The purpose of the article is to assess the degree of development of the Kaniv reserve from the point of view of the modern concept of development of the reserve management. The methodology. In the research we used a historical approach, a systematic approach, a comparative method was used as a main one. It is the comparative method that makes it possible to assess the state of reserves and their development prospects, to determine their strengths and weaknesses. The results. On the example of the Kaniv natural reserve, there are significant gaps in the systemic development of the organization of the work of the reserve. Kaniv reserve was founded on July 30, 1923, and Khortytsia national reserve — much later, in 1965. Both reserves are characterized by the presence of a significant number of both natural and historical and cultural sites. However, the history of the creation of the two institutions was different. If the initial stage of their existence in both cases was characterized by the complexity of nature conservation and works on the protection of monuments, then in further history one can find differences in attitudes towards historical and cultural monuments and their research. The scientific novelty of the article lies in the identification of shortcomings and omissions in the vector of development of nature reserves in Ukraine, in particular, Kaniv natural reserve. The Khortytsia national reserve retains its complexity and constantly improves the forms of study and popularization of historical and cultural monuments and their museums. Unfortunately, there is no museum in the Kaniv reserve and in general archaeological monuments are not used in the excursion work of the reserve. This article studies this problem and suggests the ways to resolve it. The practical significance of the article is to determine the possibilities of intensifying and improving the work of the reserve, in particular, increasing the level of tourism potential.

The analysis of literature data and our own research of lungs tissues of the persons who died owing to COVID-19 caused fibrosis testify to participation in this pathology of a cascade of disturbances of molecular and cellular levels. Viral damage to endothelial cells causes systemic damage to the vascular glycocalyx, which loses its clotting properties and releases significant amounts of blood clotting factors. The fibrin clot formed under such conditions is characterized by resistance to fibrinolysis and locally blocks blood vessels with the systemic development of endogenous intoxication. Destabilized proteins of the latter form micro- and nano-sized aggregates with a significant content of β-folded structures. This contributes to the increase of fibrin resistance to the proteolytic action of plasmin, causes the development of fibrosis of the tissues affected in this way, and leads to the failure of the functions of the relevant organs.

Abstract. The systemic development of the agrarian sector of the regional economy is balanced (i.e., corresponding to the ideas about the optimal structure and proportionality of the agrarian subsystem of the regional socio-economic system) development of the subjects. The systemic development of the agrarian sector of the regional economy needs strategic management, which must meet the requirements of the following basic principles: complexity; parity of group, intragroup and regional interests; consistency; purposefulness; efficiency; optimality. Strategic guidelines for systemic development and management of the agricultural sector of the region's economy must be justified taking into account the impact of the level of resource potential usage, namely fixed capital by agricultural enterprises. It is proposed to evaluate and present in the form of a model the impact of changes in the multitude of selected factors in the set of indicators of efficiency and competitiveness of enterprises with the help of correlation-regression analysis. It is noted that the cost accumulation of fixed capital is inappropriate without assessing and reviewing the quality, quantity and need for available capital in the agricultural sector. The need to attract additional funds for the formation of fixed capital and the impact of the value of available fixed capital on performance indicators in terms of major agricultural sectors have been justified, namely: separately in crop production, mixed specialization and livestock. Sustainable balanced development of the region is a development aimed at achieving the goals of the subjects of the regional economy on parity basis and ensuring their stable functioning in the long term on the basis of continuous innovation improvement, while maintaining and improving the economic, social and environmental situation Keywords: management; strategy; resource potential; agricultural sector; market; competitiveness; livestock; crop growing. The paper presents various approaches to defining the concepts of ‘information competencies’ and ‘digital competencies’. The point of view of scientists on the essence, structure and ways of developing digital competencies are considered, the concept of students’ digital competence in modern conditions is clarified. The influence of this process on the development of the university library is emphasized. Digital competence is defined as the student’s high-level ability to communicate in the digital space (highly mobile intelligent devices, smart technologies, network professional communities) with the goal of self-realization and continuous innovative development. Among new challenges for the university library in digital environment the main ones are considered to be the emergence of new social and technological tasks, the specifics of working with users of the university library, and changing access to electronic resources while maintaining the invariability of main functional purpose of university library. The integrity and systemic development of digital competence of students in the conditions of the university library is reflected. The purpose of this paper is to unlock the potential of the university library as a subject of digital competencies development of students who will work in the digital age. The experience of the Scientific Library of the Siberian Federal University on developing digital competence of students is presented. Profiles of digital competencies of library users are proposed, which include two areas of responsibility: 1) information competencies and 2) digital competencies. The results of the study were refined and summarized, the results of the study were systematized, methodological recommendations were prepared to increase the effectiveness of libraries

AbstractAs digitization progresses, the integration of information and communication technologies in technical systems is constantly increasing. Fascinating value potentials are emerging (e.g. autonomous driving), but also challenges in the system development. The constantly increasing product complexity and degree of networking require a systemic development, which is fulfilled by established approaches of Model-Based Systems Engineering (MBSE). To ensure the reliability of tomorrow's systems, an integrative and early consideration of security and safety is additionally required. In order to show the possibility and consequences of failures and attacks, the paper develops a modeling language that links established and partly isolated security and safety approaches within a consistent metamodel. The developer is enabled to synthesize system architectures transparently on an interdisciplinary level and to analyze attack and failure propagation integratively. The approach uncovers synergetic and especially contrasting goals and effects of architectural designs in terms of safety and security in order to make adequate architectural decisions based on trade-off analyses.

Actualmente, la familia se encuentra ante retos que requieren de su eficiencia y eficacia en la crianza, protección y orientación de los hijos, es decir, la parentalidad y la capacidad de los padres de ejercerla de forma competente. Desde este punto de vista, destaca la necesidad de un modelo educativo centrado en el desarrollo de las competencias parentales que proporcione conocimientos, habilidades y actitudes que optimicen el rol parental respecto al desarrollo pleno y sistémico del ser humano. Ante la necesidad de conocer si los padres asumen de forma óptima su papel en la educación de sus hijos, se plantea como objetivo principal de este artículo el diseño de un instrumento para el análisis de la competencia parental en las etapas de Educación Infantil y Primaria. Para responder a este objetivo realizamos un análisis de la literatura científica y revisamos los principales instrumentos de evaluación, nacionales e internacionales, referidos a este campo objeto de estudio. Posteriormente, procedimos al diseño y validación de contenido y constructo del instrumento a través de comités de expertos y al análisis de fiabilidad factorial exploratorio y confirmatorio. Los resultados obtenidos evidencian que se trata de una herramienta con adecuada validez, discriminante y convergente, para la población objeto de estudio; sin embargo, se observa una baja fiabilidad para algunos de los factores/dimensiones. Currently, families are faced with continuous challenges that require efficiency and effectiveness in the process of upbringing and a conscious awareness of parenthood and how to implement it based on protecting and orienting children. From this point of view, the need for an educational model focused on the development of parental competences, that is, on providing knowledge, skills and attitudes that optimize parental roles with respect to the full and systemic development of human beings becomes evident. Given the need for parents to exercise their role in the education of their children, the main objective of this article is the design of an ad hoc instrument for the analysis of parental competence in Infant and Primary Education. In order to respond to this objective, we conducted an analysis of the scientific literature and reviewed some of the existing national and international evaluation instruments related to this field. In addition, we designed an instrument and undertook a study of content and construct validation through expert committees and an exploratory and confirmatory factorial reliability analysis. Results evidence that this is a test that presents an adequate discriminant and convergent validity for the population under study but a low reliability for some of the factors/dimensions.

Abstract International organisations are inherently purposive actors within the international legal system, created and empowered by States to pursue finite common objectives. This teleological dimension has come to play a prominent role in the way in which international law rationalises international organisations, with their purposes given a significant, often determinative, role in delimiting their competences. This article argues that this is the product of a conscious shift in legal reasoning that took place in the aftermath of World War II. Through an analysis of a series of key post-War decisions, it identifies the common features of this ‘teleological turn’ and, disentangling it from other forms of legal reasoning, examines its unique underlying logic and normative claims. It demonstrates that while the teleological turn offers prospects for the systemic development of international governance, an increasingly abstract approach to the concept and identification of an organisation's ‘purpose’ raises a number of unresolved questions which cast a shadow of indeterminacy over the law of international organisations.

El objetivo de la investigación es identificar las principales competencias docentes de los maestros de educación inicial en el Ecuador. En esta investigación se utiliza un enfoque descriptivo y correlacional de tipo cuantitativo; el instrumento de aplicación es un cuestionario Ad hoc denominado: “Competencias docentes en la educadora infantil” dirigido a los maestros de educación inicial que trabajan con niños de 0 a 6 años. Este instrumento se divide en 4 dimensiones: personal, social, práctica docente y satisfacción profesional. La población es de 50 maestros de educación inicial del Ecuador de diferentes centros educativos: fiscales, particulares y fiscomisionales. Como principales resultados, se puede observar que la educadora inicial tiene una visión integral de información en principios teóricos y prácticos que les permita un desenvolvimiento sistémico; además, que se trata de un profesional integral y multidimensional que debe estar en constante capacitación y transformación en su forma de actuar y pensar. Description of the pedagogical competences of the Ecuadorian infant educator ABSTRACT The objective of the research is to identify the main teaching competencies of early childhood teachers in Ecuador. In this research a descriptive and correlational approach of a quantitative type is used; The application instrument is an Ad hoc questionnaire called: "Teaching competencies in the early childhood educator" aimed at early childhood teachers who work with children from 0 to 6 years old. This instrument is divided into 4 dimensions: personal, social, teaching practice and professional satisfaction. The population is 50 teachers of initial education in Ecuador from different educational centers: fiscal, private and fiscal. As main results, it can be observed that the initial educator has an integral vision of information in theoretical and practical principles that allows a systemic development; in addition, that he is a comprehensive and multidimensional professional who must be in constant training and transformation in his way of acting and thinking. Abstract. In this article the issues of financial capacities mobilization of amalgamated territorial communities for intensification of their investment and innovative activity are considered. It will contribute to the systemic development of the regional (territorial) economy. Ensuring the increase of financial and investment potential of the territorial economy is impossible without a quantitative assessment of its volume and level. To assess the level of the region’s provision with its own financial and investment potential, we used a method of assessing the ratio of net and gross volume of financial and investment potential. Calculations have shown that in 2010—2018 in the economy of Ukraine there was a general trend in increase of number of regions with a free savings deficit, that could have been attracted into the investment process. Based on the results of the analysis, a conclusion is made about the asymmetry of regional economic development. Regions with developed industry faced the least problems with the formation of financial and investment potential. Our suggestions are to develop the entrepreneurial potential in the direction of establishing import substitution in order to increase the territorial community’s own financial resources. The authors’ idea of choosing the industry for the organization of import-substituting productions is tested on the example of Lviv region. This idea is to direct financial and investment resources to those sectors of industry that will have good consumer prospects, in spite the fact that their market share is insignificant due to the imports. As a result, regions (territories) will have the opportunity to produce consumer goods and mobilize domestic resources, and at the same time attract and accumulate external financial and investment resources. We believe that such strategy will ensure the effective socio-economic development of the regional (territorial) economy. Introduction: Appropriate wheelchairs are often essential for the health and wellbeing of people with mobility impairments to enhance fundamental freedoms and equal opportunity. To date, provision has mainly focused on just delivering the wheelchair instead of following an evidence-based wheelchair service delivery process. In addition, many governments have not committed to a national wheelchair provision policy. Approach: To prepare this position paper, a systemic development model, founded on the sustainable human security paradigm, was employed to explore the global challenges to accessing appropriate wheelchairs. Positions: I: Consideration of key perspectives of wheelchair provision across the life course is essential to meet the needs to children, adults, older people and their families; II: Comprehensive wheelchair service delivery processes and a competent workforce are essential to ensure appropriate wheelchair service provision; III: Evaluations on wheelchair product quality development, performance and procurement standards are key as wheelchair product quality is generally poor; IV: Understanding the economic landscape when providing wheelchairs is critical. Wheelchair funding systems vary across jurisdictions; V: Establishing wheelchair provision policy is a key priority, as specific policy is limited globally. Conclusion: The vision is to take positive action to develop appropriate and sustainable wheelchair service provision systems globally, for me, for you, for us.
