Teknologi Informasi juga dapat didekatkan sebagai solusi permasalahan yang terjadi pada aspek kehidupan sosial masyarakat. Salah satu masalah sosial yang masih memerlukan penanganan serius adalah pengelolaan sampah limbah rumah tangga, secara spesifik adalah pada sampah anorganik. Bank sampah merupakan solusi yang sedang dikembangkan oleh pemerintah untuk menekan peningkatan sampah anorganik. Kelurahan Serua, Kecamatan Bojongsari, Depok merupakan salah satu lembaga pemerintahan di lingkungan Kota Depok menghadapi permasalahan pengelolaan sampah anorganik. Dalam hal ini secara khusus pada wilayah Kelurahan Serua Bojongsari Depok, untuk mendukung program pemerintah Kota Depok menuju cyber city, maka berencana menyelesaikan masalah pengelolaan sampah anorganik dengan pendekatan TI. Sebuah sistem Bank Sampah online diterapkan sebagai alternatif pelayanan pemerintah dalam mengelola sampah anorganik dilingkungan masyarakat sekitar. Sistem Bank Sampah online memiliki fitur yang memudahkan masyarakat dalam menyukseskan program pemerintah ini. Beberapa fiturnya antara lain penukaran saldo ke pulsa listrik atau Handphone, melihat saldo, dan transfer saldo ke sesama pengguna. Sistem juga dirancang dapat dibuka pada browser smartphone. Pembuatan dan implementasi sistem ini dalam program pengabdian masyarakat Program Studi Teknik Informatika Politeknik Negeri Jakarta. Implementasi sistem ditujukan pada masyarakat setempat dalam bentuk pelatihan di awal serta dilanjutkan dengan monitoring sebagai kontrol pelaksanaan program ini.

Starting in 2018 Purworejo district will implement governance by following the smart city system. Purworejo Government has been very serious about the planning and implementation plan of smart cities in Purworejo Regency. In the Regional Medium-Term Development Plan (RPJMD) 2016-2021, which still projects e-government based governance, there is the term cyber city to support the implementation of more effective and efficient city governance. The transition process from e-government to smart city needs to be pursued so that the planning contained in the RPJMD can work in synergy with the Garuda Smart City Model (GSCM) adopted by Purworejo district. The transition method used is to link the programs contained in the RPJMD with the service domain, namely smart economy, smart society, and smart environment.

Cyber city is one of the modern city concepts based on Information and Communication Technology (ICT) which has been widely applied in big cities around the world. This is a result of the increasing need for people who want to access information and communicate easily and quickly. As part of the modern world community, Indonesia is time to apply the concept of cyber city to meet the needs of its citizens in accessing the internet more broadly and is no longer limited to certain groups. Indonesian citizens are now in the information age where everyone has the same opportunity to communicate widely both nationally and internationally. The implementation of cyber city can also help the community in utilizing the sophistication of information technology to support development. This study discusses the optimization of cyber city as a communication media for development in Indonesia. This study uses a qualitative approach. The data collection technique of the researcher uses the literature study method. Cyber city as a development communication media has an important role in supporting development in Indonesia, it needs to be improved development communication technology innovations that are easy to use and useful for the community and increase protection for people's personal data.

Internet dengan perkembangan teknologi komunikasi yang semakin lama semakin meningkat, mendekatkan dan semakin memanjakan usernya dengan berbagai informasi. Banyak ragamnya informasi di intenet bisa menjadi manfaat juga bisa menjadi masalah. Internet bisa dikatakan susah sekali untuk dihindari, terlebih-lebih saat ini blank spot area semakin menipis. Penelitian ini menggambarkan bagaimana penggunaan internet dikalangan mahasiswa sehubungan dengan literasi media internet hingga pada pemahaman apakah mahasiswa bersikap kritis dengan konten media yang digunakan atau dikonsumsi. Kampus UPN “Veteran” Jawa Timur sebagai Kampus Bela Negara tentunya dalam implementasinya adalah dengan mengenali AGHT informasi yang tidak mungkin terhindari lagi. Mahasiswa UPN “Veteran” Jawa Timur sebagai warga Surabaya yang baru-baru ini dicanangkan sebagai Cyber City tentu harus berbenah dalam hal ini. Cyber City membawa konsekuensi semakin lengkapnya jaringan internet di kota ini. Pengambilan data melalui observasi partisipatori, indepth interview, focus group discussion dan studi pustaka untuk menggali lebih mendalam bagaimana literasi media Internet di kalangan mahasiswa UPN “Veteran” Jawa Timur. Mahasiswa sebagai informan memberikan informasi bahwa mereka mengakses internet untuk bersosialita. Mereka membutuhkan internet untuk belajar hanya pada moment butuh saja. Sikap kritis tidak tampak pada mahasiswa, mereka seakan menerima informasi begitu saja. Budaya acuh tak acuh pada lingkungan juga berimbas pada lingkungan cyber yang mereka geluti tiap hari. Sukabumi Cyber City (SSC) is the flagship program of Sukabumi City Government in the field of information and communication technology (ICT) in providing faster and cheaper public services. The focus of the study is to describe the development of the SSC program as a medium for communication and information, as well as to explain the policy of development of government apparatus resources in support of the program. The research is qualitative descriptive, by conducting in-depth interviews with key informants within the Office of Communication and Informatics (Diskominfo) of Sukabumi City. The result of the research shows that the development of cyber-city concept has been done in synergy with all existing working units of the regional apparatus, that is by bringing together the common commitment and responsibility in facing the development strategy of ICT area continuously. Transparent information policy through this program is technically still lacking, because the process of screening news content must be through the stakeholders (stakeholders). Development of education and training system in forming government apparatus resource is done by knowledge sharing which is based on learning by doing directly practiced every training material, while the quality of apparatus resource needs to be improved both from managerial aspect and technical capability in ICT field, and also support and the government's commitment to the concept of cyber-city that is aligned with the Jabar Cyber Province program.Keywords: Development, Sukabumi, cyber-city ABSTRAKSukabumi Cyber-city (SSC) merupakan program unggulan Pemerintah Kota Sukabumi di bidang teknologi informasi dan komunikasi (TIK) dalam memberikan pelayanan publik yang lebih cepat dan murah. Fokus kajian adalah mendeskripsikan pengembangan program SSC sebagai media komunikasi dan informasi, serta memaparkan kebijakan pengembangan sumber daya aparatur pemerintah dalam mendukung program tersebut. Penelitian bersifat deskriptif kualitatif, dengan melakukan wawancara mendalam dengan informan kunci di lingkungan Dinas Komunikasi dan Informatika (Diskominfo) Kota Sukabumi. Hasil penelitian menunjukkan pengembangan konsep cyber-city telah dilakukan secara sinerjis dengan seluruh Satuan Kerja Perangkat Daerah yang ada, yakni dengan menyatukan kesamaan komitmen dan tanggungjawab dalam menghadapi strategi pembangunan daerah TIK secara berkelanjutan. Kebijakan transparan informasi melalui program ini secara teknis masih kurang, karena proses screening konten berita harus melalui para pemangku kepentingan (stakeholders). Pengembangan Sistem pendidikan dan pelatihan dalam membentuk sumber daya aparatur pemerintah dilakukan dengan knowledge sharing yang berbasis pada learning by doing yang langsung dipraktekan setiap materi pelatihan, sedangkan kualitas sumber daya aparat perlu ditingkatkan , baik dari aspek manajerial maupun kemampuan teknis di bidang TIK, serta dukungan dan komitemen pemerintah terhadap konsep cyber-city yang diselaraskan dengan program Jabar Cyber Province.Kata kunci: pengembangan, Sukabumi, cyber-city

AbstrakDinas Kominfo Pemkot Surabaya merupakan instansi pemerintah di bidang IT yang mencoba memfasilitasi segala kebutuhan IT warganya agar dapat melek IT sekaligus diharapkan mampu memproduksi konten informasi, sehingga dapat berkontribusi dalam pembangunan kota Surabaya. Sampai saat ini, Dinas Kominfo Pemkot Surabaya telah menyediakan fasilitas internet gratis di 42 titik taman kota di Surabaya yang bisa diakses warga selama 24 jam. Tujuannya agar masyarakat kota Surabaya lebih mudah untuk memperoleh beragam informasi secara online. Akan tetapi, dari fasilitas akses internet tersebut masih belum dimanfaatkan masyarakat secara maksimal. Sehingga masih terjadi kesenjangan digital (digital divide) di kota Surabaya. Oleh karena itu, dibentuklah program pelatihan internet yaitu Broadband Learning tentang Teknologi Informasi dan Komunikasi bagi warga Surabaya agar melek IT secara keseluruhan. Pada akhirnya, penerapan konsep Surabaya Cyber City dapat meningkatkan kualitas kinerja Pemkot Surabaya yang berbasis e-Goverment. Metode analisis dalam penelitian ini adalah deskriptif kualitatifuntuk menggambarkan fenomena yang terjadi berkaitan dengan pelaksanaan program BLCperiode tahun 2014-2015. Penelitian ini menggunakan metode studi kasus dengan teknik penjodohan pola, yakni membandingkan pola berdasarkan data empiris dengan pola yang diprediksikan. Teknik pengambilan data menggunakan Focus Group Discussion (FGD), wawancara, observasi langsung dan dokumentasi.Kata Kunci: cyber city, e-government,, ICT Learning Center, literasi internet AbstractCommunication and Informatics (Kominfo) Department of Surabaya City Government is a government agency in the field of IT trying to facilitate all the needs of its citizens in order to be literate for IT and all at once is expected to produce content for information, so that it can contribute in the development of the city of Surabaya. They has been providing a free internet facilities at 42 points the City Park in Surabaya citizens which can be accessed for 24 hours. Therefore, the internet training program, namely Broadband Learning Center (BLC) were built. That is a form of learning internet literacy program of diverse material about ICT for the citizens of Surabaya become IT literacy. The application of the concept of Surabaya Cyber City can improve the quality of Surabaya city government performance for e-Government based.In this study, the method of analysis used is descriptive qualitative research methods, to describe a phenomenon that occurred with regard to the implementation of the program BLC in period of 2014-2015. This research method using case studies by comparing the pattern based empirical data with the predicted pattern. <p><em>The density of urban network occurs due to the society temporary relocation in a short distance. Yogyakarta is one of the cities that has a high network  density  with working as the most dominant society movement patterns. Yogyakarta now also implementing the concept of city development based on information and communication technology (ICT) as stated in Yogyakarta Cyber City since 2005. The application of ICT in Yogyakarta has been done in the administration sector (e-government) and several other society service, in which the application of ICT allows some changes in the pattern of society movement. The purpose of this research was to determine the impact of ICT application toward the changing patterns of society movement seen from the condition of before and after the use of ICT in accessing various social services sector. This research was conducted throughout 14 districts in Yogyakarta and also in several service sectors necesarry for the people. Methods applied to determine the changes of  society movement pattern as a result of ICT application was reviewed based on the variable of service sector performance, the level of ICT used by the public, the number of people’s destination of their respective service sector, and also the quantity of movement among society zones seen from the point of origin and the destination point. The result of the research proved that there are changes in the society movement patterns at the decline the network density indicated by the decline of the number of people’s destination and by the decrease in the network density path, and also the decrease in the movement quantity among society zones which proves the theory of movement decline from the suburbs area to urban area. The application of ICT in several service sectors has enabled people to access the service at anytime and anywhere easily. However, the application of ICT in Yogyakarta has limited human resources in operating the service, and this make the number of society movement can not be completely substituted by the application of ICT.</em></p><p><em> </em></p><p><strong><em>Keywords:</em></strong><em> Cyber City, ICT Use, Movement Patterns</em><em>, E-Government</em></p>
