Penelitian bertujuan mengetahui pengaturan penangguhan penahanan pada tahap penyidikan di Kepolisian Resor Pelabuhan Makassar, dan pelaksanaan penangguhan penahanan pada tahap penyidikan di Kepolisian Resor Pelabuhan Makassar. Tipe penelitian ini adalah yuridis empiris. Hasil Penelitian Penangguhan penahanan dapat dilaksanakan dengan atau tidak adanya jaminan berupa uang atau jaminan orang, namun KUHAP tidak menjelaskan mengenai besarnya jumlah uang jaminan apabila penangguhan tersebut dilaksanakan dengan adanya jaminan uang. Dalam pelaksanaannya, pemberian penangguhan penahanan dengan jaminan uang, jumlah uang tergantung pada kesepakatan antara pihak instansi yang menahan dengan pemohon penangguhan penahanan, penasihat hukum atau keluarganya. Uang jaminan disimpan oleh instansi yang menahan, tidak diserahkan kepada Panitera Pengadilan Negeri sebagaimana amanat undang-undang. Sedangkan penangguhan penahanan dengan jaminan orang, biasanya isteri atau anak yang menjadi penjamin. Penasihat hukum tidak pernah menjadi penjamin. The research aims to determine the arrangement of detention suspension at the investigation stage at the Makassar Port Police, and the implementation of detention suspension at the investigation stage at the Makassar Port Resort Police. This type of research is juridical empirical. Research Results Suspended detention can be carried out with or without a guarantee in the form of money or a person's guarantee, however, the Criminal Procedure Code does not explain the amount of security deposit if the suspension is carried out with a money guarantee. In its implementation, granting a suspension of detention with a money guarantee, the amount of money depends on the agreement between the detaining agency and the applicant for a suspension of detention, legal advisers or their families. Security deposits are kept by the detaining agency, and are not submitted to the Clerk of the District Court as mandated by law. Meanwhile, the detention is suspended with a person guarantee, usually the wife or child who becomes the guarantor. Legal counsel is never a guarantor.

International migration is the major integral part of international economic relations and significant component of the globalized world. Its issues cannot be comprehended without considering levels of policy at national, regional and global forums have attracted high levels of policy consideration at national, regional and global forums. It linkages the development in countries and migrant workers in terms of an emerging international consensus on the positive aspects of labour migration cannot be overemphasized. Therefore, the study sought to examines how the labour department manages international labour migration in Ghana. The snowball, stratified sampling techniques and in-depth interviews were used for data collection. The study showed that in spite of the absence of national migration policy, the labour department has been mandated with registration, licensing and monitoring of private employment agencies in the country. The study showed major challenge of labour department raising security deposits of GH₵ 25,000 as the registration requirement. The study also discusses the institutional collaboration that exists between the labour department and other state and international organizations as well as private entities in respect of labour migration in the country. The study concluded that the level of collaboration between the labour department and other institutions including state and international organization in respect of international labour migration management can be explained within the context of the migration systems theory.

The author analyzes “a security deposit” as a new named way to enforce the obligations established by the civil legislation of the Russian Federation. Studying of the latest amendments of civil law in the sphere of obligations will determine the actual directions of the further development of contractual security relations. The purpose of the article — based on the study of the doctrine of the Russian civil law, the Concept of development of Russian civil legislation, legislation and court practice to determine the legal nature of the security deposit, its characteristics and differences from other ways of enforcement of the money obligations — forfeit and deposit. Particular attention is paid to the problems of enforcement of security payments as the named ways to enforce the obligations under the preliminary agreements, and also revealed the inconsistency of court practice in this area.

In article the author describes the deposit protection system in Eurasia. Systems are compared with each other. It is also proposed to apply and improve the system of the Kyrgyz security deposits in a future perspective. Over the past 10 years in the scientific community and international financial institutions there was a notable rethinking of attitudes towards the protection of deposits, the role and place of the respective systems. If previously it was more neutral and cautious attitude, now at the international level has clearly proved the importance and effectiveness of this instrument of state policy. There is describes the principles of effective systems of deposit protection in article. There is proposed increase in the threshold compensation of the sum insured in those countries where it is not too large. There is justified by the transition from a single system of contributions to fund the deposit protection system to the differentiated contributions to the countries in which today the law contributions made by a simple calculation. The author asks: Should, in the light of international experience, to extend insurance coverage to the means of legal persons? The author believes that this successful experience, the acquisition of which countries should aspire to. But it is necessary to aware that the program deposit protection of legal persons requires completely different conditions, such as from banks, and by the Fund, acting as a deposit guarantee.

They keep shivering in the corners of their bedrooms or burning their houses down with defective space heaters. The public agency that is supposed to relieve the poor refuses to pay security deposits, and the private charities that pay deposits are out of money. A bill that might improve matters has passed one House of the Legislature, and is about to die in a committee of the other House. I have a card on my desk from a former student I ran into the other day. She works in the field of utility regulation, and has promised to send me more e-mails on the subject. I also have a pile of student papers on whether a lawyer can encourage a client illegally in the country to marry her boyfriend in order not to be deported.What I am trying to do with all this material is exercise a preferential option for the poor. I am working at it in a large, comfortable chair in a large, comfortable office filled with large, comfortable books, and a large—but not so comfortable—collection of loose papers. At the end of the day, I will take some of the papers home with me to my large, comfortable, and well heated house.
