On Some Aspects of the European Knowledge Economy

We survey some of the consequences of the managerialism of science and education as practiced in European countries and its main results: the Bologna declaration and the Bologna process. One notable feature of this process is the gradual introduction of currently fashionable management terms into school curricula. These linguistic changes are the direct result of the neoliberal philosophy behind the concept of knowledge economy, namely, that all sciences must justify their economic value; moreover, the introduction of such terms is via government “strategic documents” that are never the result of a democratic public debate. As a case in point, we examine two such strategic documents issued by the Bulgarian ministry of education.

The article examines the basic legal and regulatory documents, legislative acts in the field of higher education and international agreements signed by Ukraine within the process of creation of the Common European Education Space. It presents and analyses the principal documents which gave rise to the Bologna process and the creation of the Common European Education Space, and those signed and embodied by Ukraine on the way towards the implementation of the European education standards. It as well investigates the legal and regulatory documents within the system of the higher education of Ukraine during the 154 process of its reforming, inter alia the principal regulatory acts, decrees and orders of the Government and the Ministry of Education and Science of Ukraine, which were aimed to reform and modernize the system of the higher education of Ukraine, as well as to implement the European education standards, to promote the improvement of academic cooperation, international recognition of the academic documents and the participation of Ukraine in the European educational programs and projects.

Since the academic year 2001/2002, the programme of studies at the Department of Geography, Tourism and Hotel Industry has been adjusted to the requirements of the Bologna Declaration. All the exams, including optional subject Animation in Tourism, during the studies are organised into one-semester exam, and obligatory student’s intership has been introduced. Animation in tourism with it's animation programmes, introduces very important segment in touristic offer of one destionation. In this way tourists are able to feel local atmosphere. Also, that is an original instrument to oblige them to have a significant role in creating the ’’genius loci’’. In the most hotels and restaurants, on a famous destinations, authentic food is served to guests in the course of animation programmes. The programme should be enriched with the folkloric caracteristics of one nation, which we want to represent to visitors. The main goal of this essay, with theory asppects and concrete examples, is to point out the importance of animation, as a considerable factor and new trend in a process of promoting the hotel product.

The process of globalization acquires the greatest importance in today’s world. The ongoing technological changes, the rise of the knowledge economy and the growth of skill requirements in the labor market have influenced the changes in the landscape of education throughout the world. The emergence of Bologna Process has facilitated the creation of the European Higher Education Area, which can be assumed as a sample of uniformity of the European system of higher education. The Bologna Process is focused on the following strategies: modernization of higher education; connection and creation of national, regional and global educational spaces; enhancement of the attractiveness and competitiveness of the EHEA. The implementation of these strategies implies innovative processes, which build an awareness of traditions and raise a world-wide importance and attractiveness of the Bologna process.

The integration and deepening cooperation with Europe within the scope of higher education remains essential for the European integrative aspirations of Ukraine. For years, our country has been a strategic partner of Europe. Since Ukraine gained its independence, the government kept on declaring ambitions to implement the European principles in all sectors of life. So does it concerning the sphere of higher education. In 2005 Ukraine signed the Bologna Declaration and therefore officially joined the Bologna process. To this end, Ukraine assumed obligations to partake in reforming the system of higher education and to implement the European standards of education therein. For many years Ukraine was closely cooperating with European countries within the framework of science and education. Over twenty five years a series of international agreements have been signed between Ukraine and the countries of Europe, both at governmental level and that of the Ministries of Education. Moreover, a number of interdepartmental agreements have been signed at the academic level. May 19, 2017 marks the twentieth anniversary of the Bologna declaration accession of Ukraine. Twenty years of experience of Ukraine’s participation in the Bologna process still generate interest and provoke discussions within the Ukrainian society, foremost in the academic world, as well as among students, professors, politicians, officials, analysts and experts. This article investigates the key elements of Ukraine’s participation in the Bologna process. It as well covers the European-oriented reform of the higher education system for over ten years and analyses the efficacy and success thereof. The article emphasizes benefits and drawbacks of Ukraine’s joining the Bologna process.

Abstract Objective: This contribution attempts to highlight the convergences and divergences of the strategies and modes of governance put in place in the current context of European universities (knowledge economy, budget restrictions, changing demand of students and employers). Methodology: A study of three universities from three different countries, two public and one private, is proposed from the analysis of the internal official documents (strategic projects) of the structures and interviews with the leaders. Findings: Elements of convergences and divergences are highlighted, which makes it possible to make hypotheses to verify in other researches. Value Added: The approach is exploratory and complementary to the analyses in terms of the structure and strategy model of higher education institutions Recommendations: The implementation of the Bologna Process is still often instrumentalized or rejected (defence of local specificities or fears of excessive standardization), but the current evolution of constraints and environments seems to go far beyond this non-normative project. It should therefore be considered as an opportunity for a positive and effective response to the present stakes.

Since the advent of the knowledge economy society, higher education is seen as a major contributor to poverty reduction and sustainable human development. Over the past two decades, many regional organizations have invested in the revitalization and further development of their higher education systems—in order to benefit from the opportunities offered by the knowledge economy. These efforts include the implementation of the Bologna process of construction of a higher education area in Europe and beyond by 2010 and the Higher Education Harmonization Strategy in Africa designed by the African Union. These two initiatives are mainly motivated by the need to move to a new system known as the bachelor-master-doctorate system.

There are numerous disputes and discussions about the need to introduce online learning technologies into the educational process of the university. However, the welcoming examples of individual educational institutions should not give rise to the illusion of complete and widespread prosperity. In many Russian universities, the situation with the introduction of new teaching aids is, to put it mildly, difficult both in terms of the availability of an organizational strategy and in terms of cultural changes. The article attempts to characterize the situation with online education in universities based on an analysis of the expectations of students who seem ready to move to digital, and the decisions of the Bologna process, requiring the introduction of online components in the educational process of universities. In addition, the authors of the article provide an overview of the initial attempts to introduce online learning into the educational process of universities in a particular region, taking into account the systematic and psychological difficulties that have arisen. As the best option, the authors propose a combination of online education with a research component in order to preserve the university’s status as a center of science and education.

In the article the stages of formation of the Bologna system and processes of its transformation are considered. The Bologna Process is directed to strengthening of international competitiveness of the European system of the higher education. The authors make a conclusion that adoption of the Bologna declaration became a key event in the formation of the European educational space. From this point so-called Bologna Process started as a new stage in the development and integration of the European education
