Качество услуг водоснабжения и водоотведения за первые двадцать лет XXI века вывело на новый уровень развития ГУП «Водоканал Санкт-Петербурга» благодаря внедрению инновационных технологий в системах водоснабжения и водоотведения. Использование технологий, таких как двухступенчатое обеззараживание питьевой воды, дезодорирование полигонов, геотубирование, применение центрифуг «Флоттвег», порошкообразного однокомпонентного флокулянта, порошкообразного активированного угля, внедрение системы измерения осадков, осуществлялись при активном участии Федора Ивановича Лобанова – помощника генерального директора ГУП «Водоканал Санкт-Петербурга» по работе с промышленностью, которому в ноябре 2021 г. исполнилось 80 лет. The quality of water supply and wastewater disposal services over the first twenty years of the 21st century has brought SUE «Vodokanal of St. Petersburg» to a new level of development owing to the introduction of innovative technologies in water supply and wastewater disposal systems. The use of technologies, such as two-stage disinfection of drinking water, odor control of landfills, geotubing, the use of Flottweg centrifuges, powdered one-component flocculant, powdered activated carbon, the introduction of a precipitation measurement system, were carried out with the active participation of Fedor Ivanovich Lobanov, Assistant to the General Director of SUE «Vodokanal of St. Petersburg» on dealing with industries, who turned 80 in November 2021.

The current research aims through its chapters to test the effect of inclusive leadership as an independent variable in open innovation strategies as a responsive variable in the office of the Ministry of Higher Education and Scientific Research, as well as to identify the levels of its availability and employ them to be more appropriate to the reality of the current conditions of the ministry in the field of research and what is required of it in light of the turbulent regulatory environment In Iraq, and based on the importance of the research topic and the great importance in which these variables were given, especially for public organizations and the interpretation of the relationships and ties between them, and the analytical approach was adopted in the completion of this research, and data were collected from (150) respondents represented by an intentional sample of (general director, assistant general manager, department director and division official) working in the ministry, and data was collected using the questionnaire and with the help of field visits and personal interviews with a number of the sample researched, and the data was analyzed through a set of statistical programs (Amos, Spss, Excel), and the results showed the validity of the assumptions of correlation relationships. And the impact on the level of the main variables (inclusive leadership, open innovation strategies) and sub-dimensions were significant, and the inclusive leadership has an active and essential role in adopting open innovation strategies.

The minor riverbed of the Someș River is identified in the built-up area and the outside of the built-up area of Fărcașa ATU and the Ardusat ATU outside the built-up area, from the Ardusat DJ 193 road bridge, between hm 2725-2855 and between hm 2815-2867, according to GD (Government Decision) 1705/2006. For the first registration work of the Someș minor riverbed, the measurements, their processing and the afferent documentation were made in accordance with the Order of the general director of the National Agency for Cadastre and Real Estate Advertising no. 700/2014, updated in 2020. The purpose of the project refers to the topo-cadastral methods performed for the elaboration of the documentation of first registration in the Land Book of the minor riverbed belonging to the Someș river located within the radius of ATU Ardusat and ATU Fărcașa from Maramureș county. For the acquisition of the necessary data, both field works and office operations for data processing were taken into account, the studied area being 222.7 hectares. Measurements were performed using GNSS technology using the real-time kinematic RTK method. The UAV aerial photogrammetric method was used to obtain a high degree of detail. The drone used was equipped with an RTK module that receives real-time corrections, thus maintaining a high accuracy.

PurposeThis study aimed to investigate the impact of total quality practices on knowledge management (KM) processes across a Social Security Corporation (SSC) in Jordan and explore the best approach to improve KM processes using quality management.Design/methodology/approachThis study followed a quantitative methodology: a conceptual model was developed based on an extensive review of the related literature; an online survey was developed and distributed using the SSC's intranet; and 384 surveys were completed and used in the statistical analysis. The two-stage approach of structural equation modeling (SEM) was employed to analyze and interpret the data, and was used to validate the conceptual model of this research.FindingsBased on the statistical analysis it was found that six out of seven independent factors relating to quality management practices were confirmed to have a significant impact on the knowledge management processes (KMPs). Building upon the findings an agenda for improving KM processes using quality management is proposed.Originality/valueThis study was conducted in one organization namely the SSC because it is the largest public service organization in Jordan and offers compulsory services. The inclusion of other public organizations and companies may reflect different findings. Future research may collect data from other service industries to get a more comprehensive perspective from developing countries such as Jordan. Moreover, the population of this study included only the General Director, General Director Assistants, and Administrative Managers. Front-line employees were excluded from the data collection because the study was conducted solely from a managerial perspective.

In 1961, the government bodies responsible for film production (the Ministries of Culture of the USSR and RSFSR) forcibly imposed on a reluctant Lenfilm the complete reorganization of production planning. The old Scripts Department was shut down and three “creative units” set up. This change was pushed through by Lenfilm’s energetic and flamboyant new general director, Ilya Kiselev, who had begun his career as an actor. Of the creative units, the earliest to emerge was the Third Creative Unit, which soon had a role as the flagship of contemporary cinema, a genre heavily promoted during the Thaw. However, the Third Creative Unit ran into increasing trouble as political control tightened after Khrushchev was forced to resign, and in 1969, it was closed down altogether. Yet life was not always calmer in the other units, as witnessed in particular by the difficulties that gripped the Second Creative Unit’s efforts to produce movies commemorating the fiftieth anniversary of the October Revolution in 1967, and by the problems of the First Creative Unit in establishing its own character and repertoire. At the same time, the general political line at this period, while unpredictable, was not uniformly harsh, as manifested in the conclusion of Leningrad’s Party leader that audiences could “make up their own mind” about a film he disliked.

Currently, the methods of monitoring the technical condition of locomotives using data of on-board microprocessor-based control systems are widely used. This monitoring of Russia has become an operating technology of the locomotive maintenance and repair system.The main problem of monitoring is the limited set of sensors in locomotive circuits. Increased number of sensors leads to a decrease in reliability and to an increase in the cost of a locomotive and of its life cycle, while allowing to achieve better quality of diagnostic information.Besides, it is advisable to have integrated indicators of the technical condition of a locomotive. The article presents a computer software product for analysing the technical condition of a locomotive based on dynamic data on consumption of traction active power and generation of reactive power. The software was developed by using algorithmic language Visual BASIC for Applications, embedded in MS Excel, using probabilistic and statistical methods of analysis.The method for diagnosing the technical condition of a locomotive within the monitoring system is based on a comparison of dynamics of consumption of active and generation of reactive power by two sections of the same locomotive according to the principle of functional benchmarking. For monitoring the technical condition of locomotives, the term «pre-failure» is suggested, which is defined as the operable condition of a locomotive while there are internal hidden defects or damage. Pre-failure manifests itself in power consumption. To analyse the technical condition of AC electric locomotives in terms of electricity consumption, the initial data must have a high degree of unimodality, which is determined by uniformity of operating conditions.The resulting data obtained following the analysis of the technical condition of a locomotive based on the dynamic data on consumption of tractive active energy and generation of reactive power can be used to determine a defect that causes a change in consumption of electricity at the moment when the locomotive enters technical maintenance and repair depot. *Information about the authors: Semenov, Alexander P. – Ph.D. (Eng), General Director of JSC Research Institute of Technology, Control and Diagnostics of Railway Transport, Omsk, Russia, [email protected]. The recent outbreak of novel corona virus known as COVID-19, has caused over 556.335 deaths, left more than 12 million infected people worldwide by 11th of July 2020 (Organization, 2020a), in addition to global negative impact on nearly most life sectors. Media played -and still- a vital role in the containment of this global health threat by spreading the essential knowledge and awareness between people. Comparing to its neighbours, Malaysia seems to have good score in the battle of COVID-19. With 8,815 confirmed cases, 8,562 total discharged cases and 123 deaths by 21th of July 2020 (Malaysia, 2020), it was interesting to study the role of media in shaping people's awareness during the current global crisis to face the danger of such virus on the national level. Aim: To analyse and understand the Malaysian government role in shaping people’s awareness toward COVID-19. Method: Authors are tracking and analysing the ministerial media arms role in handling the situation, based on the official data and statements released by the national news agency, Bernama. This article is divided into three main parts as it discusses the role of three specific governmental official; Prime Minister, General Director of Ministry of Health, and Senior Security Minister, Findings: The Malaysian governmental officials namely; Prime Minister, General Director of Ministry of Health, and Senior Security Minister followed a successful strategy during COVID-19 pandemic to rely a part on people’s awareness by providing them with the accurate information to avoid the viral spread of fake news. Conclusion: Malaysia was able to contain the pandemic on the national level powered by people’s awareness

Kon Tum is a province located in an important geopolitical position, with 28 ethnic groups living together, of which 7 ethnic groups are local groups: Xo Dang, Ba Na, Gie Trieng, Gia rai, Brau , Ro Mam and Hre with many different cultural characteristics, [1, p.1]. A system of plentiful tangible and intangible cultural heritages bears the distinctive characteristics of the forest culture area, upland farming culture and gong culture. Mr. Koichiro Matsuura - General Director of UNESCO at the ceremony of announcing the Central Highlands Gong Culture, said: “I have enjoyed the very unique Vietnamese style of gong music and have also seen very unique musical instruments in the gong orchestra of ethnic groups in the Central Highlands. This is a very unique traditional culture of Vietnam. It's very wonderful and unique…” [5, p.1]. Nowadays, under the impact of socio-economic conditions, the exchange and integration increase; the culture of the Ba Na ethnic group is undergoing strong changes. We can easily see that, from the daily routines such as eating, clothing, accommodation, travel...to voice, customs and beliefs, as well as images, patterns... are changing. The article is devoted to the study of the nature of legal relations between a business company and a person who performs the functions of a sole executive body. The author adheres to the point of view that there are two types of legal relations between the general director and the business company: corporate, concerning the participation of the sole executive body in the management of the business company, and labor, concerning the performance of its labor duties as a manager. The paper proves the fallacy of the statement about the nonproliferation of labor legislation on the relationship between the business company and the general director, who is the sole participant of the LLC, and justifies the legality of the conclusion of an employment contract in this case.
