The article presents main directions for improving the organization of emergency medical services (EMS), specialized medical care and medical evacuation in federal subject of Russia. These directions of development include: the formation of three-tier health system in federal subject of Russia, the integration of ambulance stations and territorial disaster medicine centres, the creation of EMS regional dispatch centres, the development of emergency departments, the modernization of medical information systems for EMS.

This article analyzes the potential of the legal structure supporting municipal candidates for the post of a governor of some federal subject of the Russian Federation (known as the ‘municipal filter’) for the development of the Russian local self-government. The authors consider the key theoretical and practical problems associated with substantive and procedural aspects of the existing support mechanism of candidates for the post of the highest official of a federal subject of the Russian Federation. The authors also propose a set of legal measures aimed at improving the legal structure under study.

The article analyzes efficiency of management by objectives planning in supporting sanitary epidemiological well-being of population and defense of rights of consumers in the subject of the Russian Federation. Within the framework of this analysis a characteristic is given concerning supporting sanitary epidemiological well-being of population and defense of rights of consumers according sectoral target programs in the subject of the Russian Federation. The results of analysis of social economic efficiency of management by objectives are presented. The sociological survey is implemented concerning issues of quality and accessibility of public services provided by Rospotrebnadzor and effective management of sanitary epidemiological well-being of population. The originally elaborated technique of evaluation of efficiency of management by objectives is presented within the framework of achieving strategic targets of Rospotrebnadzor in the subject of the Russian Federation.

Background: Inherited epidermolysis bullosa is a group of genetic skin disorders. In most severe forms, such as junctional and dystrophic subtypes, quality of life and life expectancy are significantly decreased. Therapeutic approaches include wound care and complication treatment.Aims: To evaluate the incidence and prevalence of inherited epidermolysis bullosa in the Russian Federation, sociodemographic characterisrics and provision of healthcare.Methods: To conduct the research forms summarizing demographic, medical and social information on inherited epidermolysis bullosa patients were developed. The forms were sent to state outpatient dermatologic clinics in federal subject of the Russian Federation. Data on inherited epidermolysis bullosa patients from outpatient dermatologic clinics were obtained within the period of 2014−2016 by extracting information from their medical charts. A confirmed inherited epidermolysis bullosa diagnosis was considered as an inclusion criterion for the research. Based on the collected data prevalence and incidence rate were estimated.Results: Data on 439 patients from 70 federal subject at year-end 2014, 404 patients from 59 federal subject at year-end 2015 and 417 patients from 60 federal subject at year-end 2016 were collected. In 2014 EB simplex was diagnosed in 19.6% patients, dystrophic EB — in 11.6% patients. In most patients (66%) EB type was not diagnosed. In 2016 patients with EB simplex (48%) and dystrophic EB (24.2%) prevailed. In 25% patients an EB type was not specified. In 2014 the prevalence rates were estimated as 3.6 (in 70 federal subject), in 2015 — 3.8 (in 59 federal subject), in 2016 — 3.9 per 1 million population (in 60 federal subject). The incidence rates were estimated as 0.22 and 0.33 per 1 million population in 2015 and 2016 respectively.Conclusions: In 2016 the percent of patients with established EB type has increased in comparison to 2014. No significant changes in prevalence rates has been registered.

The present-day state finances condition demonstrates the need for specifying methodological and practical aspects of providing budget system financial stability. The objectives of overcoming the budget deficit at all levels set by the Russian Federation government are aimed at creating the necessary conditions for providing the region’s financial security as a key functional component of its economic security.The materials presented in the article provide characteristics of Stavropol Krai and Krasnodar Krai budgets, which were obtained by the authors as a result of the analysis of the basic medium-term development programs of the given regions. The possible use of budget policies indicators and instruments for the assessment of economic security and financial stability of a federal subject of Russia is indicated. The article investigates the opportunity to assess regional economic security based on the study of socio-economic parameters of its development and on the application of the system analysis methods to major indicators of a federal subject of Russia financial and budget policies.The elements of scientific novelty are determined by the fact that the article substantiates the necessity to develop a complex of measures for improving the forms and methods of the state financial support for regions with the mandatory inclusion of activities aimed at increasing regional economic security.

The authors distinguish three levels of patriotic education: federal, subject (All-Moscow) and university. All three levels should be provided not by formalized work "from the top down", but by interactive, civic, participatory, volunteer activities, taking into account the specifics of the current generation, by involving students in the implementation of federal and Moscow programs, through the development of student government, the activation of various areas of student life, the formation feelings of pride for their University.

On March 18 2014, the Republic of Crimea became a federal subject of the Russian Federation and the Ukrainian legal system was changed to the Russian system. The transition period was set to end on January 1 2015. This transition period was characterized by the fact that the law was created on a day-to-day basis, and as the residents of Crimea were unfamiliar with Russian law they found themselves in a legal vacuum. Laws were adopted in an urgent manner to ensure that the unification was as smooth as possible. In practice it became apparent that the allocated time was not sufficient, and the transition period was extended in some areas. The Article presents a review of the accession procedure and the legal regulations established in the Republic of Crimea during the transition period, and identifies some issues which have arisen.
