innovation, government support and free cash flow have significant positive impact on the carbon emission performance of NEV enterprises, while debt constraint, energy intensity and enterprise size have a significant negative impact on the carbon emission performance of NEV enterprises.

Based on the microscopic survey data of 100 vegetable cooperatives in Sichuan Province, this paper empirically analyzes the influence of brand certification on cooperatives participating in the ecommerce by binary logistic regression model. The results show that the proportion of Sichuan vegetable cooperatives participating in the e-commerce is generally lower, which needs further improvement. Brand certification has a positive role in promoting cooperatives to participate in the e-commerce, with a marginal contribution of 19.7%. In addition, government sales support has a positive impact on the cooperative ecommerce, which is an important guarantee for promoting cooperatives to participate in the e-commerce. While the difficulty of agricultural product sales has a negative impact on the cooperative e-commerce, and the more difficult the agricultural products are sold, the higher the probability that the cooperative will participate in the e-commerce. Thus, this article puts forward policy suggestions such as actively promoting cooperatives to participate in brand certification, promoting cooperatives to participate in the e-commerce according to local conditions and strengthening government sales support.

Online sales are an important part of agricultural product sales channels under the background of rural revitalization in the new era. Online sales play an active role in invigorating the agricultural product market, solving the problem of connecting small production with big market and promoting farmers' income, agricultural efficiency and rural welfare. Based on the field survey data of 511 fruit farmers in Jiangxi Province, this paper empirically analyzes the influence of government support and network adaptability on online sales behavior of fruit farmers by using binary Logistic model. The results show that the government's implementation of operating subsidies, preferential taxes and fees and technical training are helpful for fruit farmers to adopt online sales; Network adaptability can significantly positively affect online sales of fruit farmers, and at the same time, there is a positive adjustment between government support and online sales behavior of fruit farmers; By implementing various support measures, the government helps to improve the adaptability of fruit farmers' network, and further has a significant positive impact on fruit farmers' adoption of online sales behavior. The results provide theoretical basis for the relationship among government support, network adaptability and online sales of fruit farmers, and provide practical enlightenment for the government and fruit farmers.

Introduction. The article substantiates the important role of the state in the regulation of invest-ment mechanisms for the development of regional structural transformations in agribusiness. The modern development of agribusiness at all levels cannot be effectively implemented in the face of significant transformational changes, global challenges and complex economic environment. Agribusiness entities need state-level support for the investment providing of reproduction processes in order to enhance their competitiveness, which will have a positive impact on all other related industries. The purpose of the article is to study the experience of using the state regulation mechanisms of the development of regional structural transformations in agribusiness. Results. The investing efficiency in agribusiness is achieved only under the conditions of action rationality of the activation instruments complex of entrepreneurial activity, both in the field of agrarian production, in related industries, as well as in the activity of private and public investors. The tools of business activation and the means of their use, a set of prerequisites and the driving factors for attracting / investing in the agro-sphere form the basis of the organizational and economic mechanism of investment activity development in the region agribusiness. In order to develop and implement an effective mechanism and determine the set of its necessary levers and tools, it is need to investigate in detail the object to which this mechanism is aimed – investment activity in the agro-sphere of a particular region, to identify their peculiarities, conditions and factors of positive and negative impact on the investment potential and o enterprise activity and organizations of the agro-sphere, to develop a conceptual model of the mechanism of investment activity development in the region agribusiness. Conclusions. In order to create a favorable investment climate in the agricultural sector, it is necessary to ensure a stable economic and political situation; development of a science-based market reform strategy; availability of appropriate legal framework. Real priority should be given to the development of agriculture and agro-industrial production; effective functioning of the agricultural market infrastructure; overcoming inflationary processes and corruption and shadowing the economic sphere. Important steps in this direction will be to curb the growth of external public debt and to restructure payments for its servicing; establishing clear mechanisms for regulating international investment cooperation; strengthen regional policy activity; to create modern information and methodological support for investment activities. Abstract. The challenges China faces in terms of water availability in the agricultural sector are exacerbated by the sector's low irrigation efficiency. To increase irrigation efficiency, promoting irrigation technology has been emphasized by policy makers in China. The overall goal of this paper is to understand the effect of policy support and economic incentives on the adoption of irrigation technology in China. Based on a unique dataset collected at household and village levels from seven provinces in China, results indicated that household-based irrigation technology has become noticeable in almost every Chinese village. In contrast, only about half of Chinese villages have adopted community-based irrigation technology. Despite the relatively high adoption level of household-based irrigation technology at the village level, its actual adoption on crop-sown areas was not high, and it was even lower for community-based irrigation technology. The econometric analyses results revealed that policy supports via subsidies and extension services have played an important role in promoting the adoption of irrigation technology. Strikingly, the present irrigation pricing policy has played significant but contradictory roles in promoting the adoption of different types of irrigation technology. Irrigation pricing showed a positive impact on household-based irrigation technology, and a negative impact on community-based irrigation technology, possibly related to their substitution relationship, because having higher adoption of household-based irrigation technology reduce the incentives to invest in community-based irrigation technology. The paper finally concludes and discusses some policy implications.

Such measures made it possible to significantly reduce the spread of infection, to get out of the pandemic with few casualties, compared to what they could have been. However, the measures taken, in addition to having a positive impact, also had a negative impact. At this stage of economic development, overcoming the current situation will require an effective program of government support measures.
