Semantic interoperability of interaction of elements in network-centric systems.

In the paper is proposed an approach for semantic interaction modelling of network-centric system elements and their context parameters based on the multi-agent approach and the systems, capabilities, operations, programs, and enterprises model for interoperability assessment. The peculiarity of this approach is that the elements of a network-centric system are formalized as agents of various types (human agents and technical cognitive agents), where the semantic interaction is determined by the agent goals, the subject area of interaction and the context. In addition, correct of interaction interpretation is determined the agent's knowledge model. The current study takes place as a part of Russian Foundation for basic research finance project no. 19-07-00774.

Using Unmanned Aerial Vehicle Remote Sensing and a Monitoring Information System to Enhance the Management of Unauthorized Structures

In this research, we investigated using unmanned aerial vehicle (UAV) photographic technology to prevent the further expansion of unauthorized construction and thereby reduce postdisaster losses. First, UAV dynamic aerial photography was used to obtain dynamic digital surface model (DSM) data and elevation changes of 2–8 m as the initial sieve target. Then, two periods of dynamic orthophoto images were superimposed for human–computer interaction interpretation, so we could quickly distinguish buildings undergoing expansion, new construction, or demolition. At the same time, mobile geographic information system (GIS) software was used to survey the field, and the information gathered was developed to support unauthorized construction detection. Finally, aerial images, interpretation results, and ground survey information were integrated and released on WebGIS to build a regulatory platform that can achieve accurate management and effectively prevent violations.

ABSTRACTThis article is based on the hypothesis that the transformation of knowledge, both individually and collectively, can be achieved through interaction and is supported by processes of interpretation and integration. In this sense, the contribution of this article is materialized in: 1) a proposal for the application of mechanisms that facilitate the interaction, interpretation and integration of knowledge. 2) It extracts elements from the analysis of a method that facilitates the understanding of the flow of knowledge. 3) It proposes six control points oriented to the measurement of the change of state.RESUMENEste artículo parte de la hipótesis que la transformación del conocimiento, tanto a nivel individual como en el plano colectivo, se puede lograr a partir de la interacción y está soportado en procesos de interpretación e integración. En este sentido, el aporte de este artículo se materializa en: 1) una propuesta de aplicación de mecanismos que facilitan la interacción, la interpretación e integración del conocimiento. 2) Extrae elementos del análisis de un método que facilita el entendimiento del flujo del conocimiento. 3) Propone seis puntos de control orientados a la medición del cambio de estado.

Trump’s “Strategy” and the Counterstrategy of Resistance

This chapter sketches President Donald Trump’s strategy of impulse and instinct and the counterstrategy of transnational legal process, which seeks to effectuate norm internalization into domestic legal systems through interaction–interpretation–internalization (the outside strategy) and engage–translate–leverage (the inside strategy). The outside and inside strategies work together in a complementary way to create an approach called “international law as smart power,” a better alternative to Trump’s counterproductive approach of disengage–black hole–no leverage. The counterstrategy functions like a game of “rope-a-dope,” whereby other players in the process can resist Trump’s initiatives, absorb punishment, parry where possible, and strategically counterpunch when Trump gets exhausted. In playing this game, law, policy, and politics impose separate but interrelated constraints on presidential overreaching.

Causal judgement from contingency information: Judging interactions between two causal candidates

In two experiments participants judged the extent to which occurrences and non-occurrences of an effect could be attributed to an interaction between two causal candidates A and B. In Experiment 1 judgements were influenced by the proportion of instances normatively evaluated as confirmatory for the interaction interpretation, when the objective contingency was held constant. Information about instances in which both candidates were present and the effect occurred was more influential than information about instances in which both candidates were absent and the effect did not occur. In Experiment 2 the occurrence rate of the effect when both candidates were present, when A alone was present, when B alone was present, and when both were absent was manipulated. Interaction judgements were mainly determined by occurrence rate when both were present. There was also a significant effect of occurrence rate when both were absent, but the other two occurrence rates had no significant effect. These results are interpreted as supporting a general model in which causal judgements are made according to the proportion of instances evaluated as supporting the interpretation being judged.

The Magellanic Cloud Interaction: Interpretation and Constraints from Observations of Carbon Stars as “Test Particles”

Since gravity alone acts on them, and their evolutionary age restricts sampling to “mid-life”, carbon stars are examined as tracers of recent dynamical evolution of the Magellanic Clouds. Ablation processes modify the distribution of HI, and velocity outliers reflect recent tidal interactios.
