This book concerns the process of birth and evolution of left pedagogical thought in Greece. This process was first based on the course of development and action of “Educational Association” and secondly on the course of development of the communist movement in Greece. Important moment for the birth of left-wing pedagogical thought will be the split of Educational Association in 1927 and the announcement of the Association’s governing committee after its critical meetings. Besides the above process, the birth and consolidation of KKE (Communist Party of Greece) will allow the emergence of a new qualitative political proposal and the formulation of an educational discourse inspired by pedagogical theory and practice in USSR. The 1940s and the Occupation and Civil War period will allow left educators to partially implement their pedagogical proposals in the context of left political power. Under particular circumstances, the vision of a “New Greece” under the general title of “Reconstruction” will include educational plans in a wider post-war rebuilding plan of the country. The culmination of this process will be the work of Antaios Journal.

The history of public administration in the state of emergency: the system of public administration in the territories of the former Austrian partition on the threshold of the Second Republic of PolandIn the reborn Poland, in the territories of the three former partitions, the creation of Polish centres of administrative power and its structures took place in a different political and legal environment. The main purpose of this article is to present the specificity of the process of creating public administration structures and determining its organizational model in the territories of the former Austrian partition in the context of the reconstruction of the Polish country. The article focuses on the status and rules of organization of public administration introduced by the Polish Liquidation Committee, Interim Governing Committee of Eastern Galicia, the Governing Committee, the General Government Delegate of Galicia and the National Council of the Duchy of Cieszyn. The main thesis of the author of the article is the statement that at the time of creating public administration structures in the territories of the former Austrian partition, the duality principle of the government and self-government administration was no longer in use, transferring the responsibility of administering to the monocratic administration authorities.

Abstract Background Tanzania is one of many low income countries committed to universal health coverage and Sustainable Development Goals. Despite these bold goals, there is growing concern that the country could be off-track in meeting these goals. This prompted the Government of Tanzania to look for ways to improve health outcomes in these goals and this led to the introduction of Payment for Performance (P4P) in the health sector. Since the inception of P4P in Tanzania a number of impact, cost-effective and process evaluations have been published with less attention being paid to the experiences of care in this context of P4P, which we argue is important for policy agenda setting. This study therefore explores these experiences from the perspectives of health workers, service users and community health governing committee members. Methods A qualitative study design was used to elicit experiences of health workers, health service users and health governing committee members in Rufiji district of the Pwani region in Tanzania. The Payment for Performance pilot was introduced in Pwani region in 2011 and data presented in this article is based on this pilot. A total of 31 in-depth interviews with health workers and 9 focus group discussions with health service users and health governing committee members were conducted. Collected data was analysed through qualitative content analysis. Results Study informants reported positive experiences with Payment for Performance and highlighted its potential in improving the availability, accessibility, acceptability and quality of care (AAAQ). However, the study found that persistent barriers for achieving AAAQ still exist in the health system of Tanzania and these contribute to negative experiences of care in the context of P4P. Conclusion Our findings suggest that there are a number of positive aspects of care that can be improved by Payment for Performance. However its targeted nature on specific services means that these improvements cannot be generalized at health facility level. Additionally, health workers can go as far as they can in improving health services but some factors that act as barriers as demonstrated in this study are out of their control even in the context of Payment for Performance. In this regard there is need to exercise caution when implementing such initiatives, despite seemingly positive targeted outcomes.

This work analyzes policy pursued by Aleksander Potockibased on the law at the end of the functioning of the Governing Commission. The legal acts on Principles published at the beginning for the equipment of the Governing Committee and other authorities of its subordinates, as well as the Rules for organization for the Police Director, shaped this ministry. Based on the analysis of archival sources, a description of the policy of the police authorities was presented in the previously unexplored period, i.e. from the conclusion of the peace treaties in Tilsit until the takeover of power by Fryderyk August. The important part of the activities of the central government was the public order, for which A. Potocki was responsible to a large extent. In addition to this issue, work on improving living conditions has been presented. The scope of these activities includes health matters and supervision of measures and weights. In addition, the progress of work on establishing the authorities in all cities in the country has been presented. So far, the tasks indicated have been a continuation. The article also analyzes the issue of supervision of public tenders regarding the salary of military barracks.
