Since the 1990s, governance changes, including customer choice agendas, have permeated the public sector and, consequently, welfare sector professionals’ work. One example is the education sector. The aim of this paper is to identify and discuss avenues for further research when it comes to teachers’ working conditions in the light of current choice agendas. This is accomplished by presenting an overview of previous studies on implications of the reforms for teachers’ working conditions. How are these conditions described in relation to the current school choice agenda in Sweden? What directions should be applied to increase knowledge of these conditions? We conclude by identifying some avenues for further research: the issues of organization of work, temporal and spatial dimensions of working conditions, and finally comparative studies of various forms, are suggested as warranting further investigation to highlight the diversified labor market in which teachers find themselves today. This paper considers the public pedagogy of location in relation to walking. I walk and write withand from my compass orientated to the Freirean notion of a ‘pedagogy of hope’. Using an autoethnographic account of a local walk, walking is (re)presented and interpreted as a wanderingethic of (re)location. Temporal and spatial dimensions of my walking are revealed in the social,cultural and ecological context of the bushfires and the pandemic. Drawing from scholars whotheorize embodiment and the multiple natures of body~time~space, the inter and intra-actionswith/in ecologies are presenced in a sensory narrative. To consider walking as a wandering ethicof (re)location, it is argued that various temporal, spatial, material, historical and cultural dimensions are contingent within the context of change as evident in the aftermath of bushfires and thepandemic. What I examine is the inter-play in relation to what is present and otherwise absentwhilst walking that is interpreted as a ‘pedagogy of hope’ amidst the struggles and uncertaintiesof these times.

The article presented at the conference is the study of the problems of upbringing andeducation of senior pupils from the Carpathian mountain area. Namely the author investigates thestudents’ readiness for choosing the teaching profession and willingness to work at rural mountainschools. Despite the big number of teachers in the labor market of Ukraine, now the system ofeducation meets an acute issue dealing with the selection to the pedagogical specialties talentedcreative young people who actually choose teaching profession by nature and strong personal will.Today there are very few teachers whose level of commitment to perform professional duties inUkrainian education is really high, and this is especially true about mountain school teachers. Thisphenomenon can be partially explained by the fact that teaching profession has low prestige in oursociety for the recent decades (Ukrainian teachers are not well-paid, their working conditions inrural Carpathian schools leave much to be desired). Therefore the problem of readiness of highschool students to perform professional-pedagogical duties is of particular relevance. The authoranalyzes the psychological and pedagogical basis of the presented problem, defines the essenceand structure of the notion “readiness for choosing the teaching profession”. In the context ofsolving this issue one of the important conditions the author considers the comprehensivedevelopment of senior school students, particularly the development of their creative abilities.

Neoliberal forces since the latter part of the 20th century have ushered in greater devolution in state schooling systems, producing uneven effects on the working conditions of teachers, commonly the largest segment of the public sector workforce. Within this context, this paper examines secondary teachers’ working conditions as they relate to the restructuring of the professional landscape that school choice reforms bring. Drawing illustrations from a qualitative study of teachers’ working experiences in the lowest socio-economic status schools, through the ‘middle band’, to the most prestigious and affluent in a metropolitan city in Australia, this paper finds that teachers develop skill-sets that are context specific, creating possible ‘lock-in effects’ within but also between sectors. Moreover, various work arrangement issues seem to reinforce the lock-in effects by making changes between sectors risky and unattractive. We postulate that inter- and intra-sectoral differences, which are exacerbated through school choice processes, have the potential to reinforce and deepen the lock-in effects on teachers, with possible consequences for their future career mobility.

This chapter identifies markets that currently frame the provision of schooling. Schools and school districts compete with one another for teachers in the labor market; people respond to labor market signals in deciding whether or not to train to become teachers; people exercise school choice through the housing market; and, as long as private schools are legal, those who can afford it can exit the public sector into private schools: in the UK, 7 percent of children attend private schools, and in the US about 12 percent do. The chapter argues that no market-free approach to education policy is available.

The purpose of this study is to evaluate the impact of public expenditure cuts on employment and income to support policies for the development of the labor mar- ket. Impact evaluation is of interest for policy makers as well as researchers. This paper presents a method – that is based on a Computable General Equilibrium model – to analyse the impact of the public expenditure cuts policy on employment and income in industries and occupations in Vietnam using macro data, the Input output table, 2006, 2008 and the 2010 Vietnam Household Living Standard Survey.

Personhood is complex and characterized by what Avery Gordon describes as an abundant contradictory subjectivity, apportioned by power, race, class, and gender and suspended in temporal and spatial dimensions of the forgotten past, fragmented present, and possible and impossible imagination of the future. Drawing on Gordon’s interpretation, we explore how personhood for young Māori from the nation of Rongomaiwāhine of Aotearoa New Zealand is shaped by a subjectivity informed by a Māori ontological relationality. This discussion is based on research conducted in the Māori community by Māori researchers. They used cultural ontology to engage with the sociohistorical realities of Māori cultural providence and poverty, and colonial oppression and Indigenous resilience. From these complex and multiple realities this essay will explore how young Māori render meaning from their ancestral landscape, community, and the wider world in ways that shape their particular personhood.

Public Employment Services (PES) are identified as important institutions in the process of improving the match between supply and demand in the labor market, which, despite their importance, still do not achieve the desired efficiency. The indicated problem is partly due to the lack of appropriate evaluation methods for the applied labor market policy instruments. This paper aims to verify the possibility of using the two-stage Data Envelopment Analysis (DEA) method in measuring the efficiency of public sector entities. The authors focused on 39 PES operating in Mazovia province, Poland in 2019. In the first stage, the model of technical efficiency of local PES included six variables (four inputs and two outputs). Only seven PES obtained full efficiency. The inefficiency of analyzed PES varied from about 1% to 80%. In the second stage, the attention focuses on the relationship between true unknown efficiency and its determinants (five environmental variables, both demand and supply oriented). Then, the regression coefficients and confidence intervals showed that three out of five variables influence the efficiency results, the share of the long-term unemployed, the share of the unemployed under 30, and the share of the unemployed over 50 in the total number of unemployed.

This Article looks at aspects of the relationship between privatization in education and educational justice, examining these relationships from normative and empirical points of view. It explores different meanings of privatization in the realm of education and assesses underlying reasons for certain aspects of privatization in light of two educational justice: the adequacy approach and the fair equality of opportunity approach. The Article argues that given the competitive nature of the sphere of education, considerations of fairness, as well as utility, solidarity, and democracy supply strong reasons for rejecting various arguments that support the existence of private schools. In the last thirty years, vouchers and school choice schemes have constituted the main modes of privatization, importing market mechanisms and the logic of competition into the realm of education. Empirical evidence suggests that vouchers and school choice schemes have not fulfilled the promise of reducing educational inequalities, partly due to the political, social, economic and ideological background in which they were implemented. The introduction of competition in the realm of education has created a reality that encourages schools to prefer “low cost” students—students from middle and upper classes families—over “high cost” disadvantaged students—who come mainly from the lower class, and students with special needs. Not only have marketization and privatization changed the way that society distributes educational services, they promote a social ethos that emphasizes self-interest over the advancement of the public good and erodes democratic public forums in which collective societal decisions should be resolved.
