Although partisan politics tend be set aside during crisis, the timing of gubernatorial actions in response to COVID-19 is telling about how partisanship is shaping the way elected officials are reacting to this pandemic. Using an event history analysis, the authors find that Democratic governors responded to the White House’s attempts to downplay the severity of the pandemic by declaring emergencies in order to draw citizen attention to and to prepare for a public health crisis. On the other hand, Republican governors resisted doing so until Trump declared a national emergency on March 13; however, Republican reactions were conditional on the president’s job approval in their states. While the COVID-19 pandemic has pushed governments into uncharted territory, state governors appear to be following patterns of vertical partisan competition that mirror those of more conventional policy areas in recent years.

Despite the unsuccessful outcomes of his policies on economic growth and North Korea, Moon Jae-in at midterm has received relatively high levels of job approval ratings compared to his immediate predecessors. What made it possible for him to maintain these ratings? To analyze this puzzle, we employed the three commonly noted leadership qualities—effective communication, political skill, and organizational capacity—suggested by presidential study scholars. We found that Moon Jae-in’s leadership qualities are not the compelling reason for his relatively high approval ratings. Instead, there are three alternative reasons for Moon Jae-in’s relatively high approval ratings: (a) better handling of the media; (b) collapse of the conservatives; and (c) multiple summit meetings with Donald Trump and Kim Jong-un. The latter two reasons are contextual factors, which are our theoretical contribution to the literature.

Research finds that voters benchmark the state’s unemployment level to the nation’s when holding state policy makers accountable. Yet benchmarking requires some voter knowledge if the standard is to be applied correctly as an accountability rule. This article leverages the fact that voters have more knowledge about their state governors than legislatures assess how much knowledge is necessary for holding these policy makers accountable. Using pooled Cooperative Congressional Election Study data from 2006 to 2016, results find that knowledge has stronger mediating effects for the state legislature than governor. Furthermore, despite the low knowledge levels among voters about the state legislature, collectively there appears to be enough knowledge to hold that policymaking body accountable. The conclusion offers directions for future research.

This research identifies the most important factors that influenced how voters actually cast their votes in the 2016 presidential election. We conducted a canonical linear discriminant analysis of ANES data. Our findings suggest that Obama job approval and evaluations of whether the country was on the “right” or “wrong” track were the strongest determinants of voter choice. Specifically Clinton voters were more likely to approve of Obama and feel that the country was on the right track. In addition, Clinton voters were more supportive of the Affordable Care Act, to oppose the building of a wall between the U.S. and Mexico, to believe that the economy has improved since 2008. Clinton voters also were slightly younger, better educated, and more likely to be non-white.

The rapid advancement of science, information and communication technology as well as changes in the strategic environment demands for reform of government bureaucracy and tailored to the demands of the community dynamics. Therefore it should be taken the steps that are fundamental, comprehensive and systemic so that goals and targets that can be achieved effectively and efficiently. Assessment Approval for Issuance of Salvage Job Activity and Job Approval Underwater Activities that took place in Jakarta is intended to provide licensing services that are transparent, accountable, faster and ensure legal certainty and certainty for actors in the field of transportation. Sampling was conducted on 17 companies salvage and underwater works in Jakarta and surrounding areas. Analysis of simplification and analysis of public satisfaction index (IKM) is used to measure people's satisfaction. From the results of the study appear in the overall value of the index is 3.02 expressed satisfaction both categories because they are on the range of values from 2.51 to 3.25. Highest satisfaction scores are at the service of security elements (3.5) is very good and the lowest satisfaction scores are at the speed of service element (2.7) and certainty of service charges (2.7), this value is still in good assessment scores for respondents. Oleh karena itu harus segera diambil langkah-langkah yang bersifat mendasar, komprehensif, dan sistemik sehingga tujuan dan sasaran yang telah ditetapkan dapat dicapai dengan efektif dan efisien. Kajian Penerbitan Surat Persetujuan Kegiatan Pekerjaan Salvage dan Surat Persetujuan Kegiatan Pekerjaan Bawah Air yang mengambil lokasi di Jakarta dimaksudkan untuk dapat memberikan pelayanan perizinan yang transparan, akuntabel, cepat dan menjamin kepastian hukum serta kepastian berusaha bagi pelaku di bidang transportasi. Pengambilan sampel dilakukan terhadap 17 perusahaan salvage dan pekerjaan bawah air di DKI Jakarta dan sekitamya. Analisis simplikasi dan analisis indek kepuasan masyarakat (IKM) digunakan untuk mengukur kepuasan masyarakat. Dari hasil penelitian terlihat secara keseluruhan nilai indek kepuasan masyarakat adalah 3,02 menyatakan kategori baik karena berada pada rentang nilai 2,51-3,25. Nilai kepuasan tertinggi berada pada unsur keamanan pelayanan (3,5) sangat baik dan nilai kepuasan terendah berada pada unsur kecepatan pelayanan (2,7) dan kepastian biaya pelayanan (2,7), nilai ini masih dalam skor penilaian baik bagi reponden. Dari hasil analisis simplikasi, penerbitan "surat persetujuan kegiatan pekerjaan salvage dan surat persetujuan kegiatan pekerjaan bawah air" masih dapat disederhanakan, meliputi; waktu pengurusan, penerapan pelayanan satu atap, dan penerapan TIK.Kata kunci: Salvage, regulasi, indek kepuasan masayrakat (IKM)

We seek to determine whether a United States President’s job approval rating is influenced by the Misery Index. This hypothesis is examined in two ways. First, we employ a nonlinear model that includes several macroeconomic variables: the current account deficit, exchange rate, unemployment, inflation, and mortgage rates. Second, we employ probit and logit regression models to calculate the probabilities of U.S. Presidents’ approval ratings to the Misery Index. The results suggest that Layton’s model does not perform well when adopted for the United States. Conversely, the probit and logit regression analysis suggests that the Misery Index significantly impacts the probability of the approval of U.S. Presidents’ performances.

When Park Geun-hye was elected South Korea’s first female president in 2012, many expected that South Korea’s democracy would deepen. Contrary to the expectation, however, from the beginning of her administration, there were concerns about democracy retreating due to her leadership style/qualities. Despite her rather “undemocratic” leadership qualities, Park Geun-hye has consistently received 30% or higher job approval ratings until “Choi Soon-sil gate” broke out in October 2016. Thus, in this study, we analyzed what led to her leadership qualities and makes it possible for her to maintain a relatively high level of job approval ratings. We argue that her leadership qualities are the product of her unique personal background and South Korea’s immature democratic institutions. She receives relatively strong support thanks to her father, President Park Chung-hee’s (1961–1979) legacy.
