This study aims to determine the effect of regional original income, balancing funds, of capital expenditures in districts/cities of North Sumatra province. This research method uses descriptive and quantitative data. The sample of this research is the Regency/City APBD data in North Sumatra in 2018-2020. The regression line calculation in this study obtained regional original income Y = 153853702,041 + 0,342X1 balancing funds Y=13194181,034+ 0,224X2. The results of the partial test in this study state that Regional Original Revenue, Balancing Funds have an effect on capital expenditures while for the remaining more budget financing has no effect on capital expenditures, while the results of the F test simultaneously note that F Count (68.077)> F table 2.70 with a significance level 0.00> 0.05, this indicates that the influence of the independent variables of Regional Original Revenue, Balancing Fund, Remaining Budget Financing (SilPA) simultaneously (together) has a significant effect on Capital Expenditure Allocation. Regency/City of North Sumatra Province. The results obtained from the R Square value of 0.586 or equal to 58.6%, meaning that the determination coefficient model used is able to explain Regional Original Income, Balancing Funds, Against Capital Expenditure Allocation of Regency / City of North Sumatra Province by 58,6%, while the remaining 41,4% is influenced by other factors not examined.

This study aims to analyze the effect of good governance on regional financial performance and allocation of capital expenditures and their impact on economic growth in districts and cities in Riau Province. The research was conducted quantitatively with a causal and descriptive research design. The population in this study were 12 districts and cities in Riau Province. Data samples were obtained from the Revenue Service and the Regional Financial and Asset Management Office of Riau Province. The research was carried out by census on budget realization reports from 2016 to 2020 so that 60 data were obtained. The data analysis technique used was Partial Least Square (PLS) analysis. The results of this study indicate that good governance has a significant effect on regional financial performance and allocation of capital expenditures. Regional financial performance has a significant effect on the allocation of capital expenditures and does not have a significant effect on economic growth. Direct capital expenditure allocation has no significant effect on economic growth. Indirectly, good governance has a significant effect on economic growth through regional financial performance and allocation of capital expenditures.

The crisis of decreasing demand and exchange rates for MSMEs for Hero Supermarkets. Public expenditure allocation for 2019-2020. The increase in expenditure allocation was seen for the food expenditure group from 18.8 percent to 23.3 percent and for savings by 16.9 percent to 19.2 percent. Visitors are increasing in times of the new normal. Positive growth will take place in 2021, especially in the second quarter that comes along with Ramadan and Eid. In 2020, HERO bears a loss for the year of up to Rp 1.21 trillion. This number swelled compared to the previous year which was recorded at Rp 28.22 billion. So there is a decrease in the exchange rate. The existence of PSBB restrictions caused a decrease in the number of customer visits to the hero supermarket inside the mall. PSBB triggers changes in customer shopping behavior and patterns of demand for goods. That's the decline in sales. So that the Covid-19 pandemic is again hampering people's purchasing power. As a result of the COVID-19 pandemic, the number of people who are not working has resulted in many companies being laid off so that many people are not working, resulting in a large number of unemployed. Hero Supermarket also reduces the number of employees and monitors prices. During the pandemic, working capital assistance will be provided for MSME business actors. Communities cut non-essential needs by reducing, for example, children's snacks at school by providing food from home. This will overcome the decline in income in the MSME trade sector. Hero supermarket directly cooperates with farmers, a coaching program is carried out with the hope that farmers will be able to directly distribute their products to Hero Supermarkets. The next assisted agricultural program is the hero group in collaboration with the food crop and multicultural agriculture office of Central Java province. hero supermarket thousands of workers lost their workers due to MSMEs.

This study examines the effect of income original Region, general allocation fund, special allocation fund on allocating capital expenditure on the districts and cities government in Banten Province. This study's populations are four districts and four cities in Banten Province  that already have the reports realization region Budget and Expenditure (APBD) in the period 2013-2018, obtained from Directorate-General of Regional Fiscal Balance's official website. This study's analysis test is multiple regression. This study showed that income original region and general allocation fund positively and significantly affect capital expenditure allocation. In contrast, special allocation funds offer a negative and not significant impact on capital expenditure allocation.

In recent decades, many international organizations have become almost entirely funded by voluntary contributions. Much existing literature suggests that major donors use their funding to refocus international organizations’ attention away from their core mandate and toward serving donors’ geostrategic interests. We investigate this claim in the context of the United Nations High Commissioner for Refugees (UNHCR), examining whether donor influence negatively impacts mandate delivery and leads the organization to direct expenditures more toward recipient countries that are politically, economically, or geographically salient to major donors. Analyzing a new dataset of UNHCR finances (1967–2016), we find that UNHCR served its global mandate with considerable consistency. Applying flexible measures of collective donor influence, so-called “influence-weighted interest scores,” our findings suggest that donor influence matters for the expenditure allocation of the agency, but that mandate-undermining effects of such influence are limited and most pronounced during salient refugee situations within Europe.

This study aims to analyze the capital expenditure allocation of district and municipal as seen from local financial performance indicators. The data in this study is secondary data obtained from regional financial reports that have been audited by BPK RI. The variables that are expected to influence the allocation of capital expenditure in this study are the Regional Financial Independence, locally-generated revenue Effectiveness, Financial Efficiency, Debt Service Coverage Ratio, and Harmony of Expenditure. The sample in this study using districts and cities in East Java Province and selected based on purposive sampling method with five years observation period and using data analysis method used is multiple linear regression. The results showed that there are three influential variables: Regional Financial Independence, Local Financial Efficiency, and Harmony of Expenditure, while the other two variables namely locally-generated revenue Effectiveness and Debt Service Coverage Ratio have no effect on capital expenditure allocation.
