Introduction. The development of the national economy requires modern enterprises to build and implement a new compensation policy through innovative approaches to the formation of wages and incentive mechanism. Goal is the theoretical substantiation of the essence of compensation policy and the development of directions of its formation on the basis of the organization of wages and motivational mechanism, regulation at the state and contractual levels, the level of the enterprise. Methods. The article uses a monographic method, analysis, method of generalization of scientific approaches. Results. The article provides a theoretical analysis of scientific thought on the interpretation of the concepts of "compensation" and "compensation policy". The author's approach to the definition of "compensation policy" is formed. The study of the essence of compensation policy allows to interpret it as an activity at different levels of government (state, industry, regional, enterprise and organization, interpersonal) to form the conditions of remuneration and motivational mechanism to achieve strategic goals of social and labor relations. The foreign experience of the organization of the compensation system is considered. The influence of compensation policy on the competitiveness of personnel and the enterprise as a whole is determined. The directions of wage formation at the state and contractual levels as an important component of compensation policy in modern conditions of national economy development are developed. Conclusions. The study allows to generalize scientific approaches to the concept of "compensation policy" and suggest directions for its development, which will help ensure the competitiveness of staff, enterprises, the region, the national economy as a whole.


In modern business conditions there are a large number of limiting factors for the development of small and medium-sized enterprises. These factors can be both internal and external and are treated both as opportunities and threats. Given the need to overcome many barriers in the development of entrepreneurship in order to stimulate the improvement of business performance of existing SMEs, one of the forms of extending business support is the so-called entrepreneurial infrastructure within which the key institutions are also the regional enterprise and development agencies. In Chapter 3, the author proposes structured procedures of establishing regional SME agencies as precursors of regional development and rural agencies. Proposed is a set of forms in an underlying universal process of strategic planning for these institutions having rural development in hindsight. The discussed regional SME agencies can essentially be replicated on other support infrastructure of this kind. This chapter completes the first section of the book.

The globalization processes in the world are dynamic and the actors catalyzing these changes are disposed to modification, evading the legal mechanisms of countries, while using them. Of course, being such entities, "Transnational corporations" - TNCs, quietly remain in the "shadow" of law. Since to this day, the general legal system of countries has not yet adequately formalized and defined their legal quintessence in order to distinguish TNCs from other similar categories and bring the entire edge of their active ability to the borders of the relevant legal regulation. In particular, therefore, in the framework of this research, a theoretical and scientific attempt was made to conduct a differentiated analysis of the distinction between the theoretical and legal essence of TNCs from such an adjacent category as a “Regional enterprise”, often identified by the laws of the CIS countries.

The article presents the results of the study of factors and directions for improving the process of managing the competitiveness of agricultural enterprises. The basic factors of competitiveness of agricultural products that affect the results and quality of the management of its competitiveness are systematized. There highlighted the practical aspects of managing the competitiveness of products of agricultural enterprises, due to the peculiarities of their production and sales activities. On the example of the practice of managing the competitiveness of products of a typical regional enterprise of the agro-industrial complex, its substantive and organizational problems are identified. The authors conclude about the possibilities of improving the process of managing the competitiveness of IC products taking into account industry and regional features of business.

The paper identifies different regional policy mixes, ranging from the more minimal to the more proactive or entrepreneurial and verifies their diffusion in the Italian regional enterprise and innovation policies. The empirical analysis is based on an original database containing every enterprise and innovation programme that has been implemented in Italy from 2007 to 2013, and is carried out by means of fuzzy-set clustering techniques. The results show the existence of remarkable heterogeneity, partly reflecting the well-known North-South divide, with some regions adopting minimal policy mixes and other regions adopting different types of proactive mixes.
