The relationship between theory and practice in regional science is examined in terms of the use of urban modelling as a ‘policy science’ in the service of planning. It is argued that through this relationship, the theoretical deficiencies of models are reinforced by deficiencies in the way planning institutions are able to define practical problems for the ‘policy scientist’ to solve.
