The results of a study of the career orientation of university students from large and small Russian cities have been described. To conduct the study, methods were used to identify leading career orientations, the level of motivation for a career, career self-efficacy, and the projective method of “unfinished offers” was used. The differences in the career orientations of students have been presented, the features of self-efficacy, career motivation and individual ideas about it have been revealed. It has been concluded that students from large and small cities are not aimed at developing their professional competence, first of all, they are focused on “autonomy”, “management” and “stability of work”. There are significant differences in career orientations: students from big cities are more focused on “service” and “integration of life styles”. The indicators of career motivation and self-efficacy of students from small and large cities are similar and correspond to the average level. The perceptions of students from small towns about a career have both positive and negative connotations, in contrast to students from large cities who do not note a negative attitude towards career.

The objective of the research is to explore in depth the management process, and utilisation of Special Autonomy Fund provided for Education Sector for Native People in Nabire Regency. Methods of data collection using Observation, Interview, and Library Studies. We analyse the data utilising the qualitative approach. The results of this study reason some problems that are: unproperly managed, low synchronisation in planning, lack of coordination in implementation, and delay in reporting. Non-human resources play a role in the implementation of the New Autonomous Region (DOB) one of which is the financial resources of the region. In order for the financial capacity of the region can be managed optimally then the appropriate method is to increase its management capacity. The study was conducted in Seluma District as the autonomy mandate of new autonomous regions. The objective of the research is to analyze the extent of the financial management capacity of Seluma Regency as a DOB provider. The research approach is done by qualitative descriptive method, data source is derived from secondary data in the form of, records of financial condition, documentation, financial report that is Report of Result of Inspection (LHP) from BPK, report of APBD realization and regulations related to financial management implementation. Primary data comes from interviews and FGDs to informants. Data analysis through data collection, data condensation, data presentation and decision making or data verification. The results show that the financial management capacity of Seluma Regency has not been done effectively and efficiently, confirmed by the following conditions: 1) the results of supervision of the implementation of the work program found many cases of TGR; 2) low PAD that only contribute 3% range to APBD; 3) financial management got WDP opinion from BPK during last 3 years.

University autonomy is very crucial in the determination of an institution’s size, its rate of growth and expansion. This study was conducted at Kyambogo University. The purpose was to establish the nature of institutional autonomy in determining the size, rate of growth and expansion of Kyambogo University. The paper analysed the nature of institutional autonomy with regard to students’ enrolment, staffing levels, infrastructure, facilities, financial resources, policy framework, university’s partnerships and response to global trends. The study concluded that institutional autonomy is challenged by government established bodies and entities because government plays a central role in regulating the institutional autonomy of higher education institutions in terms of size, growth and expansion. The study recommended that the university should be mindful of this challenge when considering size, rate of growth and expansion, that government mainly plays a supervisory role to the university and the university in bid to enjoy a high degree of autonomy, management should move away from the traditional methods of generating income and become entrepreneurial.

In recent years, extensive research has been conducted in the area of Service Level Agreement (SLA) for utility computing systems. An SLA is a formal contract used to guarantee that consumers’ service quality expectation can be achieved. In utility computing systems, the level of customer satisfaction is crucial, making SLAs significantly important in these environments. Fundamental issue is the management of SLAs, including SLA autonomy management or trade off among multiple Quality of Service (QoS) parameters. Many SLA languages and frameworks have been developed as solutions; however, there is no overall classification for these extensive works. Therefore, the aim of this chapter is to present a comprehensive survey of how SLAs are created, managed and used in utility computing environment. We discuss existing use cases from Grid and Cloud computing systems to identify the level of SLA realization in state-of-art systems and emerging challenges for future research.
