<p>‘Ka mua, ka muri’, Walking backwards into the future, is a Māori proverb that aptly describes the findings of this thesis. That we should look to the past to inform the future is arguably the purpose of history, yet we have to walk back far enough. Tracing back from the present, this thesis will address what has driven political, economic, environmental and social change within the South Wairarapa region from 1984 to the present day. The region has experienced significant changes to its physical and social environment over the past thirty years. Many modern historians have attributed the key changes of this period, such as agricultural intensification, diversification, rising unemployment and environmental degradation, to the economic re-structuring of the Fourth Labour Government. This thesis will argue that these changes, and neoliberal reform itself, are consequent of much longer historiographical trends. Examination of the historical context and legacies of the intensification of dairy farming, rise of the viticulture industry, and the relationship between Ngāti Kahungunu and Rangitāne o Wairarapa and their whenua, reveals complexities in the history of the region that histories of neoliberal change commonly conceal. The identification of these long running historiographical trends aides understanding of the historical context in which neoliberal reform occurred, and provides alternative narratives for the changes that have occurred over the past thirty years. Furthermore, it suggests alternative trajectories for how viticulture, agriculture and Te Ao Māori may walk into the future.</p>

Educational reform measures adopted in India since early liberalization led to systemic changes in the provisioning and practice of school and teacher education. Despite judicial intervention, the state withdrew from the responsibility of developing institutional capacity to prepare teachers, leading to a de facto public policy that undermines the potential role of teachers and their education in achieving equitable, quality education. The policy narrative constructed around quality and knowledge created the logic of marginalizing the teacher, undermining the teacher’s agency and the need for epistemic engagement. Commitment to the Constitution-led policy frame was gradually subverted by a polity committed to privatizing education and a bureaucracy committed to incrementalism and suboptimal solutions to the several challenges of universalizing quality education. A discourse constructed around teachers, their education, and practice led to narrowing curriculum to a disconnected set of learning outcomes and putting the onus of learning on the child. In the absence of robust institutional monitoring of the Right to Education effort and poor fiscal and teacher provisioning, this act too became a target of neoliberal reform, leading to dilution. The wedge between the constitutional aims of education and market-based reforms has become sharper as the practice of education prioritizes narrow economic self-interest over crucial public and social concerns. This has gradually hollowed out the Constitution-centered national policy perspective on education as critical to the needs of India’s disadvantaged and plural society. A major fallout of this has been the decoupling of concerns for social justice from those for quality education.

<div>This Major Research Paper conducted analysis of social housing policies and regulations in Ontario from 1993 to present. It was done to unearth the dominant discourses that informed social housing policies. Through a review of the Literature, a broader perspective will be had on social housing as well as social assistance, of which is deeply intertwined with social housing. The lack of a national strategy on social housing has caused Toronto to adopt a more entrepreneurial approach to housing, using public private partnerships, social mix revitalization initiatives, and other market and third sector influenced development mechanisms.</div><div><br></div><div>Social policy has been neoliberalized in Ontario at least since the advent of the ‘Common Sense Revolution’ in 1995, when a Conservative government was elected on a platform of neoliberal reform. Since then social housing has not been given the priority it deserves even with the changing of government and promises to address the lack of affordable housing in Toronto. These findings highlight difficulties on the part of Toronto to develop new affordable housing at a time when the city continues to grow and demand for housing is increasing. The visibility of homelessness across the city suggest policy failures and a need to act, to address the problem of lack of affordable housing post haste.</div>

Charter schools because of their entanglements with privatization remain one of the most publicly contested and controversial educational reform initiatives. Charter schools, in theory, are to balance autonomy and accountability in order to provide students with innovative learning environments and increased achievement on traditional academic measures. The governance of charter schools and the vision espoused in the charter application are central in determining the organization and operation of charter schools. As such, connected to charter schools are the actors that envision them and the processes and policies that enable them. Utilizing the case of post-Katrina New Orleans, I examine the charter authorization process, an understudied aspect of charter school policy. Understood as an objective, colorblind process in mainstream policy articulations, the authorization process regulates entry into educational markets. This paper applies a Critical Race Theory analysis to the authorization process. I argue the charter school authorization process is a foundational gatekeeping mechanism that structures charter markets. In so doing, the charter school authorization process is embedded within and constitutive of on-going processes of racial formation and racialized power solidification. Moreover, I argue mainstream policy articulations situate the charter school authorization process as an accountability mechanism that is neutral, benign, and objective; such articulations distort and distract from the racial antagonisms upon which neoliberal reform projects are built.

The final chapter begins with epidemics in Africa and Asia, then considers challenges to health and illness research, and ways forward. Disconnections in theory, policy and practice are contrasted with the connections that need to be made in theory and practice if pandemics, climate change and other global threats to health are to be contained. Contradictory social science theories all need to be connected and combined, like medical science, into a larger coherent critical realist framework that goes beyond describing and measuring. The detailed example is about contested understandings of mental distress within neoliberal reform of community mental health services. Eight commitments for useful health research are followed by methods for Utopian research about future change.
