This chapter studies multiculturalism. The term ‘multiculturalism’ can refer to the fact of cultural diversity and may also describe the coexistence of different kinds of cultural group within a country. Multiculturalism emphasizes status, as well as economic inequalities. Thin multiculturalism views all cultural differences as disagreements between groups that agree on liberal values. This view may underestimate the extent of conflict between cultures. Meanwhile, thick multiculturalism appreciates that some cultural differences occur between liberals and non-liberals. While the solution to cultural conflicts in thick multiculturalism is often a modus vivendi, the question is whether this solution treats non-liberal minority cultures fairly. Defenders of cultural rights hold that governments should recognize that all citizens deserve equal opportunities for developing self-respect and autonomy. However, by respecting cultural rights, a government risks supporting injustice against individuals within groups.

This chapter discusses the justifications for political obligation. The most important historical justification for political obligation is what is often called consent theory or contract theory. Consent theorists claim that we should obey the law because we have consented to do so. Meanwhile, the theorist H. L. A. Hart argues that if we accept a benefit, then it is only fair that we should reciprocate and give something back; if we enjoy the protection of police and armies, if we use roads, hospitals, schools, and other government-run services, then we should reciprocate by obeying the law. Other theorists argue that political obligation is something that we are bound by simply for being a member of a political community. If we cannot justify an obligation to obey the law, then we may have to adopt some form of philosophical anarchism — the view that we have no obligation to obey the law.

This chapter discusses gender. Mainstream political theorists have often ignored the issue of gender difference, and so feminists have had to argue for its significance and importance. There are many varieties of feminism, just as there are many varieties of liberalism or egalitarianism. However, it is possible to identify three theses that all feminists support, in one form or another. These theses are the entrenchment of gender; the existence of patriarchy; and the need for change. A key theme of feminist theory has been the idea that it is vital to distinguish the terms ‘sex’ and ‘gender’. According to the distinction, ‘sex’ refers to biological differences and ‘gender’ refers to social differences. Feminists use philosophical and political methods that are common to other theories or campaigns, but there are some distinctively feminist methods, such as the Woman Question and consciousness raising.

This chapter assesses power, a basic concept of political theory. In its most fundamental sense, power is a dispositional concept that refers to the capacity to affect some feature of the world and the capacity to produce effects with respect to those feature of the world. The concept of power is closely bound in social and political contexts to the concepts of freedom and responsibility. There are different modes of power: power to, power with, power over, and power of. The power of an agent typically depends on the context of power in which they are situated and on the relations in which they stand to other agents within broader social structures. Moreover, exercises of power are always mediated — and, indeed, we often distinguishes forms of social and political power in terms of prominent general media through which they are exercised. The chapter then considers the three-dimensional view of power.

This chapter focuses on human rights. Human rights are derived historically from the idea of natural law as it developed on a strong religious basis in late medieval Europe and, later, in a more secularized form during the more rationalist period of the Enlightenment. Meanwhile, the contemporary human rights movement stems from the aftermath of World War II. It is associated, domestically, with constitutional bills of rights and, internationally, with the work of the United Nations. Human rights may be defined as universal rights of great moral and political significance that belong to all human beings by virtue of their humanity. They are said to be overriding and absolute. Human rights may be divided into three overlapping groups: civil and political rights; economic, social, and cultural rights; and group or collective rights for development and self-determination.

This chapter addresses equality and social justice. In the 1980s and 1990s, the goal of social justice was challenged both on political and philosophical grounds and was largely supplanted by an emphasis on economic growth and individual responsibility. Although still given little emphasis in the United States, considerations of social justice came back onto the political agenda in the United Kingdom following the election of the new Labour government in 1997. To rehabilitate social justice, it was necessary to decouple it from traditional socialist ideas of common ownership of the means of production. Key debates on social justice concern theories of equality, priority, and sufficiency, and how inequality should be defined and measured. Of particular concern has been the place of personal responsibility for disadvantages causing inequalities. The chapter then considers equality of opportunity and social relations.

This chapter focuses on crime and punishment. Punishment involves the imposition of hardship or suffering on a supposed offender for a supposed crime, by a person or body who claims the authority to do so. Criminal punishment is problematic in at least three respects: it harms those who are punished; it also harms, indirectly, their families and friends; and it imposes significant costs on the rest of the political community. There are two strategies for the justification of punishment: instrumental and non-instrumental justifications. The instrumental strategy has been traditionally pursued by endorsing some version of consequentialism, the moral theory according to which the rightness or wrongness of a given conduct, practice, or rule depends only on its consequences. Non-instrumental justifications, on the other hand, have been traditionally defended by retributivist theories, according to which, wrongdoers deserve to suffer in proportion to the gravity of the wrong they have committed.

This introductory chapter provides an overview of political theory. Political theory is the study of whether and what political institutions, practices, and forms of organization can be justified, how they ought to be arranged, and the decisions they ought to make. This is normative political theory. Normative theories are action-guiding, and so are theories about what we ought to do. There are two important things to remember when making claims in political theory. One is that moral and political values are relative to specific cultures in specific times and places, and so there is no universal truth about such matters. The second is that such values are radically subjective: individuals set their own moral compass and can choose how to live as they please. We should be clear about which of these positions we are invoking if we are sceptical of universal normative claims.

This concluding chapter addresses the normative issues raised by the environment. The environment includes the earth's crust, soil, and natural resources; the atmosphere; all the earth's water; and the biosphere. Human activity has a profound impact on the environment. Indeed, many of the activities that humans engage in — activities which often serve important human interests and goals — result in environmental degradation. Persons depend on the environment in many ways: for their food, health, and for many of their goals in life. As such, humans face a problem when people impact on the environment to such an extent that it undercuts people's capacity to enjoy the standard of living to which they are entitled. Thus, a just account of the environment will take into account both the fact that people have legitimate interests which involve using the environment and the fact that there must be limits on people's environmental impacts.

This chapter examines the problem of global poverty. There is widespread extreme global poverty. There is also global affluence, which raises the question of what, if any, duties affluent individuals and institutions of that group have in relation to those in poverty. One of the most powerful arguments in support of the idea that there is a duty to aid that holds between individuals across the globe comes from philosopher Peter Singer. Singer thinks we should accept that we must rescue people at least when doing so does not require us to sacrifice anything of comparable significance. It may be that the only way to eradicate extreme global poverty is through a large-scale institutional change that will involve radically changing domestic, transnational, and international institutions. However, smaller-scale institutional change, such as that achieved through foreign aid, may help.
