The Peacebuilding Process in Postwar Liberia

Who are the most important actors in the peacebuilding process in post-war Liberia? How do they interact in specific institutions on the ground and what are the factors behind the slow pace of the post-war reform process? This book, designed as a qualitative case study with a strong descriptive component, provides answers to these questions. It highlights the importance of the domestic political landscape for the ultimate fate of the reforms and the role of influential individuals in the process. Its findings indicate that despite a rich, critical academic debate, the current practice of peacebuilding remains shaped by the neo-liberal paradigm, and remains rather disconnected from the post-conflict realities and individuals on the ground.

This article is a qualitative case study on the political dimensions of social protection reforms in post-conflict Nepal. The article examines vertical versus horizontal party structures and the political economy of support for different parties, and how this relates to their social protection policies to help unpack gaps in the literature and provide a deeper understanding of both the constraints and opportunities for reform. Drawing on key informant interviews conducted in Nepal between 2012 and 2014, the article describes the attitudes of members of the main Nepalese political parties towards social protection, and analyses the proposals on social protection within party manifestos. It discusses the role of social protection in democratisation as well as limitations towards constructing a democratic welfare state grounded in the kind of clientelistic and patronage party politics that continue to dominate the political landscape in Nepal today. The article is relevant to those in the ‘thinking and working politically’ aid movement and those working towards social protection reforms in clientelist states.

AbstractOrganisations are important gatekeepers in the labour market inclusion of immigrants and their children. Research has regularly documented ethnic discrimination in hiring decisions. Aiming to further our understanding of the role of organisations in influencing the professional trajectories of individuals of immigrant origin, this paper investigates the recruitment practices of public administrations. Drawing on approaches from organisational sociology and a qualitative case study of public administrations in the German state of Berlin, the article identifies three crucial elements of organisational decision-making affecting the recruitment of staff of immigrant origin: decisions regarding advertisement strategies, formal criteria, and individual candidates. Further, the article shows the underlying decision-making rationalities and the role of organisational contexts and ethnic stereotypes for recruitment-related decisions.

In this paper, the role of higher education in post-uprising Libya is analysed in terms of its relationship with transitional processes of democratization and civic development. It begins by contextualising the Libyan uprising within the optimism of the ‘Arab Spring’ transitions in the Middle East. Following this, the relationship between higher education and politics under the Qadhafi regime and in the immediate aftermath of its overthrow is discussed. A case-study of a programme designed to support Tripoli University in contributing towards democratisation will then be presented. The findings of the case-study will be reflected upon to offer a set of recommendations for international actors engaging in political and civic education in conflict-affected settings, in particular in the Middle East.

Abstract This paper explores the perception and politics of air pollution in Shanghai. We present a qualitative case study based on a literature review of relevant policies and research on civil society and air pollution, in dialogue with air quality indexes and field research data. We engage with the concept of China's authoritarian environmentalism and the political context of ecological civilization. We find that discussions about air pollution are often placed in a frame that is both locally temporal (environment) and internationally developmentalist (economy). We raise questions from an example of three applications with different presentations of air quality index measures for the same time and place. This example and frame highlight the central role and connection between technology, data and evidence, and pollution visibility in the case of the perception of air pollution. Our findings then point to two gaps in authoritarian environmentalism research, revealing a need to better understand (1) the role of technology within this governance context, and (2) the tensions created from this non-participatory approach with ecological civilization, which calls for civil society participation.

The effort to preserve the beauty of the environment is an obligation for every social creature that lives on this earth. These efforts are carried out and planned so that every human being has a caring attitude and responsibility with the surrounding environment. In educational institutions the role of a teacher cannot be separated in the educational process. To realize students as quality resources cannot be separated from the environment. This article intends to explain about environmental education in Madrasah Aliyah Negeri 7 Jombang. With a qualitative case study approach, this research was carried out through observation, interviews and documentation. The results of the discussion from the research show that, in the implementation of their roles and participation in forming and increasing environmental awareness by teachers, students are well implemented. Most of them have a caring attitude to their environment, which is proven by their daily habits, which is to dispose of waste according to the space provided. It's just that for minorities who are still indifferent to the environment, support and encouragement from teachers need to be increased so that all madrasa residents, especially students, have positive behavior, be aware and care about the surrounding environmen

Enrolment into Arabic as a second language (ASL) in Dubai has increased steadily due to the high influx of immigrant populations. Although Arabic is the primary language in Dubai mandatory taught in primary schools in Dubai, training and learning face challenges that affect learning a teaching objective. The extant investigation aimed to examine the teaching and learning of ASL in Dubai through exploring the importance of ASL, ALS programs in Dubai, ASL changes and solutions, and the role of technology infusion and motivation in ASL training and learning. The examination utilized a qualitative case study where seven teachers and eight learners were interviewed. The researcher analyzed the data using thematic analysis. The data obtained revealed that ASL is important among non-Arabic natives and immigrants since its improved communication and interaction. The main challenge noted included curriculum shortcomings, inadequate training and learning, poor technology utilization, and insufficient learning times. The findings suggested curriculum review, increase in the technology used in training and learning, and allocation of more time for ASL lessons to curb the challenges. The examinations discuss the policy, practice, and research implications of the findings. Although the findings are insightful in ASL training and learning in Dubai, the researcher recommended extensive research using different methodologies, sample sizes, and other cities in the UAE.

This paper examines post-conflict peacebuilding activities in Sierra Leone by critically looking at the role of economic actors in the reintegration process of its post-war Disarmament Demobilization, and Reintegration (DDR) initiative. The civil war that lasted for 11 years in Sierra Leone, put doubts on the national governments ability to effectively provide both victims and perpetuators, the necessary protection and assistance needed to fully assume responsibilities within the communities. Because of this, poverty was further entrenched, thereby increasing the countries susceptibility to return to conflict. Though reintegration processes are continuous, integrative and involve exhaustive budgetary commitments, the process, in Sierra Leone was short-termed, not well coordinated and took time to begin delivering. With the United Nations, World Bank and the weak national government leading the process, financing was often insufficient or late, in combination with the lack of a coherent planning strategy; all these factors contributed to lapses in socio-economic profiling, skills and vocational training and spread disillusionment and resentment among ex-combatants and victims. Using content analysis, the paper argues that, post-war countries need active, equitable and profitable economic sectors if they are to graduate from conflict and from post-conflict aid-dependency. Moreover, as social contracts and corporate social responsibility to communities they govern and operate in, economic actors must create enabling environments and, generate jobs to support legitimate local capacities. The utility of this paper lies in the idea that for any post-conflict country to attain long-term social and economic development, reintegration programme design and activities, must holistically incorporate critical economic actors.

Purpose The purpose of this paper is to explore the role of the Troika’s advent played in the progress of the budgeting and the financial reporting systems reform at the Greek central government level. Design/methodology/approach The approach of an extreme country case study is adopted. The data used in the paper have been identified through document analysis performed on the relevant documents produced by the Troika, the Greek Ministry of Finance, and other relevant sources. The reform process is seen through the lens of the neo-institutional theory and the resource dependency theory. Findings Although both reforms targeted the introduction of best international practices – particularly useful in periods of financial distress and scarce resources – the advent of the Troika affected their progress and changed the priorities. As a result, the reform was redirected toward strengthening the cash budgeting system. Research limitations/implications The study is subject to the limitations of an extreme case study research. Practical implications This is a case where resource dependency changes political priorities and directions and affects the evolvement of state budget and accounting reforms under way. Originality/value The role of external fund providers in public sector financial management reform priority-setting, in the case of a developed Eurozone country, is analyzed. The study contributes to the research agenda on accounting practices in times of austerity.

This chapter deals with Daniela Lai's argument on the case of Bosnia and Herzegovina, which explains how some forms of distance between researcher and researched are created by academic research and seen as a form of intervention. It focuses on the consequences of research-as-intervention and intervention by academia that shape the very field it sets out to research. It also discusses how the over-research of certain areas of Bosnian society are experienced due to academic biases that lead to distancing. The chapter looks into another form of distancing that concerns communities, groups, and topics that are sidelined by intervention research for not being the focus of the military and political interventions. It also addresses why there are people, places, and problems that are absent and distant from fieldwork-based research in most over-researched post-conflict societies.
