When the Walls Come Down: Evidence on Charter Schools’ Ability to Keep Their Best Teachers Without Unions and Certification Rules

Theories of market-based school reform suggest that teacher labor markets may be inefficient because schools lack autonomy to incentivize performance in hiring, retention, and compensation. We test this empirically by comparing teacher exits in the deregulated market of New Orleans with neighboring traditional school districts. We find that the relationship between teacher performance and retention is stronger in the deregulated market. We also find positive associations between salary and performance, but only when teachers transfer from one charter school to another. While teacher retention is more closely tied to performance in New Orleans, this did not yield a net gain in teacher quality, because new teachers in New Orleans were of lower average quality than their peers in neighboring districts.

Teacher labor markets, school vouchers, and student cognitive achievement: Evidence from Chile

I use administrative and survey data from Chile and a structural model to evaluate teacher policies in a market‐based school system. The model accommodates equilibrium effects on parental sorting across school sectors (public or private), on the self‐selection of individuals into teaching and across school sectors, and on teacher wages in private schools. I use the estimated model to simulate a reform that is planned to be implemented in Chile in 2023. Tying public school teacher wages to teacher skills and introducing minimum competency requirements for teaching is predicted to increase student test scores by 0.30 standard deviations and decrease the achievement gap between the poorest and richest 25% of students by a third. These impacts are ten times as large as the impact of a flat wage increase in public schools, and over twice as large as the impact of only introducing minimum competency requirements. The key driver of policy outcomes is an improvement in the pool of teachers, amplified by equilibrium effects on teacher wages in private schools. The equilibrium effects are large, accounting for 70% of estimated policy impacts.

Examining the Teacher Labor Market in Different Rural Contexts: Variations by Urbanicity and Rural States

Using repeated cross-sectional nationally representative data, we demonstrate how the teacher labor markets for rural contexts are different from those in urban-suburban areas. We also show that teacher attrition is not uniform across various rural settings. In particular, novice teachers in rural schools in sparsely populated states are more likely to turn over than novice teachers in urban-suburban schools in sparsely populated states. We also examine how teacher and school characteristics are associated with turnover in different rural contexts. The findings indicate there should be a concerted effort to examine teacher attrition in various rural contexts and not simply as delineation from urban-suburban areas.

Accounting for Teacher Labor Markets and Student Segregation in Analyses of Teacher Quality Gaps

Studies show that historically underserved students are disproportionately assigned to less qualified and effective teachers, leading to a “teacher quality gap.” Past analyses decompose this gap to determine whether inequitable access is driven by teacher and student sorting across and within schools. These sorting mechanisms have divergent policy implications related to school finance, student desegregation, teacher recruitment, and classroom assignment. I argue that analyses of the teacher quality gap that consider how teachers and students are sorted across labor markets offer additional policy guidance. Using statewide data from Texas, I show that teacher quality gaps are driven by sorting across school districts within the same labor market, but this finding differs depending on how “teacher quality” is defined.
