The US National Blue Ribbon Schools (NBRS) Program annually recognizes hundreds of schools successful in their states’ accountability systems. NBRS are studied for effective practices worth replicating. In this study, 2016 NBRS Program applications ( n = 24) yielded insight about espoused collaborative practices, providing information about the development of social and decisional capital. Leaders strategically allocated time and structures and created systems. Furthermore, relational conditions, such as a culture of teamwork and building trusting relationships were instrumental. Empowerment conditions, such as leaders trusting teachers and valuing their input, as well as providing them opportunities for decision-making and leadership, also supported the development of social and decisional capital.

Abstract, Various efforts to make education more meaningful for individuals concerning affective domain has been conducted through several subjects, including Religion Education, Civics Education, Social Sciences Education, Indonesian Language Education, and Physical Education. However, those efforts could not effectively hold character building which is dynamic and adaptive to fast changing era. The failure of character building at formal school must be anticipated, so it is necessary to develop relevant teaching model and education system. The problem of character education in school which is not yet able to build students’ character is affected by several factors: school management, teacher, and learning model. Some researches on best practices of character educationhave been conducted in order to obtain relevant teaching model at several Islamic boarding schools in North Sumatera Province, Nangroe Aceh Darussalam Province, West Sumatera Province, Riau Province, Jambin Province and South Sumatera Province. The data was collected using indepth-interview and observation. It was found that salafiyah Islamic boarding school put more priority on teacher (ustadz) role model, while modern Islamic boarding school applied tight rules to develop students’ discipline, and responsibility. Islamic boarding schools build the characters of caring for other people, sincerity of devotion, modesty, and independence. The policy that could be suggested based on this research is that of the application of character education must be holistically embedded in school program and must be comprehended and obeyed by school’s educators and students alikeBetter implementation could be achieved if the character education is explicitly formulated in the mission statement of the school.   Keywords:  character education, learning model, Islamic boarding school  Abstrak, Berbagai upaya untuk menjadikan pendidikan lebih mempunyai makna bagi individu yang menyentuh tataran afektif telah dilakukan melalui mata pelajaran Pendidikan Agama, Pendidikan Kewarganegaraan, Pendidikan IPS, Pendidikan Bahasa Indonesia, dan Pendidikan Jasmani. Namun demikian upaya-upaya tersebut ternyata belum mampu mewadahi pengembangan karakter secara dinamis dan adaptif terhadap perubahan jaman yang sangat cepat. Permasalahan gagalnya pendidikan formal di sekolah dalam membentuk karakter siswa sangat perlu diantisipasi, sehingga perlu dikembangkan suatu model pembelajaran dan system pendidikan yang dapat digunakan untuk membentuk karakter siswa. Permasalahan pendidikan di sekolah yang belum dapat membentuk karakter siswa dipengaruhi oleh beberapa factor, diantaranya factor manajemen sekolah, guru, dan model pembelajaran. Untuk memperoleh model pembelajaran yang cocok, telah dilakukan penelitian tentang best practices pendidikan karakter di beberapa pesantren yang berada di propinsi Sumatera Utara, propinsi Nangroe Aceh Darussalam, propinsi Sumatera Barat, propinsi Riau, propinsi Jambi, dan propinsi Sumatera Selatan. Pengumpulan data dalam penelitian ini dilakukan dengan dua tehnik yang lazim digunakan dalam penelitian dalam penelitian kualitatif, yaitu; observasi dan wawancara mendalam. Ditemukan bahwa pesantren salafiyah lebih mengutamakan keteladanan ustadz, sedangkan pesantren modern menerapkan aturan yang ketat untuk menumbuhkan sikap disiplin dan tanggungjawab. Pesantren menumbuhkan atribut karakter saling tolong menolong, ihklas mengabdi, kesederhanaan, dan kemandirian. Kebijakan yang dapat diambil berdasarkan hasil penelitian ini adalah menerapkan pendidikan karakter secara holistic melalui program sekolah yang harus dipahami dan dipatuhi oleh semua unsur pendidik dan peserta didik.  Untuk itu, lembaga pendidikan seharusnya menetapkan misi yang eksplisit terkait pengembangan karakter siswa.  Kata Kunci: pendidikan karakter, model pembelajaran, pondok pesantren

Penelitian ini akan mengarahkan pada sasaran pendidikan karakter di sekolah. Sasaran pendidikan karakter adalah seluruh sekolah di Indonesia terutama pada tingkat SMP negeri maupun swasta, karena di masa SMP peserta didik belum terlalu melawan kepada guru, seperti anak SMA, dan anak SMP tidak terlalu kecil untuk mendapatkan materi pendidikan karakter, seperti anak SD. Semua warga sekolah, meliputi para peserta didik, guru, karyawan administrasi, dan pimpinan sekolah menjadi sasaran program ini. Sekolah-sekolah yang selama ini telah berhasil melaksanakan pendidikan karakter dengan baik dijadikan sebagai best practices, yang menjadi contoh untuk disebarluaskan ke sekolah-sekolah lainnya.This research will lead to the target of character education in schools. The target of character education is all schools in Indonesia, especially at the public and private junior high school level, because in junior high school students are not too resistant to teachers, such as high school students, and junior high school children are not too young to get character education materials, such as elementary school children. All school residents, including students, teachers, administrative staff, and school leaders are the targets of this program. Schools that have been successful in carrying out character education well are used as best practices, which serve as examples to be disseminated to other schools.

AbstractABSTRAKPenelitian ini bertujuan untuk mendapatkan informasi tentang pelaksanaan pendidikan karakter, guna mendapatkan opsi kebijakan tentang strategi pendidikan karakter di sekolah. Metode penelitian menggunakan survei, menggunakan pendekatan deskriptif kualitatif dan analisis data menggunakan statistik deskriptif. Penelitian dilaksanakan di 10 kab/kota dengan sampel 40 SMA dan 40 SMK. Responden adalah kepala dinas pendidikan 10 orang, kepala sekolah 80 orang, guru 320 orang, dan siswa 800 orang. Hasil penelitian menunjukkan bahwa dari sisi kebijakan pemerintah daerah sebagian besar belum menerbitkan peraturan daerah yang terkait dengan pendidikan karakter. Sementara pada tingkat sekolah, kebijakan pelaksanaan pendidikan karakter umumnya dilaksanakan mengacu pada visi dan misi sekolah, sebagian besar sekolah mengintegrasikan dalam pembelajaran, pembiasaan, dan pembudayaan. Pelaksanaan pembiasaan dan pembudayaan yang dilakukan oleh guru masih belum konsisten, dan belum dievaluasi secara periodik. Direkomendasikan perlu adanya penguatan dan pembudayaan secara konsisten pelaksanaan pendidikan karakter dengan mengacu pada praktik sekolah terbaik dan meminimalkan hambatan pelaksanaannya.ABSTRACTThis study aimed to obtain information on the implementation of character education in academic and vocational high school in order to develop strategic policy options on character education in schools. The method used was survey, descriptive qualitative approach and data analysis using descriptive statistics. The research was conducted in 10 districts/cities with a sample of 80 schools (40 academic schools and 40 vocational schools). Respondents involved were 10 district head of education offices, 80 principals, 320 teachers, and 800 students. The results showed that in terms of policy, most regional government had yet to issue local regulations related to character education. While at the school level, policy implementation was generally implemented in reference to the vision and mission of the school. The vast majority of schools integrated learning, habituation, and familiarization. Implementation of habituation and familiarization done by teachers were still inconsistent, and had not been evaluated periodically. One of policy recommendation is the need to strengthen and develop a consistent implementation of character education referencing to the best practices and to minimize obstacles in implementation.

Character education is an inseparable part of the program of strengthening and improving the quality of education in various aspects of life. Character education is manifested in a variety of activities and conditions that allow each school to be able to optimize the cognitive abilities of children in addition to strengthening their morals and character as a whole. Each school has advantages and good mechanisms that support the implementation of the character education program the study was conducted to explore and obtain a picture of best practices carried out by leading schools implementing the character education strengthening program (PPK). Qualitative research with a collective case study design is used in this study. There are 3 excellent schools that become research locus with 18 respondents who involved as research participants selected using purposive sampling. Exploration was implemented using the interview method, focus group discussion, and direct observation. The results showed that the implementation of character education conducted at the three schools was very effective because it was supported by various policies, concrete actions, and the consistency and seriousness of the school in supporting the program. The best practices that might be used as a model by other schools include praying together, conducting joint worship routines, rotating cults, conducting environmental love programs, literacy, and cultural love programs
